Just like all other education institutions, VET providers are facing the necessity to reinvent their learning environments so that digitalisation expands and complements the education process. Shifting from school-based education to learning via online platforms and the need for digital content have revealed not only the shortage of the digital technology at schools but also a significant lack of digital skills of teachers and trainers. Even before the COVID-19 crisis teachers in many countries reported the need for ICT training (OECD, 2019).The e-VET project seeks to establish a transnational partnership focusing on the needs of VET providers in view of the digital transformation of the education sector. The project partners will research and analyse the existing digital training solutions, methodologies and techniques for distance learning in order to identify the ones that are easily adaptable and transferrable to different VET training programmes. All the findings will be compiled in the Guidelines for Delivering Remote Teaching in VET.The project contributes to the Covid-19 situation by improving VET teachers’ digital competences not only to use the most up-to edge technologies but also encouraging them to be creators of the digital content which meets the best educational and pedagogical requirements. The project partnership seeks to create the so-called soft results - development of digital skills and guidelines, which could become a valuable resource of educational institution and in the long run ensuring quality and inclusive teaching and learning in various situations, e.g. remote learning due to various reasons such as quarantine, sickness, Erasmus mobility, revision, apprenticeship.The project forms a Strategic Partnership to support digital education in the EU aiming at:-Improving teachers’ digital competences to empower them not only to use various ready-made digital resources in remote and hybrid teaching but also to encourage them to be creators of digital content of vocational curricular by providing a practical training on using various apps, software and learning environments.-Developing the guidelines that will facilitate provision of remote/hybrid training for VET providers.-Implementing short-term transnational training activities for trainers of VET institutions who will be able to use the acquired knowledge and skills for the development of digital content and implementation of remote/hybrid training.-Establishing preconditions for the creation of international virtual learning environment and development of the joint VET programme among the partner organizations.Main target groups addessed:- VET teachers and trainers;- VET students;- VET providers;- Stakeholders (employers, associations, chambers).

As WBL is a comparatively new form of VET in all three Baltic countries lack of motivated and competent WBL tutors was identified as one of the main problems to ensure high quality WBL.<< Objectives >>The project objective was to collect and analyse evidence for implementation of innovative measures and facilitate their transferability by testing a professional development model: Joint (tandem) training of WBL tutors from VET schools and from enterprises. The tandem training concept rests on assumption that WBL tutors are key persons for ensuring quality of WBL and VET. The main target groups were WBL tutors, lead trainers, VET and company managers, VET students.<< Implementation >>The joint (tandem) training workshops for more than 800 WBL tutors accompanied with the research data collection process was implemented in three field trials in Latvia, Estonia and Lithuania. The content of training programmes and pedagogical approaches were adjusted after each phase based on research evidence, the lead trainers’ self-reflection and peer learning process. The findings of the research were transformed into recommendations for the Baltic VET policy makers.<< Results >>The main project outcome is a new model of Baltic cooperation in WBL implying similar policy approaches for the training of WBL tutors to ensure quality of WBL, promote mobility and mutual learning. This was informed by research results reflected in the Experimentation report “Does the Tandem Approach Work?” An important practical result is the approval of Baltic WBL Tutors Competence profile, methodological material for Joint Training Approach, Lead trainers’ teams and trained WBL tutors.

Indirect target groups are VET stakeholders, authorities, sectoral representatives, teacher trainers. Approx. 400 participants will be directly involved in project.

ECVET-Enterprise project partnership consisted of VET providers, enterprise sector representatives, VET stakeholders and policy/decision makers from Latvia, Estonia, Finland and Germany.The main target groups of ECVET-Enterprise project were:1) VET providers, managers of VET schools, coordinators of WBL, and particularly, VET tutors supervising apprenticeships;2) Employers, coordinators of training, particularly, enterprise tutors (mentors) supervising apprenticeships;3) VET learners (apprentices, trainees) involved in national and transnational mobilities, especially for WBL.Within the “ECVET-project” the wide list of activities was implemented: were developed 3 intellectual outputs – Needs analysis and the training program for VET and enterprise tutors supervising WBL, Open Education Resources for supporting the training program - piloting the training program and open education resources on 3 levels, ECVET toolset for Assessment and Validation of WBL; a short-term joint staff training for tutors from VET schools and enterprises was organized; 9 blended mobilities of VET learners, where trained tutors from enterprises could test their skills, were organized; 6 multiplier events were held in 4 countries, including project’s final conference; a wide list of dissemination and communication activities were implemented with the aim to ensure wide use of the ECVET-Enterprise outputs and their sustainability.Through the well-coordinated work of partners, significant results and outcomes were reached:1) Training methodology and training program ""LO outcomes approach and ECVET for validation and assessment of WBL"" for VET and enterprise tutors supervising apprenticeships, national and transnational mobilities;2) Open Education Resources with practical examples to support training program, which was placed online on project’s website for further use by WBL providers;3) ""ECVET Toolset for Assessment and Validation of WBL"" with case studies, best practices, comparative analysis, project experience on using ECVET in partner countries, credit transfer, validation and assessment procedures, which was as placed online on project’s website for further use by WBL providers;4) 15 tutors from VET schools and enterprises participating in short-term joint staff training, mastered the principles and criteria of assessment of vocational education training, which are the basic standards of ECVET systems.5) 9 VET learners participated in 9 transnational mobilities, which provided the opportunity to test the skills of VET schools and enterprise tutors, who previously participated in short-term joint staff training, to evaluate their ability to use ECVET system and learning outcomes approach in the assessment and validation of apprenticeships. 6) Approximately 201 representatives of VET schools, enterprises, policy/decision makers from Latvia, Estonia, Finland and Germany participated in organized Multiplier events, where experience gained through “ECVET-enterprise” was shared, transnational mobilities were promoted, learning outcomes approach and ECVET system were promoted not only as a basis for apprenticeships, but as useful instruments for WBL as well."
