It will offer Project Development Assistance (PDA) to a group of 8 lighthouse cities and city clusters - to build the technical, economic, financial and legal expertise needed to develop concrete investments to valorise OFMSW (Organic Fraction of Municipal Solid Waste) or UWWS (Urban Wastewater Sludge) with the aim of obtaining safe and sustainable bio-based products. Each PDA will contain detailed implementation assistance and a defined Circular Business Model tailored to each participating lighthouse city, as well as financing mechanisms to be used for mobilising investment. Moreover, HOOP will launch stakeholder engagement and citizen science initiatives to allow for the co-design of an improved collection of OFMSW for its later optimum valorisation. It will promote behavioural change and acceptability of biowaste-based products, as well as food waste prevention. The HOOP Project will also feature the HOOP Urban Circular Bioeconomy Hub (UCBH), an online platform that will provide opportunities to replicate the PDAs of the lighthouse cities in other follower cities (currently composed by 26 committed cities from all around Europe) – under the launch of the Network of Follower European Cities. HOOP continues the work of the projects VALUEWASTE, Scalibur and WaystUP!, funded under topic CE-SFS-25-2018 and coordinated by the three technical leaders of HOOP. The HOOP Consortium covers the whole value chain, from biowaste recovery to valorisation and characterization of the final products and unites complementary stakeholders with the deep multi-disciplinary knowledge crucial to PDA creation and the achievement of project objectives. It includes partners from 10 EU member countries, 5 municipalities and 3 clusters of cities.

More than 25.8 million tonnes of plastic waste are produced per year in the EU28 being recycled only 29.7%. This represents a clear loose in the plastic market loop (losses of €10.56bn). Moreover, this goes against the EU legislation on waste (high environmental impact; 23.8 Mt of CO2). Low recycling rates of plastic are mainly due to the situation of packaging waste (i.e. main plastic waste fraction), since it is mainly domestic residue and consequently the quality of the material collected depends on the system of segregation available and the environmental awareness of citizens. PlastiCircle aims to develop and implement a holistic process to increase recycling rates of packaging waste in Europe. This will allow to reprocess again plastic waste in the same value chain (i.e. Circular economy; closure of plastic loop). This process is based on four axes: collection (to increase quantity of packaging collected), transport (to reduce costs of recovered plastic), sorting (to increase quality of recovered plastic), and valorization in value-added products (i.e. foam boards, automotive parts like engine covers/bumpers/dashboards, bituminous roofing membranes, garbage bags, asphalt sheets/roofing felts and urban furniture like fences/benches/protection walls). The target is to increase collection from 81.7% to 87% and valorization in a 9.8%. The implementation of PlastiCircle approach in Europe have the potential to increase collected plastic in 861,250t (reaching 14.14 Mt) and valorization in 1.59Mt. The valorization of this new material, represents a market value of €2.86bn-€7.95bn. Taking into account current figures of the plastic sector (turnover €350bn, 62,000 companies, 1.45M employees), this could imply creation of 500-1400 new companies and the generation of 11,900-33,000 new jobs in the medium to long term if PlastiCircle approach is extended in a EU level.

The project will showcase a portfolio of new ‘urban biowaste to biobased products' processes starting from different feedstocks i.e. fish and meat waste, spent coffee grounds, household source separated biowaste, used cooking oils, cellulosic waste derived from municipal wastewater and waste treatment plants and sewage sludge. Pilot demonstration will take place in several European cities i.e. Valencia (Spain), London (UK), Alicante (Spain), Prague (Czech Republic), Athens (Greece), L'Alcúdia (Spain), Terni (Italy) and Crete (Greece). The processes will result in the production of food and feed additives, flavours, insect protein, coffee oil, bioethanol, biosolvents, polyxydroxyalkanoates, ethyl lactate, long chain dicarboxylic acid, bioplastics and biochar. End-product characterisation and safety assessment will be implemented. Life Cycle Assessment of the value chains will be conducted to assess their environmental impact. WaysTUP! will develop and implement a behavioural change approach with citizens and local communities by improving the current perception of citizens and local communities on urban biowaste as a local resource; enhancing the active participation of citizens in the separate collection of urban biowaste; and improving customer acceptance of urban bio-waste derived products. New profitable business models will be developed preparing market entry of the technology solutions demonstrated as well as of the end-products resulting from them. Finally, the project will provide guidance for city managers on adopting new organisational models supporting the valorisation of urban biowaste, as well as evidence-based EU level policy recommendations for decision makers.

(SAV-Coord., DRAXIS), VALUEWASTE (CETENMA-Coord., NURESYS, GAIKER and ENTOMO) and Scalibur (CSCP and G!E). We will optimise four bio-waste valorisation routes (blood hydrolysate, frass, N-struvite, K-struvite) into advanced bio-waste soil improvers with the aim of enhancing nutrient recovery from bio-waste (e.g., N, P, K, organic matter) thus reducing landfilling and incineration. These valorisation routes will render a range of bio-waste feedstocks, that will be combined in different formulations together with key additives (e.g., Non-Microbial Plant Bioestimulants -NMPB-, Microbial Plant Bio stimulants -MPB- and Controlled Nutrient Release Coatings -CNRCS), into at least five bio-waste soil improvers. They will be co-created by working along with three Living Labs (in Flanders– Belgium, Valencia and Murcia–Spain), involving critical soil sector actors (companies and entrepreneurs, end-users, research centres, public bodies and civil society) to guarantee a good market fit of the developed soil improvers, coverage of sectorial needs and compliance with regulatory requirements (e.g., new Fertilising Products Regulation). Moreover, we will design an upscaling roadmap and a circular business model for each valorisation route to engage entrepreneurs and relevant soil companies to foster the commercialisation of advanced bio-waste soil improvers across the EU. bioSOILUTIONS long-term impacts will contribute to reach targets of key EU policies and international commitments including the European Green Deal and UN Sustainable Development Goals 6, 8, 9, 11, 12, 13, 14 and 15.

Using TORWASH technology to recycle PLA & PHA polymers (500 kg each. KPI: at least 1 m3 solution of monomers from each of PLA/PHA free of solids. The NCTP Group waste sorting site of Heerenveen (Friesland, NL) and TEC, PBM, Corbion will be involved. - IT HUB chemical technology upscaling to TRL 7. NOVAMONT technology will be used to recycle 600 kg of mixed composites including Mater-Bi. Also PHA from the NL and ES Hub will be tested in the IT HUB to blend into further Mater-Bi bioplastic formulations. IREN Group waste sorting site of Borgaro Torinese (Piedmont, Italy) and NOVAMONT’s new dedicated bioplastics recycling section within its Terni (IT) plant will be involved. - ES HUB Enzymatic recycling technology brought to TRL 6 , producing 50 kg within reactors of 200 litre s (CSIC (supported by AIMPLAS pre-treatment). Microbial recycling technology (by the AD “short-circuited” technology of GPB and UCD via pure culture fermentation ) brought to TRL 7 resulting outcomes 100kg rPHA (PHBV & PHBHx) and 20 kg rPHBV. Mechanical Technology upscaling to TRL 7 with the KPI level to be achieved 250 kg bioplastic recycle (TCD, AIMPLAS involved). HUB activities in SAV waste sorting site of Manises (Valencia, Spain). ReBioCycle will verify the industrial grade specifications by biopolymer brand owners and via demonstration of real-world products: durable (ARAPAHA: PLA) and multi-use packaging (SULAPAC: PHA and Mater-Bi). The LCA analysis by ARCHA and tailored D&E plan by partners EUBP and MAGFI will facilitate KER uptake.
