Txikia,Rigas Makslas un mediju tehnikums,PRAKTICA TRAINING CONSULTING S.LFunder: European Commission Project Code: 2018-1-FI01-KA116-047015Funder Contribution: 150,450 EURSASKY Municipal Education and Training Consortium (Sasky) is applying for 61 longer individual placements (4-12 weeks, tailored according to the differing needs of our different schools and former experiences) and for 8 short school exchanges to be realised in group with 2 accompanying persons. As for staff, we are applying for 15 mobilities for our own staff and 2 grants to receive an entrepreneur from abroad. There are 14 hosting partners from 10 different countries all in all. All the 9 vocational schools and all the sectors provided by SASKY are involved in the project. The content of the student mobilities is mainly on-the-job learning, realised according to the field-specific objectives while doing the field-specific work. The students’ objectives are to improve their professional, linguistic, entrepreneurial, social and cultural skills and to reinforce their self-confidence and independence, both at work and in life in general. Some of the longer placements may be realised at vocational schools if that is consistent with the students’ objectives; the reciprocity is an important means to support our internationalisation at home measures. A particular case is the short group exchange. Sasky plans to realise one such exchange each year within a different field. This year, the plan is to assemble 8 students and two accompanying teachers from our two different agricultural schools and to send them to a partner school in the Netherlands. The accompanying persons are needed because this opportunity is offered also for students who are somehow disadvantaged or have special needs – and to students who would not dare to do a longer placement alone. We are also applying for exceptional costs funding to give additional support to students who could not afford to go abroad without it. As for the staff, the goal of most exchanges is to scout the on-the-job learning opportunities for students in order to extend the mobility prospects to a new field and to do the ECVET work in practice, i.e. discuss the students’ objectives, skills and assessment. As a result, the teachers will gain a clearer idea of the kind of learning outcomes the students will get, how those learning outcomes can be recognised and what kind of professional preparation the students need. At the same time, the teachers’ own international skills are enhanced by means of peer learning, through the dialogue of vocational subjects teachers and international coordinators. While assembling the teacher groups, we always see that the group are equipped with skills related to student placements, knowledge of the field in question and sufficient linguistic skills. In addition to the group exchanges for the staff, we are also applying for a few staff work placements. Their objective is staff development, both personal and professional, and both from the perspective of the organisation as well as that of the individual. Our objective with receiving entrepreneurs from abroad is to increase opportunities for internationalisation at home and to reinforce the labour market relevance of the teaching, which is in line with the Finnish VET reform. We also want to contribute to the implementation of the VET reform by developing the identification and recognition process of the international skills. Earlier we have made some development work on this in another project, but because of the reformed curricula, some further development is needed. We aim to develop clear, OLS-compatible rules for the recognition of linguistic skills and a vocational module for international skills based on the regional requirements for vocational skills. To support its assessment by our partners, we are also applying for a KA2 project during the Call 2018. The results of the project include first and foremost improved international skills and interaction, presentations and reports, and the development of shared ways of work and processes. As an impact, the students’ improved skills improve their employability, whereas the staff mobilities and the development work contribute to the quality of Sasky’s international activities and its attractivity while supporting Sasky with the implementation of the VET reform. This project supports Sasky’s internationalisation strategy in the following ways: - equal opportunities for internationalisation: common selection procedures, the group exchange for the disadvantaged, the exceptional costs for the financially impaired, internationalisation at home opportunities through reciprocity - the quality of mobility: the ECVET work and the development of the recognition of the international skills - Sasky is a genuinely international organisation: enhancing the international skills of the staff as well as their motivation for internationalisation. Mobility has also brought and continues to bring internationalisation closer to the everyday life at Sasky.

The majority of reforms has focused on issues of mainly financial policy. However, it is worth making clear that the policies regarding Vocational Education and Training will play a pivotal part in emerging through the financial crisis. Vocational Education and Training in our country is at a turning point, since a series of reforming measures aim at connecting education with employment, upgrading vocational education and training, reinforcing apprenticeship, increasing youths’ vocational orientation opportunities and the possibility of accessing high profile tertiary education schools, such as, Polytechnic, Medicine and Finances University Schools. Therefore, the basic goal of this mobility project is to make the mobility project participants acquire knowledge and skills that will lead them to better professional prospects, through high-quality vocational education and through the opportunities offered by the apprenticeship system. The objectives of the project are: • Participants’ direct contact with realistic working conditions and introduction to novel practices. • Cultivating a multilateral personality focused on responsibility, decisiveness, group-work mentality, tolerance, adaptability and confidence. • Developing intercultural consciousness, tolerance and respect to versatility, approaching various European cultures and traditions, understanding the necessity of foreign language learning and familiarization with foreign language speaking. The project participants are students in the 1st Technical Vocational School of Lehaina and specifically from the sectors/specializations of: a) Mechanical Engineering - Refrigeration, Ventilation and Air-conditioning Technicians b) Informatics – Computer Software Technicians c) Finances and Administration – Administration and Financial Services Clerks The mobility of the twenty-four (22) participant students and four (4) escorting teachers to the hosting countries is programmed from March 2019 to May 2019. The mobility project anticipated results do not only pertain to the participant students, but also to the wider community to which the results will be disseminated. Dissemination will be achieved through various means, such as, organizing a one-day seminar at school focused on presenting the mobility project’s outcome, its projection to the local press and its presentation in the school’s webpage and social media. Upon completion of the project, the benefits will be multiple for all stakeholders involved. For Trainees: Acquisition and refinement of knowledge and skills , increasing their professional qualifications, a taste of the existing working conditions, creation of a dynamic personality, understanding of their European identity and acceptance of multiculturalism. For Organisations: Improvement of their experience in design and implementation of projects, improvement of the quality of the education and training offered, introversion and approaching the European mentality. The short-term results of the implementation of the mobility program are: 1. Development and systematic use of life-long learning and realization of the need for constant in-service training 2. Upgrading of practice in vocational training 3. Exchanging good practices and cooperation with countries of developed systems of Vocational Education and Training 4. Adopting European expertise 5. Dissemination of European philosophy and policy in the labor market 6. Active contribution of vocational education and training to promoting innovation The long-term results of the implementation of the mobility program are: 1. Interconnection between the vocational school and labor market needs and cooperation with professional stakeholders 2. Boosting of entrepreneurship and local economy 3. Shaping of co-responsibility and consent on issues of Vocational Education and Training 4. Shift/Reconsideration of mentality concerning Vocational Education and Training 5. Shift of Greek economy from services provision to productive sectors 6. Shaping a national qualifications network, so as applicants in the labor market are dealt with and evaluated on equal terms with other European citizens 7. Convergence of European policies among European state-members 8. Fighting phenomena of social exclusion caused by inadequate training

It is essential therefore to invest in the training of professional figures, able to move in a highly dynamic environment, who can also deal with international scenarios and ""open work"" contexts increasingly structured as co-working platforms on the web. Project specific objectives are: - To encourage WBL of students in audiovisuals companies, in order to develop institutional partnership in support of the definition and implementation of internationalization strategies related to WBL in all its forms; - To transfer learners, through work experience in companies, technical-productive and cross-cutting skills, useful to work in audiovisuals sector; - To preserve the anthropological and cultural heritage of which the audiovisulas are keepers, through the transfer of knowledge, skills and competences characterizing the individual crafts activities; - To promote transparency and recognition of competences and qualifications regarding the transition between world of formal education and world of work, thanks to ECVET methodology, used to implement the project, and to the Libretto del Cittadino, released by the Employment Centres at the end of the experience abroad. Thanks to the project 72 learners with carry on a 3 months WBL in an audiovisuals related company in BE, BG, DE, EL, ES, IE, LT, MT, PT, UK, taking the advantage of a long hands-on training that only an experience Erasmus+Pro can offer. Learning outcomes are developed through the ECVET methodology (knowledge, skills and competences) assuring so their transparency, evaluation, validation and recognition both nationally and Europe wide. At the end of the mobility, VET institutions with release students the work-linked training credits. Moreover, learners will be accompanied to Employment Centres, who will release the Libretto del Cittadino, assuring the regional recognition of competences acquired abroad. Learners will receive the Europass Mobility Certificate. ISCED sector of learners is: 0211 - Audio-visual techniques and media production. European hosting partners assure to transfer learners the competences to successfully reach the envisaged Learning Outcomes. The advance planning visits will allow on-the-spot verification of training quality offered to learners. Training plan in hosting enterprises will be organised in accordance with ECVET procedure: Units of Learning Outcomes (ULOs), with activities and Learning Outcomes (LOs) (knowledge, skills and competences). Bufalini has prepared Memorandum of Understanding (MoU), signed by all European partners. In line with MoU, ECVET-Las will be elaborated. At the end of training period, hosting tutors will evaluate LOs achievement of learners. Final evaluation will follow. Registers, daily signed by tutor and learners, will show the number of daily hours training. Once having reports, applicant will start procedures for having Europass Mobility Certificates validated in Italy. Once back, learners will be accompanied to Employment Centres for release of Libretto del Cittadino. Before departure, learners will attend OLS course in hosting country language. Regularly tutors and trainees will fulfil monitoring questionnaires. Online management software will allow exchange of documents and prompt management of all project phases, mitigating risks and delays. Activities are organised on 3 macro phases: mobility preparation, mobility realisation and follow up, cross-cutting activities. Project impact will be local, regional, national and European. It will: - Promote youth employment in audiovisuals sector; - Improve language skills of learners; - Improve quality of training offer, transparency and recognition of competences and qualification; - Transfer learners self-esteem, autonomy, self-empowerment, empathy and life skills. Dissemination plan will broaden project impact, improve sustainability and highlight European added value."

The best way to transfer such skills is through the use of experiences that encourage the learning by doing approach. Among these, a crucial role is played by learning experiences based on the Project-based Learning (PBL) methodology and by the participation in transnational traineeships. Through PBL, which is a teaching method that organizes learning around projects, students gain knowledge and skills by investigating complex and real issues, carrying out tasks and developing project products. The transnational experiences carried out outside the friendly environment encourage the development of transversal skills such as adaptability and flexibility that are part of the skills required to develop an entrepreneurial attitude. Since several years, the members of the national consortium (ENAC, SCF, ENGIM VENETO) are trying to apply PBL methodologies within their centers, and they have recently decided to promote a joint project, based on this methodology, aiming at creating a network among several IVET centers by establishing a buyer-supplier relationship. In this way the centers engaged in the network will create products / services to be used by other network centers.The mobility project EU gives you WINGS would like to interact with this joint project in order to combine the development of PBL methodologies and transnational mobility experiences addressed to VET students and staff. The specific objective of the project EU gives you wings are: a) to strength the competences of VET staff engaged in planning and managing learning processes using the PBL approach and through the exchange of good practices with other VET providers; b) to strength technical/professional and linguistic skills of VET students, as well as improve their transversal skills through transnational placements carried out in a different economic and social context. This will allow VET students to develop innovation, creativity and responsibility that in the short term will support them in the planning and implementation of projects using the PBL approach and in the long run will increase their employability. To achieve these objectives, the project promotes three types of mobility activities: 1)traineeship for IVET students in a company abroad for a period of three / four weeks; 2) traineeship for IVET students in a VET center abroad - with learning periods in companies or other organisations - for a period of two weeks; 3) job shadowing activities for staff members in other VET centers throughout Europe. The first two types of mobility activities will involve 210 students (in IVET pathways, 2^-3^-4^ year or within one year of obtaining their graduation), the third is addressed to 35 VET staff members. The project provides a wide sectorial and geographical coverage and will involve students, providers and partners from different economic sectors. The students involved in the project have different professional background: catering (15%), food processing (14%), administrative (25%), graphic (17%), well-being (23%), fashion (6%). In addition, the partnership have a significant geographical dimension both at national level (13 Italian regions) and European level (24 partners from 13 countries). The large number of foreign partners and the criteria used to select these institutions will assure VET students that the mobility experience is suited to their professional profiles and will provide VET staff with an extensive knowledge of PBL methodologies developed in the EU. The project envisages the use of ECVET tools in order to allow the exploitation and recognition of the learning outcomes acquired during the transnational mobility. To this end, the consortium will take advante of the experience of SCF and will use the ECVET tools developed by SCF during GORES and LET's GO projects.The main results of the project will be a) a manual with the PBL methodologies and best practices seen by the staff during the job shadowing experiences; b) the creation of video/ multimedia materials concerning students’experiences. The project will have an impact on the development of professional and transversal skills of VET students and staff involved, as well as on the improvement of VET training provision which will be possible thanks to the improvement in the use of the PBL approach and by strengthening the mutual trust among project partners. This project will also lay the groundwork for the implementation of a network experience among Europen VET centers using PBL methodology.

On the basis on different indicators, it is confirmed that in Italy there is a very difficult condition for what concerns the youth unemployment rate (aged between 15-24) at 36,4% (Istat data october 2016), this date is above the european average, despite it is the lowest since 2012; the italian labour market, on the basis on Istat data, seems infact more favourable for the over 50 (+0,9%). The NEET (aged between 15 – 29) are 2,5 millions (26,9%), is constantly growing from 19,5% in 2007, and even more alarming is that the 32% of them is going through this situation for over a year (OCSE data 20015). Consequently, the project aims to favour and promote: - Transition processes for young people into the labour market; - Reintegration processes of young people into education paths; - Continous staff training to favour “changing” processes; - Intercultural approaches. The 250 VET learners involved in the project are: - included in IVET training paths (2,3 e 4 annuality); - qualified young people, since no more than one year, in the following sectors: heating and plumbing, mechanic, electric, restaurant (cookery, bar), food processing (bakery), wellness (hairstyle and beauty), graphics and multimedia, administrative, tailoring and fashion. VET learners mobilities will have a length of 2,3 and 4 weeks in Spain, Ireland, UK, German, Austria and France. The length of the mobiliy and the choise of the destination country will be closely linked to the tipology of Learning Outcomes identified in each youngster's mobility programme. The realization of the mobilities will refer to “the guide to transnational mobility services” (http://www.scformazione.org/wp-content/uploads/2014/04/guida-servizi-GORES-sett2016-IT-5.pdf) pubblished by SCF to facilitate and to promote awareness among the operators of the sending and the hosting organizations in terms of: - selection of the destination country on the base on the companies/sectors excellences to guarantee padagogical quality; - choise of the mobility lenght in line with the training project of the beneficiaries (training as: strengthening of the acquired competences, intercultural experience; training embedded with the formal path; work experience in addition to the learning path); - selection of the learning outcomes to be acquired during the mobility through valorization formulas (reuse of the knowledges and of the skills acquired abroad, transfer peer to peer) or utilization of “recognition” procedures through collecting, evaluation and validation tools foreseen by GORES. In particular it will be used in an experimental way the web platform that SCF, presented to the DoYourMob event 2016. The 50 VET Staff mobilities are addressed to different professional figures (Trainers, coordinators, tutor, educator) involved in training activities (both professionalised and cultural), tutoring, training on the job, orientation, supporting on the job, etc. The main proposed topic is the didactic innovation, observed from different perspectives and in particular: - work-based learning, digital teaching or in general learning through technologies; - internationalization of competences. For these mobilities we distinguish between to 2 competence areas, in accordance with both Young People and Adult “Target” - in the first one: IVET learners, including young people at despersion risk, with a physical and mental disadvantage, immigrants and unaccompanied migrant children; - in the second one: people over 18 (vulnerable persons in generale, e.g. unemployed, immigrants, people with disabilities), with a particular attention to NEET The VET staff mobilities will last 3-5 days (included travel days)in Spain, France, UK, Finland, Austria and Ireland. The project foresees, also, 10 training paths of 12 days in Uk and in Ireland for the English language training. For the VET staff mobility, SCF wants to invest on methodologies: * WBL in accordance with: - the coordination of its own network concerning the Dual System experimentation, in collaboration with CONFAP and FORMA (www.lanostraviaduale.it); - The promotion of the didactic enterprise in terms of pedagogical innovation. *Media Education in accordance with the investement started in 2013 with the Project INN.
