Social and economic inequality is the main problem of the 21st century. Consumerism inevitably creates social stratification of society. The disparity in national wealth between developed and developing countries is increasing. The said tendency acts as a brake on the development of human capabilities and economy. This is not about normal inequality, which is an important driving force for developing competition, but about excessive inequality. It is known that the EU has gained considerable experience in combating excessive inequality and social exclusion, and in realizing policies aimed at social empowerment and ensuring social justice. In particular, the concept of “Europe 2020” recognizes inclusive growth as a key factor in strengthening the economy, contributing to an increase in the level of the population employment, and achieving social and territorial harmony. The flagship initiatives “An agenda for new skills and jobs” and “European platform against poverty” are being implemented, the European Pillar of Social Rights is proclaimed.Studying the EU experience in this area is extremely important for today's Russia, where there are threats of a decline in the quality and accessibility of education and public health-care services, an increase of social exclusion, differentiation of the population by income level and regional differences in the level and pace of socio-economic development. This project will allow the students of the University, colleges and schools to study the progressive experience of the EU in ensuring socio-economic development without excessive inequality for improving the capabilities of the country, regions, business and personalities. The project draws the attention of the representatives of authorities, non-profit organizations representing the interests of socially vulnerable groups of the population, business, and the general public to the EU social initiatives to expand social opportunities and combat inequality.
