A field study of all these variables has been carried out, obtaining results on the basis of which the acquisition and installation of the necessary equipment is budgeted. Of course, a study has also been made of the projects related to this subject that exist in Moroccan higher education institutions, and of the current training of professors in ICTs.To achieve our goal, we will select a group of professors from all Partner Country HEIs, to be trained in the use of TICs in the teaching of mathematics. They will have courses on: the use of the hardware and software acquired in WP1; how to create useful mathematics e-learning content; and a key point, which is to know how to translate all this knowledge to their daily classes. This is the pedagogical approach of the project. With the aim of maximizing the number of professors to be trained and, at the same time, adapt to the existing budgetary constraints, the training program will be repeated, in three of the partner institutions: UM5R, UCA and USMS. In addition, these second period courses will be taught by Moroccan professors who have completed their training during the first period (with the supervision of a European professor). This will considerably expand the number of Moroccan professors trained due to the significant reduction of travel and stay costs and the multiplication of training headquarters. In parallel with this training, courses will be organized for a selection of Moroccan technicians to be trained in the maintenance and substitution of the equipment.

The reform and restructuring of the HE system in Morocco needed to deliver on these objectives is being slowed by a lack of leadership capacity. Universities in Morocco need to build the capacity of their leaders for governance, strategic planning and management in order to deliver these reforms. The project addresses the need for development for university leaders in Morocco through the creation and implementation of a National Centre for Leadership Development (NLDC) and an associated certificated national leadership development programme (NLDP). When creating the NLDC and its NLDP, it will create the constitution and operating procedures for the centre; structures and materials to support the programme; and identify and equip dedicated facilities where the development activities will take place. Learning will take place through networking meetings, lectures from visiting speakers, action learning sets, and promote immediate improvements through national change projects. The project will develop and execute staff training workshops for Moroccan university staff responsible for establishing the new centre and implementing the programme.During the life of the project, 132 Moroccan HE leaders and managers will engage with the NLDC and benefit from the NLDP with a demonstrable impact on their capacity to operate the governance, strategic plans and management of HEIs. In the year following the project, it is expected that additional leaders will benefit from taking the NLDP and that at least 10 additional Moroccan HEIs will have adopted it for leadership development. All HEIs in Morocco will engage with the NLDC for leadership development through activities including a leadership conference. Together these actions will enhance the capacity for reform nationally.

HEIs are facing increasingly complex contexts which require HRM models able to respond to new challenges in the selection, development and motivation of their staff. HR approaches focused on staff recruitment, organisation of employment contracts and salary payment are completely superseded by the necessity to take account of new issues, such as training, promotion and encouragement, development support and strategic planning for future needs. In South Mediterranean countries, aspects such as the socio-political climate and the level of state expenditure in education influence the capacity of HEIs to address these challenges, calling for supporting actions in this regard.Against this background, RISE’s main goal is to contribute to South Mediterranean HE Reform Agenda through the modernisation of People Management. This global purpose will be targeted by means of three specific objectives:* To build up capacities and skills in HRM on target South Mediterranean HEIs for stronger organisational efficiency;* To create a regional network on HRM as a forum for exchange of good practices; * To conceive and develop institutional HR strategies in South Mediterranean HEIs.These objectives will be pursued by a set of interrelated and focused activities, starting with an in-depth analysis of the target HEIs’ HR practices and needs to shape the rest of interventions. A range of skills enhancement actions will follow, including tailor-made training (on-site/online), upgrading of HR technical tools, and drafting and publication of a Guide on Good Practices on HRM. Targeted dissemination and sustainability actions will optimise exploitation of results, helping the consortium multiply and extend the benefits of the outputs generated to other HEIs in the region.
