    The project was launched on 1st September 2015 and finished on 31st August 2017.The aims of the Project were to create strategic partnership among Lithuanian and Estonian institutions seeking to develop regional police cadets training conception in the field of the bilateral cooperation, as well as to develop joint curricula and training materials on bilateral cooperation, joint professional English and recommendations for experts in bilateral cooperation. The Project was aimed at strengthening international and inter-institutional cooperation opportunities to improve the quality of training; it allowed and promoted cross-border cooperation and internationalization of police education at EU level.State police college (the leading partner) (Latvia), Lithuanian police school (Lithuania) and Police and Border guard college of Estonian academy of security sciences participated in the project. In order to achieve the aims of the Project, to develop joint curricula and training materials on bilateral cooperation, joint professional English and recommendations for experts in bilateral cooperation, as well as to implement the pilot trainings the team, which consisted of Project coordinators, Project programme coordinators, professional English language experts, Bilateral cooperation experts, was created. Leading experts and Project coordinators and Project programme coordinators with great experience in the planning and implementation of projects t international level, language teaching and training in cross-border cooperation took part, as well as highly qualified police officers with experience in cross-border cooperation were involved in the activities. In the framework of the Project the following activities were implemented:1. To achieve the aims of the Project six transnational meetings of the Project partners were organized. The issues about Project implementation and management, contents and development of curricula and training materials, recommendations, implementation of the pilot trainings, as well as issues about the Project multiplier event - conference - were discussed during the transnational meetings.2. Development of joint professional English curriculum and training material (for training in bilateral cooperation).3. Development of two curricula (LV/LT; LV/EE) and training materials in the field of bilateral cooperation (LV/LT; LV/EE).4. Two pilot trainings (target group - cadets of the State police college, Lithuanian police school and Estonian academy of security sciences), which took place in Latvian -Lithuanian close border area and Latvian and Estonian close border area.5. Development of recommendations for English language and experts in the field of bilateral cooperation who train the cadets.6. Provision and management of the Project closing conference. In the framework of the Project the following results were achieved: 1. Joint professional English curriculum and training material (for training in bilateral cooperation) were developed. In the future on the basis of curriculum it will be possible to design and develop adult non-formal education training programme with the aim to improve and deepen the knowledge of English among police cadets and police officers. Training materials may be used by English language teachers and by other persons of law enforcement agencies. 2. Two curricula (LV/LT; LV/EE) and training materials in the field of bilateral (cross-border) cooperation (LV/LT; LV/EE) were developed. Curricula and training materials may be used by training experts in the field of bilateral cooperation, by police officers and other persons of law enforcement agencies.3. Two pilot trainings for cadets of police education establishments were implemented in Latvian -Lithuanian close border area and Latvian and Estonian close border area. The test run of developed curricula and training materials was done, the knowledge of cadets was improved, and the cooperation was strengthened. 4. On the basis of the analysis of the pilot trainings methodological recommendations for the trainers/teachers, who train in the field of professional English language and bilateral cooperation, were developed. They can be used by the persons who are planning trainings of such kind. 5. Project closing conference was implemented where the results achieved within the Project were presented.Long-term benefits:Project experts gained a great experience in the development of modern curricula and training materials, in project implementation and management and dissemination of the results, in organizing, providing and managing of the joint trainings. The cooperation among the Baltic States police education establishments was strengthened.The knowledge of English language was improved and deepened, as well as the usage of English was promoted. The knowledge in bilateral cooperation was also deepened and insight about cross-border cooperation was given.

    "Erasmus+ KA2 project was launched on 1st September 2016 and ended on 31st August 2018. Within the project, it was planned to review the system and methods of close combat training of police officers, which are related to the training and application of them. A priority and innovative objective was the creation of a unified and uniform model for the use of physical force and special combat techniques in the work and training of the Baltic Sea region police officers, as well as a strategic partnership among the educational institutions of Latvia, Lithuania, Estonia and Poland.Within the project it was planned to involve experts from the field of close combat from project partner countries, exchange of experience and creation of a common understanding on these issues. By mutual co-operation, it was planned to develop a training programme and methodological material (Standard), then, by involving the national police officers (cadets), to transfer them practical skills, to test-run the program developed. National project experts' training, as well as the provision of joint practical and theoretical training of experts and cadets on the use of physical force and special techniques would provide for the continuity of knowledge acquisition among police officers on the ground and cadets from the project partner countries.To implement the project the State Police College has concluded the partnership agreements with the Estonian Academy of Security Sciences, Lithuanian Police School and Police School in Katowice. To achieve the project aims and to develop the project training programme, methodological material on usage of physical force and special fighting techniques, as well as to implement the joint training of experts and cadets, the team consisting of project coordinators, project programme coordinators and project experts was formed. Leading experts and project coordinators and project programme coordinators with great experience at international level in the planning and implementation of projects, in usage of physical force and special fighting techniques, and training took part in the project. The results: 1. International meetings with project partners have been implemented, where issues related to project management and implementation, content and development of the training programme and methodological material, the content and implementation of experts’ and joint experts’ and cadets’ training, to the project multiplier event – closing conference – were discussed.2. The training programme on use of physical force and fighting techniques, methodological material and manual, video manual have been developed.3. Experts' joint training (duration 5 days) at the Polish Police School in Katowice. 12 project experts participated in it.4. Joint experts’ and cadets’ training (duration 5 days). Target group – cadets of educational institutions of the project countries, in total 24 cadets and 16 project experts. The aims were to test-run, analyse, evaluate and approve the content of the project training programme, to make a short film and a film on the methodological material, and to strengthen cooperation among the project educational institutions.5. Organization and provision of the project multiplier event and dissemination of the project results (conference).A modern and multidisciplinary three-level training programme for physical education and competence (240 hours) was developed. It covers the following levels of knowledge: Level 1: basic level or lowest level of preparation. The target audience: cadets, the number of planned teaching units is 160. General and special (professional) physical fitness requirements are covered. Level 2: Moderate level of preparedness. The target audience: police officers who work at the service places and who need this professional competence, improving their skills and abilities in dealing with the detention of offenders. The number of teaching units is 40. Level 3: High level of preparedness. The ""Professional (pedagogical) improvement programme"" is intended for police officers (instructors, experts and educators) who work with cadets and police officers and train them with the aim to acquire new, innovative and professional pedagogical knowledge in the acquisition, methodology and implementation. By concluding the project, this new experience at the international level was collected and methodological material was published, as well as new - digital technical information and video on the Project were created.The next academic year it is planned to change the formal education programme “Police work” for cadets and police officers, to combine general and special physical education subjects (Level 1 – 160 teaching units), to create one study course of 5 credit points (200 teaching units). Next year the second level training programme will be implemented for police officers; the third level programme will be implemented this year to prepare the trainers."

    The Police have a mission to protect and respect human rights and freedoms, ensure public order and public safety, according to their competence to form a secure environment and to carry out effective prevention and investigation of criminal offenses and other violations of law. Therefore, it is very important for cadets of the Lithuanian Police School (hereinafter – the LPS) to develop their professional skills and continually improve them during their studies at the LPS. During their studies at the LPS, cadets analyze implications of the police actions and main methods of the police tactics, used to ensure public order, safety of traffic and society. Upon completion of their training at LPS, cadets are expected to carry out their daily duties in accordance to requirements and expectations of the police and society. However, in certain situations, police officers with little work experience in the field lack police professional skills and confidence to show them. Dynamic migration processes, ever growing flow of foreigners in the country increase the need for policemen to improve their foreign language skills. Due to progressing globalization, social phenomena are also becoming universal and this affects versatility of the police work and requires standardizing of police practices. Upon careful analysis of the police activities, the Police Department under the Ministry of the Interior of the Republic of Lithuania in its Strategic Action Plan which covers years 2015-2017, has set the goal to improve the quality of police services. In view of aforementioned Strategic Action Plan and its goal, LPS seeks to ensure the provision of vocational training in compliance to the needs of the police system. The opportunity to develop and cultivate professional skills to cadets is provided through eight week long training placement with Lithuanian police stations. By participating in the project, completing part of their training placement in police stations of other countries, the European dimension is added to the training process of the cadets and cadets are given possibilities to get acquainted with the specifics of police work in other countries, their best practices and challenges. By completing their practical training abroad cadets improve their professional competences, their general and professional foreign language skills, acquire experience in communicating with foreign nationals, and learn to understand them better. In addition, LPS, by preparing and implementing mobility projects that benefit cadets, gains valuable experience of cooperation at European level. Established relationships with partner organizations provide possibilities to exchange best practices, search for new cooperation forms and possibilities, form long-term relationships with European police institutions. Based on positive experience of participants of the previous mobility projects, current police challenges and seeking to develop police cooperation, MPS established contacts with Warsaw Metropolitan Police (Poland) and State Police College of Latvia and prepared Erasmus+ mobility project “Learn from the Police Abroad” . The implementation of this project will achieve the following goals: 1. To improve cadet's professional competencies and practical skills in protecting public order and ensuring public safety.2. To increase foreign language learning motivation as well as professional and general language skills;3. To enable the cadets to acquire intercultural experience and develop communication skills.4. To promote cooperation and development of modern training and work practices among the European police institutions as well as increasing its extent. Project partners have planned that the duration of the project will be 24 months, starting from June 1, 2015 and last till June 1, 2017. During the project, 2 groups of students from the LPS will have their 2 week-long visit at the police stations in Warsaw and Riga. Each of our project partners will host 6 cadets. The Project results are expected as follows: 12 of the LPS cadets will improve their professional, social and personal competencies; information about the police trainings system and police activities of the ES countries will be collected and used in the training process; the cooperation and development of modern training practices among European police training institutions will promote further cooperation.

    Nowadays when the working tools are changing so fast and knowledge and skills acquired during the basic training are not sufficient through the whole period of the professional life, lifelong learning is indispensable - the police officers is obliged to train and upskill through the whole service. In accordance with the order of the Minister of Internal Affairs dated 19.06.2007 on the specific rules of the training and vocational training on the Police force, the local vocational training is conducted by the police officers having experience, knowledge and skills, and in case it is necessary the instructors certificates. The character of the work of the instructors requires a constant training, exchange of experiences and elaborating the effective teaching models. Recent incidents concerning clumsy police interventions, publicized by the media, provoked the discussion on the police environment, reminding about the necessity of improving the quality of the vocational training, and the results of the control conducted by the Highest Chamber of Control revealed the unsatisfactory realization of the tasks in the scope of improving the professional competences and skills by the police officers.Learning through the observation of the foreign instructors conducting the trainings is one of the most effective learning methods. The participants of the project in the direct contact get to know the work methods of the foreign instructors and the ways of using them in practice. Due to the limited financial means in the Police, the police officers have litlle possibilities to get to know the working methods of the police instructors from other countries, planning methods, methods of conducting the vocational training as well as innovative solutions in the scope of police tactics and techniques.The objective of the project was to improve the quality and effectiveness of the vocational training of the Lublin police as well as the vocational police training on the national and European level through:• improvement of the competences and skills of the police officers in the scope of vocational training thanks to the participation in the educational motilities, in accordance with the idea of the lifelong learning,• introducing the innovative practice learned abroad to the methodology of the trainings and use of the innovative training materials elaborated as the results of the project implementation,• improvement of the language competences and intercultural awarness of the project’s participants • facilitating the professional development of the police officers,• supporting the institutional development of the Regional Police Headquarters in Lublin through the improvement of the methods and techniques of the vocational training,• development of the co-operation between the project’s partners.Project aimed to exchange knowledge and experiences and improve the competences in the scope of methodology of the vocational police training through the organization of the educational mobility for 36 representatives of the staff responsible for the training of the Lublin police garrison officers, in cooperation with Czech, Estonian, Maltese, Cyprus, Lithuanian and German Police.Acquiring knew knowledge and exchange of experiences with the police from other EU countries in the scope of innovative solutions concerning the police training methodology and tactics and techniques of police actions enables to the Lublin police officers learn and then to teach and share the acquired knowledge on the regional level (cascade training), on the national level (seminar summing up the project) and on the international level (participation of six EU member countries)report sent to the liaison officers of foreign police forces accredited in Poland). It will improve the quality of the police vocational training, the effectiveness of the police work and in long term perspective it will improve safety on the regional, national and European. Moreover the realization of the project will promote the lifelong learning idea and Erasmus plus programme.

The implementation of this project will achieve the following goals: 1. To improve cadets professional competencies and practical skills in protecting public order and ensuring public safety.2. To increase foreign language learning motivation as well as professional and general language skills;3. To enable the cadets to acquire intercultural experience and develop communication skills.4. To promote cooperation and development of modern training and work practices among the European police institutions as well as increasing its extent. Project partners have planned that the duration of the project will be 12 months, starting from July 1, 2014 and last till July 1, 2015. During the project, 2 groups of students from the LPS will have their 2 week-long visit at the police stations in Berlin and Madrid. Our German project partners will host 6 cadets and Spanish partners – 4 cadets. The Project results are expected as follows: 10 of the PSL cadets will improve their professional, social and personal competencies; information about the police trainings system and police activities of the neighboring country will be collected and used in the training process; the cooperation and development of modern training practices among European police training institutions will promote further cooperation.
