More specifically it will assist them to monitor, improve and complement the design and implementation of their energy efficiency policies by developing resources on practical issues they face. As the implementation of the Article 7 EED has shown, public authorities have limited time and resources to share experiences at the EU level and, as previous projects (EC IEE ENSPOL, EC H2020 MULTEE, PUBLENEF, EPATEE) demonstrated, the opportunity to share experiences is very welcome by public authorities. To find implementation challenges and solutions for energy efficiency obligations (EEOs) and alternative measures and monitoring and verification (MRV) schemes, ENSMOV has designed an experience sharing programme with a structured set of national, regional and EU workshops to address Article 7 EED requirements. These exchanges are underpinned by technical support to ensure that experience sharing results in positive impacts and actual improvements of policy implementation and monitoring. An important tool for active engagement of public authorities will be the Knowledge Transfer Platform, designed to enable discussion on Article 7 EED implementation issues (updated ENSPOL platform www.article7eed.eu). This programme will cover up to 10 crucial MRV and policy implementation topics and is expected to result in improved capacity of 150 unique participants (at least 45 public officers), at least 30 policies influenced through the action, 14 MS with improved implementation of Article 7 and improved and consistent MRV systems. These will all lead to a smoother transition in the new Article 7 EED era.

Especially in the case of customised products which are unsuitable for testing in laboratories. There is a lack of expertise, experience, and resources available across Europe for such kind of testing. An increasing concern is that new regulations addressing these products risk being unenforceable. The aim of the INTAS project is to address these concerns and provide technical and cooperative support, as well as capacity building activities, to MSAs charged with enforcing these regulations. The need for the INTAS project arises from the difficulty that MSAs and market actors face in establishing and verifying compliance with energy performance requirements for large industrial products subject to requirements of the Ecodesign Directive. The focus of the project is to support compliance for very large industrial products, specifically transformers and industrial fans, with the requirements of the Ecodesign Directive. The energy consumption of transformers and industrial fans is very significant and thus the risk of losses due to poor compliance cannot be ignored. The project aims to: a. support European Member State MSAs deliver compliance for large products (specifically for transformers and large fans); b. support industry to be sure of what their obligations are under the Ecodesign Directive and to deliver compliance in a manner that will be broadly accepted by MSAs; c. foster a common European approach to the delivery and verification of compliance for these products. The INTAS project involves 16 partners among them there are 11 organisations, which are National MSAs or cooperating closely with the National MSAs, targeting 10 European countries (Austria, Belgium, Czech Republic, Denmark, Finland, Poland, Portugal, Romania, Spain and Italy).

The label stimulated innovation by manufacturers and demand for energy efficient products by consumers and professional buyers. However the current label concept involving A+++ to D efficiency classes has become cumbersome and less effective and the EU therefore has decided to reinvent the original A-G class concept combined with future rescaling of classes based on technology and market development. The transition process until the new label is fully established and effectively used requires effective guidance and support of stakeholders ensuring correct implementation by suppliers and retailers as well as full understanding, high acceptance and efficient use of the new label by consumers and professional buyers. The LABEL 2020 project is designed as a comprehensive action supporting this transition process in a most effective way by supporting + consumers and professional buyers by means of effective information campaigns, services and tools. Services shall motivate and support buyers in the consideration and use of the new labels for their purchasing decision. Transparency of the label rescaling process shall be effectively supported. + retailers in the correct, efficient and effective implementation of the new label at the point of sale and in online shops including training for sales persons and supportive tools for the label promotion. + suppliers in the provision of correct labels and product information, to convince them to consider the label as an important tool for promotion of efficient products and to motivate them towards further innovation for energy efficient appliances. + policy makers, public administrators and multipliers in the use and promotion of the new label within national programs and schemes (e.g. green procurement, incentives). + development and exchange of best practice from campaigns.

In particular, the Concerted Action facilitates sharing experience and good practice of implementation, finding common approaches as well as cross-learning and cooperation. The work carried out within the CA-RES is designed to meet the needs of RES Directive implementing organisations. The action will provide added value compared with measures taken by each MS acting on its own. The Concerted Action will help make knowledge available to all participants through access to a network of national experts engaged in implementation of the Directive. The CA-RES4 will do this through a structured framework that will facilitate the exchange of information and experience through a series of meetings and other communication tools. It will provide participants with an opportunity to learn from others implementation process and policy approaches and build national policy capacity, but also to explore opportunities for bi-lateral or multi-lateral cooperation and identify areas for possible future convergence and harmonised approaches amongst participating countries. The CA-RES4 builds upon the success and structures of the previous phases of the CA. The CA-RES community has developed during the course of the previous phases into a unique network of experts and will be strengthened. The objective is to provide participating countries with the most pertinent information that may lead them on the most efficient path towards an effective implementation of the RES Directive 2018/2001/EC in the EU. The expected impact of the Action consists of a more harmonized approach and improved implementation of the RED II in participating countries, a strengthened network of experts as well as the transfer of good practices between countries.

The specific objectives of the Action are: • To enhance and structure the sharing of information and experiences from national implementation whilst promoting good practice concepts in activities to improve and strengthen MS implementation of the EED. • To encourage dialogue between MS on common approaches for the effective implementation of particular parts of the EED. • To complement the work of the EED Committee assisting the European Commission. The expected impact of the Action consists of a more harmonized approach and improved implementation of the EED in all MS, as well as the transfer of good practices between countries. The objectives of the CA-EED 2 will be achieved by organising information exchange via amongst others 8 structured plenary meetings for coverage of the various topics. The meetings will allow experts from implementing bodies and ministries in the MS to discuss and exchange views, and aim to achieve as much convergence of objectives and methodologies as appropriate, avoiding redundant efforts and maximizing the benefits that can be obtained from the work otherwise required from individual MS working on their own. A large part of the work in the CA-EED 2 will be done in the sessions during the plenary meetings, focussing on good practice examples, but also through Working Groups that interact between the meetings and exchange of information through the forum on the CA-EED website. In order to structure the topics covered by the EED Expert Areas have been identified encompassing the main areas of the EED.
