The Erasmus+ project 2016-HR01-KA107-034767 is the second project KA107 and continuation of cooperation between University North and the partner institutions Odessa State Academy of Civil Engineering and Architecture, the Odessa State Academy of Technical Regulation, and Quality Odessa. This project envisaged incoming and outgoing mobility of (non-)teaching staff for the purpose of training/education, with the aim of continuing long-term cooperation of institutions and exchanges of experiences, knowledge and skills. Within this project, the Agency for Mobility and European Union Programmes (AMPEU) awarded funds for 4 outgoing staff mobilities for the purpose of training, and 4 outgoing mobilities for the purpose of training, and 4 incoming mobilities for the purpose of training and 4 incoming mobilities for the purpose of teaching. In this project, a total of 22 mobilities were achieved, of which 6 outgoing for training and 7 outgoing for teaching, and 5 incoming for training and 4 incoming for teaching. The number of realised mobilities was 55% higher than in the previous KA107 project with the Ukraine, such that the objective to increase mobilities with each new project was achieved. The 1st application deadline was carried out in March 2017. The Office for International Cooperation (UMS) received 3 applications for outgoing mobility of (non-)teaching staff. The 2nd applications for mobility of (non-)teaching staff was held in April 2017. The UMS received 3 applications for outgoing mobility for the purpose of training. The 3th and fourth applications were held in May 2017, and 3 applications for 4 outgoing mobilities, and 1 application for incoming mobility for the purpose of teaching were received. The 5th applications was held in September 2017, and 3 incoming mobility applications were received. In April 2018, the 6. and 7. competitions were held, and a total of 4 applications for outgoing teach staff and 7 applications for incoming teaching staff were received. At the International Cooperation Committee, in the final round of applications, one incoming mobility was approved as a zero-grant for the purpose of training, which is completely financed from the OS budget, since according to the Agreement it is permitted to redistribute up to 50% of funds awarded for organisational support to individual support and travel for student and/or staff mobility. All the received applications were positively assessed by the International Cooperation Committee, and all mobilities were executed in accordance with the Erasmus+ charter. Since some of the mobilities were carried out in different durations than awarded for, with a minimum of five days of activities, and the remaining funds for those mobilities were used to execute additional staff mobilities. University North regularly communicates with its partner institutions with the aim of maximising project implementation, updating student programmes in English, and enabling (non-)teaching staff to participate in the organisation of joint conferences and meetings. The total budget funds for the mobility programme in this project was EUR 39,224.00, of which EUR 5,600.00 was intended for organisational support (OS). A total of EUR 33,624.00 was allocated for the realisation of awarded mobilities. During the project duration, a total of EUR 33,142 was used, or 98.77% of allocated funds. 98.09% of all resources were used for the purpose of incoming and outgoing mobilities for teaching, while 99.18% of allocated funds were used for incoming and outcoming mobility of staff for the purpose of training. The project stimulated a strengthening of internationalisation of educational programmes, achieved an increase in mobility of 55% in comparison to the previous project with Odessa, and strengthened cooperation with the partner universities. As a direct continuation of the results of the previous project and this project, a draft report was drawn up on a joint doctoral study programme with the allocation of teacher activities. Based on the joint efforts, consultations and exchange of good practice, a Master's programme in Civil Engineering has been established and will be offered as of the fall semester of the 2018/19 academic year at University North. One of the results of the excellent quality of cooperation is certainly the ESD Conferences, where the Odessa State Academy of Civil Engineering was the host of the 32nd international scientific conference on socioeconomic development https://www.esd-conference.com/past-conferences. Following the example of good practice of participation and implementation of this project, other Departments of University North (electrical engineering, nursing, multimedia, business economics) are also motivated and have decided to participate in new applications.

University North has been participating in the Erasmus mobility programme since 2014. The university became Croatia's 8th public university on 29 May 2015, and was established as an integrated higher learning institution. There are currently two university centres, in Varaždin and in Koprivnica, with 13 departments, 200 employees and about 3000 students each year. Educational programmes are offered at the undergraduate and graduate levels. The International Cooperation Office is the main office entrusted with the activities to prepare, coordinate and implement the entire mobility process within the Erasmus+ projects. The office is responsible to the Vice-Dean for Sciences and Arts and International Cooperation. The office currently employees the office manager, who also serves as the Erasmus Coordinator. In accordance with the adopted Development Strategy for University North for 2015–2020, the goals of the office include internationalisation and promotion of the university at the international level. Important activities include the establishment of international contacts and concluding inter-institutional contracts and agreements on cooperation, monitoring and implementing mobility projects, and other international projects. Chapter 4 of the Development Strategy, entitled “Mobility and International Cooperation”, lists four relevant strategic goals of the University, including Strategic goal 2 – stimulating further development of mobility of teachers (and associates), students and non-teaching staff. Implementation of the Erasmus+ project (2015-1-HR01-KA103-012889) contributed towards the achievement of that strategic goal covering eight implementation measures: increasing the outgoing mobility of teachers, drafting the Rule Book to include the regulation of Erasmus mobility for the purpose of academic development of teachers, expanding the network of Erasmus partner higher learning institutions by increasing the number of signed cooperation contracts, increasing outgoing and incoming mobility of students, announcing study programmes in English, developing a recognition system for ECTS points and equalising the procedure and criteria for recognising mobility periods and the transfer of ECTS points between institutions, and increasing the outgoing mobility of non-teaching staff. The International Cooperation Office informs and advises students and (non-)teaching staff on international activities and mobility projects. In the 2015/16 academic year, the Office concluded 20 international contracts more than in 2014. The project 2015-1-HR01-KA103-012889 was implemented as the second mobility project at the university, and during the 2015/16 academic year, there were eight outgoing participants (five students and three professors), and four incoming students, who took part in the study programmes. One outgoing student was entitled to additional financial support due to his unfavourable socioeconomic status. In comparing the number of mobility students, it can be concluded that there were somewhat fewer students in the 2015/16 academic year than in the 2014/15 academic year. The number of implemented mobilities in 2015/16 was lower than the number of approved mobilities, with two of three approved executed for study programmes, and three of six approved executed for professional practice programmes. However, with the implementation of these mobilities, 79.90% of the mobility budget for students for professional practice programmes was used, while 99.13% of the mobility budget for study programmes was used. A slight increase has also been seen among incoming students, where four mobility sessions took place, one more than during 2014/15.A total of 82.27% of the earmarked funds for student and teaching staff mobility were used. Though the number of awarded and executed mobility sessions is small given the large staff and student population, through the implementation of this mobility project, positive steps forward were made, less in terms of numbers than in terms of raising awareness of the positive effects of internationalisation and development achieved through mobility, as well as in the increased interest expressed and increased numbers of applications in new mobility competitions. Students and (non-) teaching staff have positively accepted the advantages that can be attained through the mobility experience for the purpose of study/practice, and students have particularly recognised the experiences mobility brings for employment. By strengthening internationalisation through mobility programmes, University North is expanding its framework of acting exclusively for the needs of the local community and focusing on positioning itself as a higher learning institution at the regional level, offering educational content and high quality programmes that are suitable also for the broader international student and teaching population.
