The ""GOALS for Future"" project wanted to offer a positive response to the recent seismic events that hit the region, providing an important opportunity to relaunch all those activities related to cultural and tourism sectors. The small and medium-sized companies in this sector, who were affected by the calamity, in fact need figures capable of enhancing the territory they belong to with the use of adequate technologies and know-how abilities. All this is in line with the European policies that underline the importance of CCS for the development of employment (see “Mapping the creative value chains: A study on the economy of culture in the digital age, EU Commission, 2017”) and with the regional practices that highlight how this sector constitutes a driver for the development of the Marche system.Promoted by the Marche Region’s Chamber of Commerce, GOALS enabled 133 beneficiary students to carry out a transnational internship experience lasting one month. The project was composed of 16 groups of students, divided into 4 flows and carried out between January 2019 and February 2020 in 10 EU countries (France, Poland, Slovenia, Germany, Bulgaria, Lithuania, Hungary, Spain, Ireland, UK). This experience was achieved with on-the-job training methods and through the direct practice of duties relating to professional profiles relating to the areas indicated above. The project aimed to address some critical issues identified with respect to the condition of students closest to job and / or academic placement, among which are:-Limited awareness of one's own knowledge and inadequate application capacity of the same;-Lack of operational skills and unfamiliarity with the professional world;-Mistrust in future employment prospects;-Need to make their training courses usable. The realization of internships in companies that have adopted successful business models related to CCS, has given beneficiary students the opportunity to develop their skills, contrasting the aspects highlighted above. The experience abroad was carefully prepared and preceded by a linguistic, cultural, pedagogical and sectoral improvement (OLS, health and safety in the workplace, sector technical seminars). The qualitative management of all the planned activities, the recognition, certification and validation of skills have been guaranteed through the application of ECVET tools.The main results achieved by the project were:-Development of communicative-linguistic and technical-professional skills in the participants with respect to the project sectors;-Strengthening of technical-professional skills and consequent improvement of the professional curriculum through a certified, recognized and validated path;-Acquisition of increasingly qualitative mobility experiences, to be transferred through the testimony of the beneficiaries themselves, in their local, cultural and professional realities;-Training experience aimed at increasing access to employment for young people and lifelong learning;-Strengthening the synergistic action of the project with other initiatives to encourage the creation of a stable network and the implementation of successful future projects characterized by greater collaboration between schools, companies and social partners, using common and transparent tools. The extensive national partnership of the ""GOALS for Future"" project included, in addition to 20 schools aforementioned, 15 territorial partners (including the Marche Region, regional universities, social organisations and companies in the sector) which contributed to the achievement of the project results by favouring the integration between the associations/bodies involved."

During the project year, 82 participants were sent abroad (2 more than expected) for work-based learning activities in the field of valorisation of the territory with particular reference to environmental, landscape, historical-artistic assets for development of skills for the promotion of the territory, heritage and local culture from the perspective of environmental sustainability also through the use of communication and tourism marketing techniques . The internships took place in the areas of - promotion of the territory and its sustainable development - tourist offer - receptiveness and services to tourists Thanks to the collaboration with the technical and professional institutes of new graduates, the participants were recruited among newly qualified within a solar year of mobility and students attending the last year, residing in the Lombardy Region. The period of stay abroad was of 4 weeks for 72 participants and 3 months (Erasmus PRO) for 10 participants. These latter participants were newly graduated / newly qualified with a degree acquired within one year of the end of mobility. The transnational partnership initially envisaged has been maintained and the performances of the individual organizations have been more than positive both for the opportunities of internships proposed, and for the monitoring and logistic support on the spot. Mobilities were so divided among the various destination countries:Mobilities 4 WEEK United Kingdom 16 participants Germany 13 participants Poland 4 participants Czech Republic 8 participants * France 7 participants Spain 18 participants Lithuania 6 participants * Mobilities of 3 MONTHS Ireland 4 participants United Kingdom 2 participants Germany 2 participants Spain 2 participants * The group was accompanied by a person from Mistral for the first days of mobilityThe preparatory visit planned for Ireland was not carried out as there was the possibility f having a planning meeting in Italy with the Irish partner at the end of November 2018. The budget saved by the reduction of preparatory visits and accompanying persons was used to send two more students than expected. In the selection of participants, Mistral aimed at the objectives of combating gender, racial and ethnic discrimination.For a greater usability of the experience in the labor market the preparation of the training modules and the learning agreements, the Learning Outcomes were congruent with the professional profiles indicated by the Regional Framework of the Professional Standards of the Lombardy Region For the participants the project has achieved the objectives of favoring the acquisition of:- general knowledge and specific professional skills in the promotion and promotion of local heritage- communication and marketing skills- linguistic, intercultural and transversal skills- business skills- awareness of belonging to European citizenship The participants also acquired personal growth, greater skills and knowledge both from a professional and value point of view as well as a greater qualification and spendability on the labor marketThe project contributed to the increase in European mobility linked to professional training abroad and to bridging the gap between skills required by the market and those held at school level, strengthening national and transnational networks through the exchange of good practices and experiences The training activities of the participants, constantly monitored and evaluated, were validated using the ECVET methodology as well as through the issue of the Europass-Mobility, the certificates issued by Mistral and the hosting organizations. For the ECVET procedure, specific learning agreements have been signed with the home institutions of students attending the last year of the VET schools and with the Don Tedoldi Vocational Training Center for newly graduated / newly qualified students. Throughout the duration of the project (30th October 2018 – 29th October 2019) several actions were carried out to promote and disseminate the results. These actions have been possible also thanks to the extensive local, regional and European network of which Mistral is a part."

The Europe 2020 Strategy refers to our country calling to renew the system of education and training, to make young people achieve key competences for the economy and the knowledge society as it leads to improvement of their employability. One of the sectors that distinguishes our country in the world and which may represent a driving force for raising young people employment is undoubtedly the tourism. Mobility stimulates the ability to re-innovate that is so important for young people, especially for those who have been able to observe cutting-edge practices in other countries, it gives them the skills required by the labor market, however a common strategy is needed between the major players involved to extend this possibility to as many students as possible. In this context, the upper secondary school Pellegrino Artusi in Riolo Terme wants to undertake a specific path on European mobility for technical-professional training students starting from the hospitality and catering sector with the aim of making mobility an integral part of the curriculum and inviting the actors on the territory to unite in order to implement network strategies and economies of scale. The project ReHEAT: tecniche di Ristorazione Ed Hotellerie Ecosostenibili Acquisite Tramite la mobilità Europeais the second step of the internationalization path of the training offer that intends to create in the region the sectoral mobility centers where will have possibility to participate all the schools. The project allows 100 young students of 5 hotel institutes from Emilia-Romagna region to work for 4 weeks in a company in another country in line with their training and with the guarantee to see the corresponding period recognized in their own curriculum path and validate the skills acquired through the Europass and ECVET devices. These are technical-professional skills in a leading sector of the regional economy such as hospitality and catering and transversal skills such as learning to learn, interpersonal, intercultural, linguistic skills as well as personal autonomy, initiative, problems solving and confidence in the work environment: the most requested by the European and local job market. The project has a further added value, in fact the participants during their experience abroad will collect a series of good practices on how to avoid food and energy waste, unfortunately relevant problems are common in this sector. By developing awareness on these issues among students, the practices will be shared within the institutions and will be available to hotel schools. The consortium that proposes ReHEAT is particularly qualified and includes secondary schools of secondary rank characterized by a quality educational offer, supported by numerous project initiatives and awards. The consortium was inspired of mobility from the iMove network, an association resulting from the LLP Leonardo network which brings together VET mobility consortia in Europe sharing a working methodology aimed at reaching the target of 6% of students in mobility set by ET2020. Abroad, the partnership has 8 partners from 7 EU countries: Cyprus, Germany, Poland, Spain, United Kingdom, Lithuania and France. All of them have been cooperating for a long time and have demonstrated competence and reliability. Above all, they are able to offer experiences that are consistent with the course of study of the participants and increase the possibilities of post-qualification employment after the students’ return from the experience. After a phase of information gathering and selection, the participants will receive a thorough preparation that will cover the linguistic, organizational, cultural, safety aspects of the workplace, adaptation to a foreign country and the work environment. Each participant will sign a Learning Agreement that will specify exactly the objectives, expected results, methods of carrying out the experience. In addition to improving the employability of 100 students ReHEAT aims to have an impact on the school system allowing to participate the schools that alone would not be able to do it. One of the expected results is to establish mobility coordinators in each school that can be point of reference for students and colleagues. Finally, ReHEAT aims to bring together the main players involved in local training in a public-private partnership with the aim of integrating and strengthening local policies in the pursuit of strategies for 2014-2020 and at the same time attracting private funding for the future, the only real way to make European mobility more widespread for the benefit of people and businesses.

The following technical-technological and vocational study curricula have been involved (Tourism, Agriculture, Agro-food and Agro-industry and its articulations, Environmental biotechnologies; Social-health services, services for food and wine and hotel hospitality) referring to specific professional profiles and related support services.The mobility flows in the different countries of destination have been preceded by an intense phase of pedagogical and linguistic preparation. The linguistic communication skills have been exercised both in curricular programs and through the awareness of the participants towards commitment and self-learning (through the use of the OLS), but also with strengthening activities within the educational offer.The scouting activity of the host foreign companies has been carried out in collaboration with foreign partner organizations in the different countries and through the involvement of companies operating in the sector consistent with the study programmes of the participants belonging to the Consortium's already consolidated network and new companies identified also through the CCIAA system abroad.These synergies have made possible to set up an effective matching between the skills requirements and the identification of appropriate professional profiles. The foreign companies have been supported in the definition of the training project in collaboration with the sending Institutes, favouring the ""dynamic"" demand and offer matchmaking. The contact and scouting activity as well as the consultancy needs analysis carried out with the companies has been organized within the new E.R.M.E.S. Portal with the support of a database containing company data such as operational headquarters; reference sector; position / professional profile; contacts of the company tutor. Thanks to the long-lasting experience of CPV in managing mobility projects, different tools to guarantee the safety and protection of students before and during their stay have been developed and fine-tuned.Travel and transfers to / from the airports have been organized for all destinations and appropriate insured policies have been activated for all participants and group leaders. The Consortium has provided students with constant support during their stay. The high percentage of underage beneficiaries has required the involvement of carefully selected group leaders who have played a key role in facilitating the socio-cultural integration in the destination country as well as in the supervision and monitoring of activities.The students have been mainly hosted by certified host families identified by the foreign partners with full board accommodation. Season tickets for public transports have been provided. Before departure, CPV, in collaboration with the sending Institutes, has organised a meeting with students’ families in order to guarantee maximum transparency and dissemination of information and recommendations on expected behaviours, rules to be respected, and expectations. A ""Code of Conduct"" has been signed by all students in order to ensure a safe stay abroad. During all phases of the project, the role of foreign intermediary bodies has proved to be strategic. These organisations have many years of experience in the organization and management of mobility projects and provide qualified staff who, in collaboration with the CPV, have guaranteed assistance and informative support to the participants for the entire duration of stay."

Its objectives are fixed against the background of a previously relatively low mobility of young people in the dual training system which currently stands at about 4 percent. Additionally, conventional measures of mobility for apprentices are usually carried out in groups and are too inflexible for interested individuals or do not match due to their technical, spatial or temporal orientation. However, this project provides promotion of individual practical trainings abroad, irrespective of time, country of destination and the occupation requiring formal training. But the project determines clearly the funding period which in each case is scheduled to last three weeks. This schedule is based on the experience that this period usually already allows young people to a positive experience mobility with sustainable effect and that on the other hand longer periods of absence of the apprentices is in most cases hardly accepted among their training companies. Moreover, the realisation of practical trainings abroad shall now also be possible for those youngster, who just finished their apprenticeship. The 3-week-training abroad has to be completed within the first 12 months after their successful final examination. The experience showed that some of the apprentices do not have the opportunity to do an intership during their vocational education under dual system due to timely and operational reasons. This project shall enable the mobility consultation services of the Chambers of Skilled Trades and the Chambers of Industry and Commerce to provide a funding offer to apprentices who are interested in individual scholarships. The mobility consultation services of the Chambers are acting as ""regional support partners”. Concerning the hosting institutions the notifier turns to partners abroad that have been established in the course of individual scholarships for apprentices of the skilled trades awarded since 2007 in the pool project line “let’s go!”.The procurement procedures start with the written application of the young person. This application already ensures the prompt provision of information to the training company and the vocational school by obtaining the respective letter of reference from them. The applicant’s formal and personal suitability for an individual training abroad will be tested in a selection and awareness section conducted by the notifier or the regional support partners (mobility coaches of the Chambers). In case of a positive evaluation the preparation of the internship abroad will be planned. As soon as a suitable hosting institution/company is found and a learning agreement regarding the stay has been reached, the applicant will be informed of the authorisation of the funding. During the internship abroad different measures of the sending and hosting institutions will ensure the support for the young person and the documentation will start. After returning home the documentation will be finished and the final evidences will be provided. A certificate will be issued attesting the stay and the individual scholarship is finalised.The project ""individual scholarships to let's go!"" is expected to have the following results: The quantitative participation in individual scholarships of apprentices of the skilled trades and of technical trainees in industry and trade will increase. The individual internship abroad promotes the intercultural and language competences and supports the personal and professional development of the participating apprentices and trainees. The positive impact of the acquired competences will become clear in the domestic apprenticeship. At the same time it is expected that the restraining threshold of the participants for future long-term work in other European countries will be lower.Regarding the quantitative need: The nationwide concept of the project is geared towards the whole group of apprentices of skilled trades and of technical trainees in industry and trade as well as towards young people recently aquired their certificat of vocational education in the mentioned two occupational groups. In view of the above, the notifier and its partner institutions see the need for the 100 scholarships applied for in this project in the two-year period starting 1st June 2016 till 31st May 2018."
