The first aims to develop a culture of international relations. Like a culture of establishment that we want both consensual and ambitious, the culture of international relations that we build will go through a strengthening of our internationalization capabilities to support a substantial increase in mobility of our students and our staff.The second objective seeks to promote the University of Reunion island brand through a targeted training and research offer and using relevant tools. If the university wishes to position itself as the leading French and European university in the Indian Ocean, this means first and foremost the construction of a training and research offer that must be relevant to the promising sectors in the region (energy, information and communication, health, etc.) and future themes (climate, protection of biodiversity, etc.). The offer must also be collaborative, innovative and conducive to the integration of international research networks, or even the installation of international chairs (UNESCO). Second, by creating a network of ambassadors with promotional tools for students and partners, which requires interaction with institutional actors.The third and final objective is to contribute to the construction of an indianoceanic space of higher education, research and innovation through university diplomacy. If we want to see the implementation of large-scale projects to position the university as a training and research operator for the development of the Indian Ocean zone (""Erasmus OI"", federative university of the Indian ocean), this requires the development of a university diplomacy. This must be expressed as part of a strengthening of institutional relations with universities in the Indian Ocean area (project to create a permanent ESIR-OI Conference) but also with the operators of diplomatic action, particularly in the context of the Africa-Asia axis and with organizations such as the Indian Ocean Commission (IOC). In addition, collaboration in the construction of an indianoceanic space for higher education and research must be considered from a public-private angle, through the development of partnerships with export or multinational companies.The mobility project is managed by the Direction of International Relations (DRI), which is led by the Vice President in charge of International Relations and Regional Cooperation. The university is committed to ensuring a high quality and individualized reception of all incoming Erasmus + students, thanks in particular to significant human resources: the manager dedicated entirely to the Erasmus project, the other staff of the DRI solicited during the student arrival campaigns, student tutors recruited in total for 450 hours per academic year. First of all, we offer a welcome as soon as students arrive at the airport and then a personalized follow-up by the DRI staff and the tutors. We have 63 rooms for our incoming students at the international city which offers among the best student rooms of the CROUS. We also assist students in their search for private housing. This voluntarist policy results in good rates of satisfaction of incoming students in terms of reception and accommodation and integration into the local life, measured by feedback survey initiated as part of a quality approach.The University of Reunion has been a beneficiary of an Erasmus + higher education mobility project since 1989. Our 2016 project amounts to € 501,150. 117 students have benefited from a mobility, 82 for studies and 35 for a traineeship. The majority of our students go to an English-speaking country and Spain to improve their language level. However, we seek to diversify our partnerships and generally accept exchanges for which we receive more students than we send. The university is particularly attentive to select motivated students of a good academic level and with a sound professional project. Our staff carry out teaching assignments in various fields and in a growing diversity of countries."

The international strategy of the university of La Reunion comes in five aspects: 1- Fully integrate the university in the European research sector. 2- Encourage the emergence of a network of researchers in the Indian ocean area. 3- Increase inbound and outbound student mobility. 4- Federate the international projects of our faculties and laboratories. 5- Strengthen the educational cooperation.From its original geo-strategic position, it is the only European university in this region. As such, the University of La Reunion is working to better anchor itself in the European Research field, and to fully participate in international exchange programs like ERASMUS, ISEP and BCI which expand employability prospects of its students. Our project is managed on one side by the International Relations Office (DRI), which is the only one for the whole university; and on the other side by a teacher identified as a relay of international relations in each faculty. The DRI is led by the vice president in charge of international relations and, excluding the House of Languages and the Confucius Institute, has 4 full time administrative staff, 3 of which are working fully or partially on the Erasmus project: the agent in charge of the project, the engineer specialized in international relations and the administrative manager of the DRI. The university of La Réunion is committed to provide a high quality and individual welcome to all incoming students who accept it. It is accomplished thanks to our devoted human resources: an agent fully dedicated to Erasmus, other members of the staff can help during student arrivals and tutors recruited for a total of 450 hours per academic year.Our office opens earlier in August and January than other services to ensure a high quality reception for foreign students. We ask each of our incoming students if they want our help to find accommodation. For those who express the need, we will first offer a personal welcome upon arrival at the airport. The staff and tutors will then support them through their administrative procedures. We have an agreement with the local CROUS to book 63 rooms for our incoming students in the international building that offers some of the best student rooms. The DRI is also in line with private providers: AMI, MGOI, Residence des facs and individual owners. We also assist students with their search for accomodation on the web. As a consequence, our incoming students have generally expressed their satisfaction of reception, accommodation and integration in daily life in our university.The university of La Réunion is the beneficiary of a mobility project for higher education under the Erasmus and Erasmus + programmes since 1989. In 2015/2016, among its 9,752 students undergraduate, 115 were able to benefit from a mobility, among which 88 for studies and 27 for an internship, which represents approximately 1% of our undergraduate population. The number of outgoing students has been steadily increasing in recent years. For the first time, three teachers were in charge of developping new partnerships during a short trip abroad. Their travel expenses were financed by Mobility organisation credits. The University strongly encourages its students to participate in the Erasmus project, and if possible over a long period of time. Thus, the average duration of mobility for studies has increased and is now more than seven months and the average for mobility for placements has also increased and is more than 3 months.Our first two destinations are Spain (40% of our students) and English speaking countries (less than 40%). According to the increased numbers of mobilities and the high level of satisfaction with the overall mobility experience, the university of La Réunion has managed to promote mobility among its students. The most significant impacts on learning outcomes are on the level of understanding of different cultures, cooperation with people from different backgrounds, independence, ability to solve problems, self confidence and self-knowledge.

A l’image d’une culture d’établissement que nous souhaitons tout à la fois consensuelle et ambitieuse, la culture des relations internationales que nous construisons passera par un renforcement de nos capacités d’internationalisation afin d’accompagner une augmentation substantielle de la mobilité de nos étudiants et de nos personnels.Le deuxième objectif cherche à promouvoir la marque ""Université de La Réunion"" grâce à une offre de formation et de recherche ciblée et au moyen d’outils pertinents. Si l’université souhaite se positionner comme l’université française et européenne de référence dans l’Océan Indien, ceci passe en premier lieu par la construction d’une offre de formation et de recherche pertinente au regard des secteurs porteurs dans la zone (énergie, information et communication, santé, etc.) et des thématiques d’avenir (climat, protection de la biodiversité, ...). L’offre doit également être collaborative, innovante et propre à favoriser l’intégration de réseaux de recherche internationaux, voire l’installation de chaires internationales (UNESCO). Ceci passe en second lieu par la création d’un réseau d’ambassadeurs dotés d’outils de promotion à destination des étudiants et des partenaires, ce qui nécessite une interaction avec les acteurs institutionnels.Le troisième objectif est de contribuer à la construction d’un espace indianocéanique de l'enseignement supérieur, de la recherche et de l’innovation au travers une diplomatie universitaire. Si l’on souhaite voir se mettre en place des projets d’envergure propres à positionner l’université comme un outil de formation et de recherche au service dudéveloppement de la zone Océan Indien (""Erasmus OI"", université fédérative de l’OI), ceci nécessite le développement d’une diplomatie universitaire. Celle-ci doit s’exprimer dans le cadre d’un renforcement des relations institutionnelles avec les universités de la zone telle que la création en juillet 2018 du réseau des universités et établissementssupérieurs de l'Océan Indien constitué des universités de Maurice et des Comores, de l'IST d'Antananarivo, de l'AUF-OI et de l'UR. Sans oublier les opérateurs de l’action diplomatique, en particulier dans le cadre de l’axe Afrique-Asie et avec des organisations telles la Commission de l’Océan Indien.Par ailleurs, la collaboration à la construction d’un espace indianocéanique de l’ESR doit s’envisager sous un angle public-privé, au travers du développement de partenariats avec des entreprises à l’export ou multinationales.Le projet de mobilité est géré par la direction des relations internationales (DRI) qui est pilotée par la vice-présidente en charge des relations internationales et de la coopération régionale. L’université s’est engagée à assurer un accueil individualisé de haute qualité de tous les étudiants entrants Erasmus+, grâce notamment à des moyens humainsimportants et en augmentation: la gestionnaire dédiée intégralement au projet Erasmus+, les autres personnels de la DRI sollicités lors des campagnes d’arrivée des étudiants, des étudiants motivés et bénévoles de l'association ISRUN (International Students of Reunion Island) et des services civiques. Nous proposons tout d'abord un accueil dès leurarrivée à l'aéroport puis un suivi personnalisé par les personnels de la DRI et les tuteurs. Nous bénéficions de 63 chambres à la cité internationale qui propose parmi les meilleures chambres d'étudiants du CROUS pour nos étudiants entrants. Ayant constitué un réseau d'accueil, nous assistons également les étudiants qui le souhaitent dans leurrecherche de logements privés. Cette politique volontariste se traduit par de bons taux de satisfaction des étudiants entrants quant à l’accueil, l’hébergement et l’intégration dans la vie quotidienne, mesurés par retour d'enquête initiée dans le cadre d'une démarche qualité.L’université de La Réunion est bénéficiaire d'un projet de mobilité de l'enseignement supérieur Erasmus+ depuis 1989. En 2018-19, 125 étudiants ont pu bénéficier d'une mobilité dont 106 en études et 19 en stage. La majeure partie de nos étudiants sont partis en Espagne (50) et dans un pays anglophone (37) afin de parfaire leur niveau de langue. Nous cherchons cependant à diversifier nos partenariats et acceptons généralement les échanges non équilibrés. L'université est particulièrement attentive à sélectionner les étudiants d'un bon niveau académique, avec un réel projet professionnel et motivés. Nos personnels effectuent des missions dans des domaines variés et dans une diversité de pays de plus en plus grande."
