Open Access Mandate for Publications assignment_turned_in Project2020 - 2024Partners:CeBER, CeBER, UCCeBER,CeBER,UCFunder: Fundação para a Ciência e a Tecnologia, I.P. Project Code: UIDP/05037/2020Funder Contribution: 232,000 EUR10.2 Summary in English for general dissemination purposes CeBER is a new R&D Unit in the areas of Management, Economics, and Operational Research. It seeks advances in science by addressing internationally relevant research questions. It also pursues benefits to society, by addressing global concerns and by studying the Portuguese (and other countries´) firms and economies. CeBER is hosted by the Faculty of Economics at the U. Coimbra, benefitting from the experience and infrastructure of one of the main universities in Portugal. For 2018-22, CeBER will focus on developing and applying quantitative models and methods to address emergent research questions in Management and Economics, as well as addressing societal challenges through truly cross-disciplinary projects. These challenges include innovation and innovative organizations, health and well-being, inequality, and efficient and sustainable use of natural resources. The Unit´s research plan is organised through three thematic clusters: 1. Organizational Innovation and Development, encompassing the interactions between strategy, marketing and people; entrepreneurship and innovation ecosystems; financial markets and corporate finance; and also applying predictive and prescriptive analytics for forecasting and operational and strategic planning in organizations. 2. Institutions and Policies for Sustainable Development, encompassing macroeconomic performance; regional studies and sector studies; industrial organization, firm dynamics and the labour market; and also sustainability assessment and dealing with socioeconomic and environmental interactions. 3. Health Decisions and Policy, encompassing the economics of health and healthcare, economic evaluation of healthcare programmes and technologies, and decision aiding in health. The research plan will be carried out by a multidisciplinary team with a track record of contributing to both Management and Economics, as well as to other areas. The Unit will cooperate with other centres to develop research that crosses disciplinary boundaries, including active participation in the Energy for Sustainability Initiative of the U. Coimbra. The dissemination of scientific outputs will be done primarily by publication in international journals and books. Research outputs will also be available through the CeBER collection in the open science repository Estudo Geral. The Unit will also keep publishing the JEL-indexed scientific journal Notas Economicas, as well as the CeBER Working Papers series, widely disseminated through RePEC. CeBER´s researchers coordinate PhD programmes in Economics, Management and Management Science (Decision Aiding Science), as well as Master´s programmes in Economics and Management, admitting over 200 postgraduate students per year. CeBER will offer student fellowships, will bring invited researchers and will organise events for students, to approximate education and research even further. 10.3 Summary in English for evaluation As primary objectives, the 5-year plan aims at having academic impact and relevance by doing internationally innovative research, by addressing global societal concerns and by studying firms, industries and the economy, in Portugal and elsewhere. CeBER will focus on developing and applying quantitative models and methods to address emergent research questions in management and economics, building on the strengths and international track record of its 33 integrated members. Another focus will be on applications-driven research, which often contributes to methodological advances. CeBER will address societal challenges through cross-disciplinary research, potentially also contributing to other related scientific areas. Such challenges include fostering innovation and innovative organizations, promoting health and well-being, reducing inequality and striving for the efficient and sustainable use of natural resources. The Unit´s research plan will be implemented through three thematic clusters: 1. Organizational innovation and development, encompassing: a) Interactions between strategy, marketing and people; b) Operational and strategic planning based on multiobjective optimization and decision analysis; c) Forecasting and preference learning using data mining; d) Financial markets and corporate finance; e) Entrepreneurship and innovation ecosystems. 2. Institutions and policies for sustainable development, encompassing: a) Macroeconomic performance in Portugal and other countries; b) Regional studies and sector studies; c) Industrial organization, firm dynamics and the labour market; d) Sustainability assessment and dealing with socioeconomic and environmental interactions. 3. Health decisions and policy, encompassing: a) Economics of health and healthcare; b) Economic evaluation of healthcare programmes / Health Technology Assessment; c) Multiobjective decision aiding in health. Thematic clusters form a light, flexible organizational structure to coordinate problem-driven efforts, rather than reproducing traditional disciplinary boundaries. These clusters reflect medium-term priorities. They are useful to provide a focus, to nurture new collaborative projects, and to interact with other centres and organizations. Each thematic cluster is coordinated by someone who plans action, scouts calls for projects and seeks other funding opportunities, and who assembles teams to respond to such opportunities. The thematic cluster coordinators and the coordinators of the PhD programmes in Economics, Business Administration, and Decision Aiding Science coordinate the scientific activities of the Unit in its Scientific Council. This ensures alignment between research and doctoral education. The Unit will cooperate with other research centres to develop research that goes beyond disciplinary boundaries, including participation in the Energy for Sustainability Initiative of the U. Coimbra, which has been actively contributing to the MIT Portugal initiative. CeBER will also join consortia seeking Collaborative Laboratory recognition by FCT on topics related to its thematic clusters. One of the Unit´s objectives is to increase international collaborations in the form of EU projects. Besides the US, UK and Brazil, the Unit has been collaborating with several researchers in continental Europe. The potential of these networks will be exploited and network building will be furthered by financing participation in major conferences, by financing presence in working group meetings and infodays, and also by inviting visiting scholars. As part of the U. Coimbra, hosted by the Faculty of Economics, CeBER benefits from the experience and the infrastructures of one of the main universities in Portugal. This includes U. Coimbra´s project preparation office, project management office, and knowledge transfer office. The Unit is asking for programmatic funding to hire three full-time PhDs (one for each thematic cluster) to conduct research and to contribute to grant writing and project management. Another important objective is to maintain the positive momentum of the team in publishing international journal articles, with increased emphasis on journals in the first quartile of journal rankings (Scimago, JCR, ABS). To accomplish this, a publication scoring system has been set up to access and keep the status of Integrated Member. The dissemination of scientific outputs will also include books, conference proceedings, and the CeBER Working Papers series, indexed by RePEC. The Unit also manages a JEL-indexed scientific journal (Notas Economicas). Research outputs will be disseminated in the open access digital repository of the U. Coimbra. The website of CeBER will announce events, publications and theses, as well as the expertise of its researchers. CeBER will also contribute to education in Management and Economics, namely existing PhD programmes in Economics, Management, Decision Aiding Science, and Sustainable Energy, and several Master´s programmes. Over 200 postgraduate students are admitted per year for these programmes. A new postgraduate programme for top managers in health institutions is due to start in 2018. The Unit plans to integrate PhD, Master´s and even bachelor´s students in research activities, allocating funding to attract the brightest ones to a career in research. The Unit is also asking for programmatic funding for 9 new full-time PhD students per year, who will be integrated in its 4 PhD programmes and will actively contribute to the agenda of the three thematic clusters.
