    EU Law & Policies in Managing MigrationThe module exploring the EU role in managing Migration/ Immigration is particularly relevant to the Italian Context. Italy holds a strategic place in the current immigration crisis and as a gateway to the EU is testing the limits of the EU legal framework.How delivered? The teaching method focuses on Student Active Learning through the PBL approach, simulations, moot and roundtables with UNHCR, NGOs and other non academic actors.For whom? For students enrolled in Master in World’s Politics and International Relations (WPIR) but open to Erasmus, other exchange students, students - migrants offered access to higher education and civil servants. Many WPIR students are not Europeans and are not familiar with the EU integration process. ContentThe proposed EU module focuses on legal and political issues relevant to migration. Part I. considers EU legal framework and policies: sources and institutions, EU competence, the CEAS system and its reform, principles of non-discrimination and solidarity, the concept of EU Citizenship and the relations between the EU and International Law: non refoulement, refugee status, secondary movement, EU Humanitarian Action. It also discusses the EU efforts to combat the immigration crisis: Actions and Partnership Agreements regulating migration flows. Part II. adopts a thematic approach looking at the conditions of Third Country Nationals, skilled and seasonal workers, family reconciliation and minorities rights. It covers different categories of migrants, forced and voluntary migration, stateless people, IDPs, labour migrants, refugees and vulnerable groups such as children and victims of human trafficking. The module also examines the abuse of rights discussing the cases of forced return or detention of children.Why innovative? Promoting student active learning, giving them ownership of the programme in designing PBLs, thematic roundtables and workshops with NGOs or UNHCR.

    Obiettivi del progetto: realizzare una mobilità di qualità presso istituti di istruzione superiore con cui il rapporto è consolidato da tempo, presso partner più recenti che offrono nuove opportunità di studio e di collaborazione didattica e scientifica, e presso imprese qualificate che favoriscono prospettive di lavoro in campo europeo per i neolaureati e futuri laureati; rafforzare la collaborazione e lo scambio di buone prassi nell'ambito di network prestigiosi (es. Coimbra Group, di cui l'Ateneo fa parte in quanto università storica europea).E' stata prestata molta attenzione alla qualità della mobilità degli studenti, sia in termini di qualità accademica (acquisizione e riconoscimento di crediti), sia in termini di acquisizione di competenze interpersonali, interculturali e soft skills. La qualità della mobilità incoming è stata garantita anche dalle attività di supporto linguistico, di reperimento dell'alloggio e di socializzazione/integrazione.Particolare importanza è stata data alla mobilità per traineeship, che maggiormente consente a studenti e neolaureati di mettere a frutto le competenze e le capacità acquisite nel corso degli studi (e in molti casi anche nel corso di precedenti esperienze di mobilità per studio), introducendoli nel mondo del lavoro. I risultati sono stati notevoli in termini di quantità, qualità e soddisfazione dei partecipanti. La partecipazione dei laureati sfiora quota 50% sul totale.La presenza di esperti provenienti da imprese garantisce l'apertura di un numero sempre maggiore di canali di collaborazione anche per offrire concrete opportunità di traineeship ai nostri studenti e laureati, favorendo nel contempo un maggiore dialogo tra università e imprese, con l'introduzione di nuove esperienze didattiche nei nostri corsi di studio al fine di renderli maggiormente rispondenti alle esigenze del mondo del lavoro in campo europeo; la mobilità del personale tecnico-amministrativo genera un apprendimento importante per la performance delle istituzioni e per i processi di internazionalizzazione dell'Università, attraverso lo scambio di buone prassi volte a migliorare i servizi offerti ma anche l’impatto sulle strategie d’internazionalizzazione dell’ateneo.Il progetto ha visto la partecipazione di 597 individui di cui 340 in mobilità per studio,119 studenti e 99 neolaureati in mobilità per traineeship, 30 docenti –di cui 7 esperti provenienti da impresa, 9 tecnici-amministrativi in mobilità per formazione.

    This action supports physical and blended mobility of higher education students and staff from EU Member States and third countries associated to Erasmus+ to any country in the world. Students in all study fields and cycles can take part in a study period or traineeship abroad. Higher education teaching and administrative staff can take part in professional development activities abroad, as well as staff from the field of work in order to teach and train students or staff at higher education institutions.

    "E+ ICM funds the mobility of students and staff between the EU and Partner countries on the basis of interinstitutional agreements and through a scholarship system, promoting the transfer of know-how in managing international mobility and the exchange of good practices. In line with the general principles of the E+ programme, E+ ICM aims to promote the sustainable development in the field of higher education of partner countries and to spread EU values to third countries, in order to contribute to the development of a new class of citizens and leaders able to guarantee in their own countries a proper management of public and private affairs and to promote the stability and progress of these countries. EU Universities and Partners offer different education systems, and students and staff who benefit from the period abroad can get in touch with other cultures for a relatively long period of life. Student mobility is itself a short-term goal for the E+ program and for higher education institutions involved, but in the long term, it can contribute significantly to activate structural changes at university and social level in third countries.The project developed by UNIPV aims to contribute to starting in a structured way or strengthening cooperation with a broad number of Partner Countries, in particular Albania, Armenia, Azerbaijan, Bosnia Herzegovina, Egypt, Georgia, Israel, Jordan, Kenya, Lebanon, Myanmar, Palestine, Nepal, Senegal, Somalia,Tunisia. The project aims the following specific objectives: (1) promote the mobility of students and staff chosen on the basis of academic excellence; (2) contribute to improve the student and staff mobility management and helping partner country universities to implement reforms through dissemination of experience and good practice; (3) promote a joint recognition of study programs by using the ECTS system; (4) improve the international cooperation of higher education institutions in third countries; (5) promote cooperation between third countries and EU universities for a better mutual understanding.Also, the project aims to help all the institutions involved in modernizing the academic system and strengthening the so-called ""international dimension"". More generally, both UNIPV and Partners had to adapt their student and staff welcome facilities and ensure their recognition of activities abroad.The UNIPV ICM mobility project involved 30 universities located in Asia, in the Balkans, in Central Asia, in ENI South, in ENI East, and in Africa. Overall, the project contributed to the mobility of 84 individuals thus distributed: 50% teachers and 50% students.The project lasted 26 months: the first year of activities (a.a. 2016/17) was dedicated to finalizing the negotiation of interinstitutional agreements and the completion of much of the expected teaching mobility.During the second year (a.a. 2017-18) student’s mobility was realized.SMS mobility involved mainly second level students (82% OUT, 54% IN). Similarly, 67% of the staff taught in the second level courses, 26% of the first; and 7% in the third level.The project mainly concerned incoming mobility: 65% of participants came from Third countries. In particular, 76% of student mobility was incoming from Partner countries; while, as far as teaching mobility is concerned, IN and OUT rates have been more or less equivalent (60% IN, 40% OUT).UNIPV actively supported the project by providing its own funds to send and receive zero-grant participants: 6% of the realized mobility was financed with non-EU funds. As far as the study areas are concerned, outgoing SMS mobility has been developed mainly in Political Sciences (82% out of total), Business and Economics (32%), Engineering and Political sciences (19% each) and Humanities (13%). Teaching mobility involved 29% junior professors, 48% intermediate professors, 24% senior.The average of STA mobility duration is 5 days and the average duration of SMS mobility is one semester (5 or 6 months depending on academic calendar).The results obtained cover the following areas:- SUCCESS OF PLANNED MOBILITY: Completion of almost all projects funded; funding with own funds of 6% of the individual mobility realized; from good to excellent academic achievement of student mobility.- INSTITUTIONAL DEVELOPMENT: Networking on E+ KA2, creation of bilateral agreements until 2020, development of an institutional strategy for internationalization.- DIDACTICS: Improving academic quality taking into account student feedback, creating new courses, Internationalization at home.- ACHIEVEMENT OF THE PROJECT AIMS: from good to excellent achievement of planned objectives, in particular with Albania, Tunisia, Palestine, Israel, we totally realized what we planned in the project in terms of study areas, typology of mobility, academic results."
