Disruptive Technologies (DTs) have a great yet untapped potential to boost the developing of new and more efficient Public Services. Reasons entail resource shortage in terms of competences and infrastructures, but also resistance to and lack of trust in technology. Although a recent uptake of the topic of ethical, social and legal issues related to DTs, practical guidelines to fully assess the risks of adopting DTs in Public Administrations are still missing. The ETAPAS project aims at introducing a practical framework, supported by a prototypical software platform, to offer a first-time assessment methodology capable of measuring and mitigating ethical, societal and legal risks. The project will co-design with Public Bodies a framework consisting of ethical principles, a set of measurable indicators and a legal construct for the responsible adoption of DTs. The framework will be tested and validated on four use cases in which DTs are applied to face the challenges of the Italian Ministry of Finance, Don Gnocchi Foundation, and local municipalities in Norway and Greece. Use cases’ development, as well as exploitation and dissemination activities, will be strengthened by the engagement of two Digital Innovation Hubs and their network. This will ensure ETAPAS framework wide applicability to the European Public Sector and will prove in practice how DTs can support the realisation of responsible innovative solutions of Public Services. Lessons learnt and PAs’ feedback will feed into ETAPAS final output: a governance model to allow other public organisations to replicate the methodology and adopt innovative solutions while assessing, monitoring and mitigating associated risks. ETAPAS project aims at accelerating a responsible adoption of disruptive technologies in the delivery of Public Service so that Public Administrations can reduce management costs, improve service efficiency, securely manage data assets, and foster greater citizen trust and engagement.

ENATRANS’ main objective is to network and support SMEs in translation of nanomedicine in Europe by providing a one-stop-shop service to interact and share information, experience and advice with up-to-date information and interactive tools, but also enabling personal contacts. To be successful SMEs need to understand the requirements of the complex ecosystem made up of regulatory and reimbursement agencies, as well as the requirements of large industrial companies and clinical needs. ENATRANS will gather and provide information about approval processes, regulatory authorities and agencies, clinical and market data, and specific nanomedicine value chain analysis, relevant SME support projects and organisations. ENATRANS will convert this critical information in dedicated learning programs and tools dedicated to translation of nanomedicine. ENATRANS aims at implementing the concept of a Translation Advisory Board (TAB) as central element of the ETPN White Paper. A TAB will be set-up with senior experienced translation experts to guide R&D teams (in SMEs and research institutes) along the translation process to successfully make it to clinical trials and later to the market. Promising projects identified and supported by the TAB need access to clinical centers for first studies in patients, which are able to handle the specificity of new nanotechnology based therapeutics. In addition, financial resources are needed to go pass the regulatory and scale-up processes, which often require funding from investors and/or large companies. ENATRANS will build bridges to clinical trial centers, investors and large companies. Promising projects need guidance to successfully master privileged contacts with the medical, the business or the investment community. ENATRANS will deliver special coaching sessions prior to showcasing of promising projects. Partners in ENATRANS are VDI/VDE-IT, Nanobiotix, CEA, bioanalytik-muenster, Tel Aviv University, Fondazione Don Gnocchi, TecMinho.

The objective of the proposed CSA is to support and complement R&I activities in Smart Systems Integration (SSI) by structuring industrial cooperation and facilitating end-user adoption for the next generations of miniaturised smart objects and systems. Previous CSAs have revealed the immense breadth of SSI in its technology demands, its application sectors, its business ramifications, its provider and user communities, and have commenced the task of joining all these aspects for concerted action. They have also developed support tools, whose proven value can continue to be instrumental in the new CSA. Building on the above and supporting the strategic activities of EPoSS, the role for inSSIght is to deepen and implant this understanding through a cadre of influential partners from SSI-related clusters, research institutes and industries who will define and encourage actions to unlock and exploit innovation opportunities, provide practice-oriented support to the SSI ecosystem, underline the vital position of SSI as a Key Enabling Technology for competitive advantage and future innovation, and give credit to their enabling role as building blocks in sectors with high potential for growth and high return on investment, such as IoT, Industry 4.0, electric mobility, automated driving, smart medical devices etc. Very practically, inSSIght • organises 4 thematic conferences, two of which on MNBS, 7 demonstration sessions, 2 brokerage events, 11 expert and information workshops and 11 webinars • publishes 5 White Papers on Customised Innovation Priorities • leads a marketing campaign for SSI based on a trademark inSSIght addresses all 5 activities required in the scope description of ICT-03-2016b, considering them as inseparable and most efficiently tackled in a single concerted action.
