Painting/decorating is an essential and also creative job requiring skills and competences which have to be regularly updated, taking into consideration new techniques, environmentally friendly and safe products. Unfortunately, since the last decade, the sector is experiencing challenges for the future that UNIEP, representing the European Painting Branch of the Construction sector, has recently identified in the lack of young people entering the profession, of quality in education/training and of knowledge of market innovation by contractors and training institutes. These factors contribute to a negative perception of the sector which becomes unattractive for young but also (qualified) adults. Although the trade continues in investing resources for attracting youngsters, the necessity raises to draw the attention to the requalification of adults to ensure the sector’s survival. The recognition of knowledges, skills and competences gained through life and professional experience gives value to what people have learnt and should be used in the career and for further education and training. At this end, validation of non-formal and informal learning is essential. In this context, UPSPaint project objective is the recognition of prior learning of adults, migrants and refugees coming from all sector, to give to the painting trade the people with the right competences to fulfil the labour market needs. The goal is to develop a structured validation system, including methodology, processes, tools, guidelines to trainers to be tested with professionals working in the field.The project partnership (8), benefits from the exceptional complementarity of Painting Contractors Associations, VET Institutes and Companies from 6 countries with specific competences to develop a supportive work with targeted public. The role of the painting companies is essential to provide effective inputs on the needs of the sector and to validate the outcomes of the project. In order to fulfil its scope, UPSPaint will start updating the existing Painter/Varnisher qualification (EQF level 3 and 4) with new techniques environmentally friendly, eco-painting, lost techniques, specific products for different geographical areas. This will serve to design the methodology and the support tools to the validation procedure of non-formal and informal learning. A state of art on the migrants painting labour market integration will be also realised through a survey in Europe in order to map the good practices in the different countries. Research will also be conducted on needs/opportunities on informal learning in the sector to collect information and compare situations for producing the methodology and tools to set up a RPL system adapted to the painter qualification. Finally, to involve teachers/trainers in the implementation of the process, guidelines for them will be designed/validated at European level.The envisaged project’s results are: an Update of the Painter/Varnisher Qualification with digital and greening aspects; a Report on migrants painting labour market integration; a Report on needs on informal learning in the sector; a Scheme on a sectorial validation of non-formal/informal learning for the qualification (methodology, support tools) and Guidelines to teachers and trainers to apply methodology to the validation procedures. The expected impact of UPSPaint will be significant for better matching skills and labour demand, promoting transferability of skills between companies and sector and supporting mobility across the labour market. It will also contribute to fight social exclusion by providing a way for early school leavers, unemployed individuals and other groups at risk, particularly low-skilled adults, to improve their employability. UPSPaint will be the tool for adults either unemployed, unqualified, migrants and refugees to get a recognition of their prior learning and (re)start a career in the Painting sector. The methodology for RPL and the tools for teachers and trainers will have an important effect for the Painting Qualification system as it will be the only recognition system for the sector. The benefits of the results will be on a longer term for relevant stakeholders and society because they will improve the image of the sector, favour social inclusion and reinforce interaction between VET providers, Migrants associations, Companies and National authorities. At local, regional and national level, more persons with recognised qualifications will enhance their geographical and sectorial mobility potential, and companies will get more qualified workers. At European level, the results obtained with the project will be transferred to other UNIEP members countries and will be used as a positive model by other sectors, through UNIEP wide network.

It depends on the Department of Economy, Employment and Finance, and inside its organizational structure is the Training Centres for Employment Network , whose mission is to improve the professional skills of workers in the Community of Madrid. To this aim, these centers are specialized by sectors and areas of vocational training such as information technology and communications ITC , administration, insurance and finance , construction , aerospace , refrigeration and air conditioning , electricity, electronics - and they directly manage training courses for unemployed and workers training more than 7,000 students each year.These training centers also contribute to the improvement of the national system of vocational training through research, certification and upgrading of profiles and all of them are National Reference Centres for Vocational Training (CRN) in their respective sectors .This project shares the objectives of the Strategic Framework for Education and Training 2020 Enhancing creativity and innovation, including entrepreneurship , through partnerships between industry and educational institutions. This collaboration is the key point of this project and it means the to resume the uninterrupted participation of Training Centres for Employment Network of the Community of Madrid in European projects and initiatives for Vocational Training in the last years.Specifically, this project consisted in one hand on sendending 20 students - all of them young unemployed- that had followed their training in various professional certificates of Level 2 and 3 and in the other to send 2 technicians from the training Centres (TC) in Technologies of Refrigeration and HVAC TC Moratalaz and Building and bring a teacher from our irish partner to teach during a week in one of our centers . This is a project that brings together the different mobility flows from the 4 sending centers , with 6 host partners - companies and training centers,as non commercial partners- that has already worked together before , and 3 different types of activity: vet learners in companies, and staff mobility for training and to teach. For the first time this project has included two long term mobilities of apprentices to France in the frame of the project European Apprenticeship Ambassadors - Network of vocational training centres for the recognition of European apprenticeships where the DG de Formación participates as founder partner from 2016.Regarding objectives and reached outcomes: in the case of students we know from previous experiences in mobility projects that practices in transnational companies TNCs exponentially increases the employability of those students and in this project the percentage of student that have got an employment is of 85% included 5 participants (20% of the total) that have remainded on contract in the practice companies abroad . In the case of staff mobility outcomes: these arte the information exchange about professional qualifications with the aim of establishing MOUs . These results will give sustainability to the project at the national level because as CRN these results and products will be disseminated among the Spanish VET agents and could be developed in future Erasmus + calls for proposals.

All this situation made us to rethink the whole project that finally has been very successful but on a more smaller scale. This project has shared the objectives of the Strategic Framework for Education and Training 2020 to increase creativity and innovation, including entrepreneurship, through partnerships between the business world and training institutions. This collaboration is the key point of this project and implies the continuity of the participation of the Own Training Centers of the Community of Madrid in European Vocational Training projects and initiatives. These training centers also contribute to the improvement of the national vocational training system through research, certification and constant updating as all of them are CRN National Reference Centers for Vocational Training in their respective sectors.Specifically, this project has finally consisted on the sending of 8 students - all of them unemployed people - who have followed vocational training in different certificates of professionalism and 2 personnel from 3 of the 5 Training Centers: CRN in Building and Civil Works, CRN in Administration, Insurance and Finance of Fuencarral and the CRN in Information Technology and Communications. The project has brought together the different flows of these 3 sending centers, with 8 host partners - companies, training centers and tourism offices abroad with all of them we have already worked previously, and an portuguese NGO has joined this year- and 2 types of activity: mobility of students for practices in companies and mobility of personnel for training.The project has been fully developed and in terms of the objectives and expected results, in the case of students beyond the high satisfaction they have shown with the practices, shared by the tutors of the host partners, we know from previous experiences in mobility projects that practices in transnational companies exponentially increase their employability. In the case of staff mobility, the results achieved have been the exchange of information on specific professional qualifications with a view to establishing memoranda of understanding regarding professional qualifications in the construction sector in Ireland and knowledge of the construction sector in this country where it is planned to work on future mobility projects. These results will give sustainability to the project at the national level since as National Reference Training Centres (CRN) these results and products will be disseminated and can be developed in future Erasmus + calls.

Its network includes 118 vocational training Centers for Apprentices (CFA in French) that represents 71% of the French apprentices of the construction sector. Its aim is to improve the attractiveness of the construction trades through the European mobility. Promoting apprenticeship and mobility in the network is also a long-term objective. On the whole, the project mobilized 19 CFAs and 522 apprentices (7 trades and 2 qualification levels – EQF 3 and EQF 4), as well as 10 management staff.It has three components:Two groups of apprentices (EQF level IV and III): 1)Apprentices preparing a 'brevet professionnel': Professional Certificate, EQF Level IV with a European component: masonry, roofing and painting. These sections started in September 2016 and at least 2 or 3 weeks mobility period in another country were compulsory in their training period. 2) Apprentices in public work sections to increase their employability: the transnational mobility is a real added value for the workers of the public works sector, given the interdisciplinary nature of the dockyards and the international size of this sector's companies.3)A group of management staff from one training center: 10 participants in a one-week professional seminar in Portugal, focusing on the exchange of managerial practices and on the construction of new action plans to develop vocational training.The main objectives of the project are: - Employability and personal fulfillment of the learner, but also to offer him a concrete experience of European citizenship.- Valorization of the CFAs, improvement of the quality of their training, enhancing their ability to conduct a transnational project.- Synergies developed among CFA teams through European mobility, with new capacities of leading complex transnational projects.- Valorization of the sending and host partners.- Improve recognition of mobility's outcomes through a systematic approach focused on the competences and on their evaluation.- Recognition of the learning outcomes learned during the mobilities thanks to the ECVET tools.The main impact was the professional added value. Then, the aim was that mobility becomes a stimulus for the motivation and commitment of apprentices for their careers in the construction trades. Moreover, young people became aware of the value of the training they received, as they were confronted with a different cultural and professional context. Finally, through this immersion the apprentices involved understood better the need of another language. Other impacts on the apprentices were: - Personal fulfillment and development: wider opening to other cultures, increased autonomy and maturity, self-recognition; - Active citizenship: evolution of personal representations of Europe - Social inclusion and employment: additional professional, transversal and personal skills, including languages likely to enhance employability. These 3 elements overlap the components of the key competencies listed in the Regulation [EU] N° 1288/2013 establishing the Erasmus + programme.For trainers and management staff, the first two elements were quite relevant; however, the development of professional skills was the main aspect of this exchange of practices and experiences.The project management scheme was that CCCA-BTP provided coordination, monitoring, administrative support, pedagogical coherence and quality assurance of the whole project. The Besides, the CCCA-BTP enhanced its activity in accompanying training centers in the research of partners. In addition, the CCCA-BTP contributed to a maximum of 19 € per day and per participant to mobility actions. Parallel to this, the CCCA-BTP set up a system of professionalization of for mobility reference staff (mostly trainers and pedagogical managers) consisting of national seminars and workshops (ECVET, MobilityKIT and Mobility Tool+).The CFAs, on the other hand, were building up the relations with partners, provided logistical and pedagogical organization and guaranteed a daily monitoring. Mobility teams have been set up within the CFA, as well as a national steering committee led by the CCCA-BTP, alongside with a specific ECVET steering committee.
