    PROBONO brings together a European multidisciplinary consortium of 47 partners, construction and consulting entities, public asset service managers, municipalities, technology solution providers and experts, to turn the six European districts (PROBONO´s Living Labs) into Green Building Neighborhoods (GBN), with positive energy balance and zero carbon emissions: two large-scale demonstrators (Madrid and Dublin) and four living labs representing business/owner promoters of the green buildings and neighborhoods’ transition (Porto, Brussels, Aarhus, Prague). PROBONO will provide strong examples of how GBN's technological and social innovations can be applied, with a vision focused on building infrastructure and a renewed focus on people and sustainability, taking full advantage of digitalization and smart technologies for the benefit of society. The adoption of the PROBONO approach and innovations will be proposed through a range of participatory methods that promote stakeholders (including citizens) partaking in co-designing and co-delivering a sustainable GBN. PROBONO will provide GBN Strategic Planning Tools in spatial, economic, technical, environmental regulatory, and social context aligned with city and urban masterplans and policy frameworks. PROBONO will create evidence-based policy recommendations, standardization actions, and robust adoption and commercialization strategies supported by a capacity-building program and a European Alliance of GBN Innovation Clusters. PROBONO will provide a GBN Digital Twin (DT) implemented across the LLs as a virtual representation of associated GBN including operational assets that implicate environmental and efficiency KPI. A cloud-based decision support-planning tool will be created to develop an optimized design for carbon-neutral energy GBN systems incorporating PROBONO innovative solutions on GBN demand and response dynamics. The technological developments will include metering different utilities with electricity, gas, warm energy, cold energy, and water linked to Smart IoT gateway and Energy Optimisation middleware, all this combined with geothermal, PV, micro-turbines, efficient HVAC technologies, green roofs, custom insulation, and GB energy optimization, efficient energy storage and integrating EV charging value chain. To enhance wide-scale adoption and standard creation, PROBONO will contribute with evidence-based policy recommendations, standardization actions, and robust adoption and commercialization strategies.

    The current approach to upgrading public buildings in Dublin is ad hoc and while energy and green house gas (GHG) emissions savings are being achieved it is not happening at the speed or scale necessary to meet Ireland’s EU obligations. Codema, Dublins Energy Agency, want to address these problems through innovative project aggregation (scale), contracting structures (speed) and financing (capital) to accelerate and de-risk the Delivery of Renewable and Energy Efficiency projects across Dublin (DeliveREE). DeliveREE is an innovative project finance and delivery structure for renewable energy and energy efficiency projects in Dublin using performance contracting structures. By creating a structured approach DeliveREE will accelerate the formation of large-scale projects by standardising the project development process allowing projects of various types to be aggregated together to create scale. This enables the use of energy performance and energy supply contracts whose performance guarantees are both critical for achieving value for money and provide a mechanism for the involvement of private capital. Through DeliveREE Codema aims to build upon this experience and create a structure that will facilitate the investment of much needed private finance into public projects in order to scale-up, de-risk and accelerate the energy efficient refurbishment of public buildings and the development of renewable energy projects with the intention to roll-out to private sector commercial and residential buildings across Dublin. DeliveREE aims to trigger €20.4m investments into a series of over 140 sustainable energy projects leading to a reduction of 3,977 tCO2-eqyear.

    The intensification of extreme weather events, coastal erosion and sea-level rise are major challenges to be urgently addressed by European coastal cities. The science behind these disruptive phenomena is complex, and advancing climate resilience requires progress in data acquisition, forecasting, and understanding of the potential risks and impacts for real-scenario interventions. The Ecosystem-Based Approach (EBA) supported by smart technologies has potential to increase climate resilience of European coastal cities; however, it is not yet adequately understood and coordinated at European level. SCORE outlines a co-creation strategy, developed via a network of 10 coastal city ‘living labs’ (CCLLs), to rapidly, equitably and sustainably enhance coastal city climate resilience through EBAs and sophisticated digital technologies. SCORE will establish an integrated coastal zone management framework for strengthening EBA and smart coastal city policies, creating European leadership in coastal city climate change adaptation in line with The Paris Agreement. The Coastal City Living Lab (CCLL) is a new concept that expands the Living Lab approach to coastal cities and settlements. CCLLs will be set up to address specific climate challenges, and their effectiveness will be assessed by different stakeholders through innovative monitoring systems and cutting-edge modelling approaches. SCORE will develop CCLLs in a network of 10 cities which learn from each other in different frontrunner and follower roles. SCORE will involve citizen science in providing prototype coastal city early-warning systems and will enable smart, instant monitoring and control of climate resilience in European coastal cities through open, accessible spatial ‘digital twin’ tools. SCORE will provide innovative platforms to empower stakeholders’ deployment of EBAs to increase climate resilience, business opportunities and financial sustainability of coastal cities.

    EU Critical Infrastructures (CIs) are increasingly at risk from cyber-physical attacks and natural hazards. Research and emerging solutions focus on the protection of individual CIs, however, the interrelationships between Cis has become more complex for example in smart cities and managing the impacts of cascading effects and enabling rapid recovery is becoming more pertinent and highly challenging. PRECINCT aims to connect private and public CI stakeholders in a geographical area to a common cyber-physical security management approach which will yield a protected territory for citizens and infrastructures, a ‘PRECINCT’ that can be replicated efficiently for a safer Europe and will deliver: 1. A PRECINCT Framework Specification for systematic CIs security and resilience management fulfilling industry requirements. 2. A Cross-Facility collaborative cyber-physical Security and Resilience management Infrastructure enabling CI stakeholder communities to create AI-enabled PRECINCT Ecosystems and enhanced resilience support services. 3. A vulnerability assessment tool that uses Serious Games to identify potential vulnerabilities to cascading effects and to quantify resilience enhancement measures. 4. PRECINCT’s Digital Twins to represent the CIs network topology and metadata profiles, applying closed-loop Machine Learning techniques to detect violations and provide optimised response and mitigation measures and automated forensics. 5. Smart PRECINCT Ecosystems, deployed in four large-scale Living Labs and Transferability Validation Demonstrators, will provide measurement-based evidence of the targeted advantages and will realize Digital Twins corresponding to the CIs located therein, include active participation of emergency services and city administrations with results feeding back to the Digital Twins developments. 6. Sustainability related outputs including Capacity Building, Dissemination, Exploitation, Resilience Strategy, Policy/Standardisation recommendations
