INDEED builds from the state-of-the-art, utilising the scientific and practical strengths of recent activities - enhancing them with complementary features to drive advancements and curb a growing rise of radical views and violent behaviour threatening security. The INDEED methodological framework is based on the '5I' approach i.e 5 project phases: Identify; Involve; Innovate; Implement; Impact. At the core of INDEED's work methodology is an interdisciplinary and participatory approach, which includes the co-creation of individual project phases and implementing them with the close engagement of multi-sectoral stakeholders. The creation of SMART Hubs (Stakeholder Multisectoral Anti-Radicalisation Teams) as part of INDEED is intended to facilitate this process. The selected results of the project are: 1) The Universal Evidence-Based Model (EBEM) for evaluation of radicalisation prevention and mitigation; 2) A practical EBEM-based Evaluation Tool; 3) A collection of user-friendly repositories (repositories of radicalisation factors and pathways into radicalisation; factors strengthening resilience to radicalisation; repositories of evidence-based practices) for practical use by practitioners and policy makers; 4) Targeted curricula and trainings (offline/online); 5) Lessons Learnt and Policy recommendations. All results will be integrated and openly accessible in the INDEED multilingual Toolkit for practitioners and policy makers in the field for the entire lifecycle of PVE/CVE and De-radicalisation initiatives, from design to evaluation. INDEED promotes the EU’s values and principles; heeding multi-agency and cross-sectoral methods, including gender mainstreaming, societal dimensions and fundamental rights.

Communities are getting more diverse, both in real life and online. This challenges Law Enforcement Agencies (LEAs) to engage with, and to reassure, communities about safety and security matters in a trustful way. The changing status quo is significantly shaping perceptions of policing, requiring adaptive strategies. To address these challenges, the KOBAN project will create an innovative, research and practice-based Community Policing (CP) initiative, adopting an evidenced based approach.It will focus on co-creation and collaborative security between LEA and non-LEA community members, leading to mutual trust and respecting each other’s contributions. This results in a greater sense of security, whilst contributing to an overall increase in the efficiency and effectiveness of securing all communities including those who are often considered hard to reach and engage. KOBAN’S Capability Model will identify proven methodologies, models, technologies, tools and best practices, and use them as a foundation for future proactive, co-active and reactive CP capabilities. This knowledge will help to build the AI Assistant as well as the App Factory for the development of further CP tools, methods and solutions tailored to the needs of stakeholders and adhering to social, legal, cultural, ethical and gender equality standards. These will be tested and validated in six pilot projects throughout Europe. KOBAN will support capacity building, embedding knowledge, skills and capabilities within organisations and communities leading to bespoke training for both police personnel, municipalities and citizens. In short, KOBAN will lead a cultural and organisational transformation that address current fundamental barriers to effective community policing. With its Capability Driven Approach, KOBAN is setting the stage for future-proof community policing, both online and in the real world.

The aim of the Cutting Crime Impact (CCI) project is to enable Law Enforcement Agencies (LEAs) and security policymakers to adopt a preventative, evidence-based and sustainable approach to tackling high-impact petty crime. Tailored to the needs of end-users, CCI will design, develop and demonstrate four Toolkits covering: (i) predictive policing; (ii) community policing; (iii) crime prevention through urban design and planning; and (iv) measuring and mitigating citizens’ feelings of insecurity. Using social science methods and innovation tools from the design industry, CCI will support LEAs in researching and innovating practical, evidence-based tools that meet end-users needs and operational contexts. In delivering CCI, LEAs will gain valuable experience in requirements capture, problem framing, ideation, concept generation, solution design and prototyping that is transferable to other areas. Practical consideration of ethical, legal and social issues throughout the project's research and innovation activities will ensure developed Toolkits help promote safe and secure towns and cities, without compromising fundamental human rights. All toolkits will be demonstrated in an operational setting to assess performance, and materials developed to support integration into LEA operations and foster wider implementation. CCI aims to encourage wider EU adoption of effective approaches to safety and security, and will develop an extended European Security Model that includes high-impact petty crime and citizens’ feelings of insecurity. CCI will result in greater openness to innovation and design approaches amongst LEAs and security policymakers across Europe, as well as demonstrate the value of practitioner-led approaches to EU-funded research and innovation projects.

This digital twin, visualized in 3D, becomes a robust testing ground for assessing vulnerabilities and preparing for diverse crisis scenarios. Through a participatory approach involving citizens, local authorities, and first responders, the platform fosters communication during breakdowns and bolsters preparedness against digital threats. SPARROW's innovative tools, including the Emergency Communication Mobile App (ECOMAPP), City Digital Twin (CITWIN), and the Dynamic Critical Asset Management Recommendation Engine (DYCAMARE), are co-designed with stakeholders to ensure user-friendly, effective, and ethically sound functionalities. The platform's impact extends across various sectors, from critical infrastructure managers optimizing maintenance to emergency responders utilizing a mobile 5G network (EMER-5G) for prioritized communication (ECOPRIM). In alignment with EU policies, SPARROW aims to enhance crisis communication, bridge gaps in digital breakdown preparedness, and contribute to a secure and resilient European way of life.
