CONTEXT Gender equality is a fundamental value of the European Union. Article 2 (3) [2007 / C 306/01]. The third gender equality index of the European Union shows that equality between women and men in the EU is not yet complete. Still, a gender disparity is apparent in terms of power, knowledge, work, health, time and money. The index indicates substantial differences within the EU. Adolescents in Europe today are confronted by new challenges on gender roles, which are brought to them by their personal environment, schools or the media, and have an influence on personal development. However, in their document ""Strategic engagement for gender equality 2016-2019"", the COM also notes that the younger generation is still struggling with gender stereotypes. This conflict can be overwhelming, especially for ""disadvantaged"" young people who have little support. Youth and social work is challenged to respond to these demands with its services. It is important to spread knowledge about the developments described above and to develop a new methodological repertoire in youth and social work. With regards to social work with girls, many countries have already developed a variety of methods; social work with boys on the other hand, is still underdeveloped – there are only few concepts. 2. PROJECT OBJECTIVES We want to contribute to the achievement of gender equality and equalisation in different countries within the EU with regards to gender equality through: 1. Leading European discourses in 5 different countries 2. Increasing knowledge about the diversity of adolescent life situations, young people from disadvantaged backgrounds, the appearance of gender stereotypes, the overlap of different forms of discrimination. 3. Expansion of the scope of action for young people in their personal development (gender and the connection to training, work, family and well-being) 4. Develop methods for working with disadvantaged young people of all sexes. 5. Formulation of minimum standards and extension of practical implementation strategies in order to be able to implement gender-related pedagogy in practice. 3. PROFILE OF THE PARTICIPANTS The described differences in gender equality in the EU are reflected in the choice of partners. With the help of organizations from DE, SE, NL, ES, and GR, the issue of gender-sensitive approaches in youth work is discussed in its big scope. All organizations share a common interest in discussing gender issues in a practice-oriented way in a European context and further transfer them in their own field of work. They work locally with young people from disadvantaged milieus in the youth social work. There will be 76 participants in the two learning activities. The TPMs are visited by 2 professionals each, or in certain cases one youth per organization. About 15 people work independently on the respective work packages at the on-site teams. The selection of the participants in the project activities is the responsibility of the project partners. 4. ACTIVITIES The use of a wide range of methods and modern media (keynote speeches, workshops, round tables, exchange of best practice) will be applied to the project. The project-relevant activities include the 4 TPMs, a 5-day Joint Staff Training regarding ""Attitudes and Approaches - Towards more Gender Sensitivity in Youth Work"" and a Blended Mobility of Young People on ""Gender - Family, Education, Work and Wellbeing - Perspectives and Realities from Young People "". These are closely linked to the two Intellectual Outputs developed in the project. 6. IMPACT With this project we want to make an important contribution to gender equality, professionalisation of youth and social work in Europe; it promotes the development of quality in youth work with a specific focus on disadvantaged teenagers in youth social work. The project makes direct reference to the horizontal priorities, in particular: ""Social Inclusion: actions that foster - in particular through innovative, holistic approaches - equality, gender balance and equal treatment in youth work"" and the sectoral priorities for youth ""Encouraging empowerment: to increase the social inclusion of all young people, taking into account the underlying European values; promote diversity, interculturality ... and the common values of freedom, tolerance and respect for human rights; that increase the critical thinking ... of young people ... """

Fachkräfte der Jugendsozialarbeit aus Griechenland, Italien, Schweden, Großbritannien und Deutschland nutzten die Gelegenheit zum Austausch über Unterstützungsangebote für junge Geflüchtete in Europa. Der thematische Fokus der Fachkräfteaustausche lag auf den unterschiedlichen Systemen und Konzepten der sozialen (beruflichen) Integration von jugendlichen Geflüchteten/Migrant/-innen. Insgesamt beteiligten sich 49 Fachkräfte am Fachkräfteaustausch. Projektziele:1. Durchführung einer europäischen Lernmobilität/Fachkräfteaustausch (Key 1). - Austausch über Soziale Arbeit mit jungen Menschen, die sich in internationaler Transition/Migrationsübergängen befinden und die unterschiedlichen Konzepte der sozialen Integration, insbesondere mit Blick auf eine berufliche Orientierung und der Integration in den Arbeitsmarkt. - Analyse von Erfahrungen und Konzepten, insbesondere des informellen und nonformalen Lernens (Peer learning)- das Sammeln und Analysieren von Erwartungshaltungen, Wünschen und Vorstellungen junger Flüchtlinge/Immigrant/innen zu Ihrer Zukunft in Europa, um Ansätze zur Weiterentwicklung der Sozialarbeit mit jungen Menschen/Flüchtlingen in internationalen Übergangssituationen zu erhalten.2. Die Entwicklung einer strategischen transnationalen Partnerschaft unter Erasmus+/Jugend in Aktion (Key 2). Auch hierbei soll das bestehende europäische Netzwerk der Jugendsozialarbeit, das YES-Forum, weiterhin die integrale Basis bieten.Projektaktivitäten - 3 Studienreisen:3./4. April 2017: Erster Studienbesuch in Athen NOSTOS, eine Nichtregierungsorganisation, die sich in der Hauptsache um Unterbringung, Integration und Weiterverteilung von Flüchtlingen kümmert, war die gastgebende Partnerorganisation. In der ersten Lerneinheit wurden die spezifischen flüchtlingspolitischen, asylrechtlichen und sozialen Strukturen Griechenlands vermittelt. Da fast alle Flüchtlinge auf eine Weiterreise hoffen, werden klassische Integrationsangebote (z.B. Sprachkurse) kaum angenommen oder müssen unter dem Aspekt des Kurzfristigen konzipiert werden. Eindrücklich die Praxisbesuche in Einrichtungen für minderjährige Flüchtlinge und Unterkünfte für geflüchtete Familien. Eine von NOSTOS organisierte kritisch politische „free walking Tour“ durch Athen gab einen anderen Blick auf die griechische Metropole. 1./2. Juni 2017: Zweiter Studienbesuch in Skelleftea/SchwedenSkelleftea ist eine Kommune mit 35.000 Einwohner/innen in der nordschwedischen Provinz Västerbottens. Dort leben ca. 260.000 Menschen auf einer Fläche verteilt, die ungefähr der Größe des Bundeslandes Bayern entspricht. Die Region ist auf Zuwanderung angewiesen und wirbt aktiv um neue Bewohnerinnen und Bewohner. Fast alle Integrationsarbeit wird durch die Kommune organisiert. Ähnlich wie in Deutschland verfügt Schweden über eine sehr differenzierte Struktur an Integrationsangeboten. Ein Praxisbesuch galt dem Dorf Lövanger, das für seine 700 Einwohnerinnen und Einwohner außergewöhnlich viele, nämlich rund dreihundert Flüchtlinge aufgenommen hat. Ferner gab es Einblicke in das Arbeiten mit unbegleiteten minderjährigen Flüchtlingen in Schweden. Schweden hat nach Deutschland die meisten unbegleiteten jungen Flüchtlinge aufgenommen. Der Abschluss war im kommunalen Theater, wo junge Migrant/innen ihre selbst konzipierten Werke präsentierten. 16./17./18. Oktober2017: Dritter Studienbesuch in LondonChildren’s Society ist ein kirchliches Kinderhilfswerk, dass schon seit über 70 Jahren viel Erfahrung in der Unterstützung von geflüchteten Kindern und Jugendlichen hat. Viel Wert wird auf Lobbying und Campaigning legt. Sehr interessant war die Vorstellung des Projektes „Ha te Bah“, dessen Hauptziel die strukturelle Unterstützung von Kirchengemeinden bei deren Arbeit mit und für Flüchtlinge ist. Am Abend des zweiten Tages stand der Besuch eines Jugendclubs in der Zentrale der Children’s Society an, wo nochmals intensive Gespräche mit jungen Flüchtlingen geführt wurden. Fazit und Ausblick:Alle drei Studienbesuche waren von einem sehr dichten zweitägigen Lernprogramm geprägt. Wichtig war nicht nur der Praxisbezug zur Sozialen Arbeit mit jungen Flüchtlingen und der personale Austausch unter den Fachkräften, sondern auch der direkte Kontakt mit den jungen Migrant/-innen vor Ort. Der grenzüberschreitender fachliche Austausch zwischen Praktiker/-innen der Jugendsozialarbeit hat auf europäischer Ebene die Bildung eines transnationalen Netzwerkes befördert. Die Beantragung eines strategischen Projektes unter Erasmus+ ist geplant."

At the same time, all EU and national elections in the last few years have revealed increasingly low youth turnout combined with growing Euroscepticism, as dramatically illustrated by the Brexit referendum. The complex situation of young people in transition to adulthood thus calls for trained and experienced European youth workers. Driven by YES Forum’s membes, YES Academy addressed this issue by contributing to achieve a greater impact of the Erasmus+ Youth Inclusion and Diversity Strategy by:• Creating a more inclusive environment, with more and diverse young people participating in civic activities throughout Europe• Enabling organisations working with and for vulnerable young people to be a more effective force in making it easier for them to actively participate in society• Increasing the capacities of youth workers and their organizations in working with young people and fostering greater cooperation and synergies among youth organisations and other stakeholders throughout the EUThe project idea came from our partner organizations and their ongoing interest in increasing civic participation of disadvantaged young people. All the project partners brought strong expertise in working with young people affected by various disadvantages (e.g. educational, psychological, economic inequalities) in their own communities. Ranging from school social work to street-based youth work, our partners aim to prevent, resolve and avoid the worst effects of exclusion while helping young people to flourish. Through 4 major events conducted over the span of 16 months and involving 115 participants from 15 EU countries, the YES Academy project innovatively combined a process-oriented learning approach prioritising youth worker’s reflection and exchange of experience to create tools for sustainable approaches in working more effectively with young people across Europe:-Through a Contact-Making Event in Germany, the first activity built a common approach based on mutual understanding and fostered the exchange of experiences on promoting youth engagement, active citizenship, participation and social inclusion, preparing the ground for an action-oriented report on how to be more effective in reaching young people.-The second activity, an International seminar held in Brussels, continued the learning activities while providing the space for a dialogue between project partners, representing the youth field, and European policy and decision-makers – the European Parliament and the European Commission in particular – as well as public bodies involved in youth social inclusion, youth unemployment, and active citizenship.-The third activity, a study visit in Finland, was co-organised with After Eight, an organization with a long standing experience in the development of youth active citizenship, participation and social inclusion. The event offered an in-depth look into After Eight’s measures, projects, methodologies and political, financial and administrative infrastructures targeting youth. The event also enabled further exchange of experience between youth workers, resulting in a Good Practices Guide for the Promotion of Active citizenship and Youth social inclusion-The last Contact-Making Event in Germany facilitated transfer into practice. The action-oriented report on how to be more effective in reaching young people was finalised and prepared the ground for future projects following this objective. Policy recommendations on Erasmus+ were also finalised thanks to the partners’ gathered feedback.The tangible results of the project include (all available under ""Downloads"" here: goo.gl/CtAhD9) :• An action-oriented report that summarized the next steps in order to better promote youth active citizenship and participation through concrete project ideas, leading to several Erasmus+ project applications by YES Academy partners on the 4th October 2016 deadline;• A Good Practices Guide for the Promotion of Active citizenship and Youth social inclusion, based on the experiences and case studies shared during the project in order to share them with youth workers throughout Europe. • Policy recommendations on Erasmus+ to help public institutions better support youth and social work across the EU in the future, thanks to feedback from project partners, all grass-root organisations involved in Erasmus+ Youth.The learning results for youth workers were:• Deeper knowledge of structures and support measures for young people and youth organisations at EU and national levels• Qualitative support for the dialogue between the European youth sector and stakeholders in the field of European youth policies with a focus on youngsters with fewer opportunities;• Greater knowledge of good practices related to the social inclusion of young people and the promotion of active citizenship, leading to the concrete implementation of new"
