    << Background >>Analysing the EU experience in providing the integrated urban planning and development of city areas using innovative forms of organization and strategies of citizen participation Tomsk Polytechnic University (TPU) has created the platform to discuss the participatory urban planning with different stakeholders and disseminate the EU practice of Human Smart Cities to other cities in Russia and the countries of Central Asia.<< Objectives >>enhance knowledge, promote discussion and policy learning of EU Human Smart Cities, citizen science and tools for participatory urban planning, influencing the promotion of equality, social inclusion of citizens into the processes of urban spaces among various target groups (academics, students, policy-makers, experts in civil construction, local communities), implementing the EU innovation method of “urban living lab” in Russia and the countries of Central Asia<< Implementation >>The Project objectives were achieved by successfully integrating various types of activities focused on 1) public engagement into social innovations (advancing towards collaborative decision-making and shared responsibility, promoting Citizen Science and Open Innovation); 2) participatory approach and “living labs” in urban planning; 3) adopting the model of EU Human Smart City considering the national environment and conditions.<< Results >>Workshops, lectures and round tables with the participation of experts, academics, representatives of the authorities and the public of Tomsk Region, study visits to EU universities, the conference and promotional activity as well as the deliverables (a toolkit, a website, a book and academic publications, a brochure) facilitated the ongoing policy to study EU approaches to Smart city challenges and provided grounds for further collaborative training initiatives with Russian and EU partners.
