PERMAGOV’s project objectives are: 1) co-developing and applying a Marine Governance Performance Assessment Framework to assess how institutional barriers, formal and informal collaborations and e-governance tools enable and constrain the capability of actors to implement EU marine policies within the areas of Marine Energy, Maritime Transport, Marine Life and Marine Litter; and 2) co-producing Multi-Layered Collaborative Marine e-Governance Strategies which enhance the capability of end-users to contribute to the implementation of EU marine policies related to the four marine issue areas to achieve the EU Green Deal goals. PERMAGOV will contribute to the improved performance of marine polices and a successful implementation of the EU Green Deal objectives, by an assessment of 9 cases (De-carbonizing shipping, Motorways of the Sea (Maritime Shipping), Seabed integrity, Sustainable fisheries in MPAs (Marine Life), Floating Wind, Energy island, Offshore Wind (Marine Energy), Marine litter (Baltic and Mediterranean Seas)(Marine Plastics)), focusing on the enabling and constraining conditions of institutional barriers and the possibilities for multi-layered collaborative and e-governance. Characteristics for PERMAGOV is co-production and co-creation from the start to the end of the project and beyond. Together with end-users and stakeholders from maritime industries, NGOs, researchers and policymakers the Performance Assessment Framework will be developed and applied, in co-production the cases will be assessed, innovative Governance Strategies will be developed and digital tools will be improved in order to overcome the barriers hampering the performance of marine policies and the successful implementation of the objectives of the European Green Deal.

The contribution of freight transport to these issues is already significant, and will become more so due to continued globalisation of supply chains and further global economic growth. Efforts to address these issues are already underway. Transport companies have for a long time focused on their own activities because it is good business sense. More recently, collaborative green freight programs have been developed. Several well-established industry-led green freight programs (Green Freight Europe, Lean & Green, ECO Stars etc.) developed to meet differing needs – operational data sharing to support benchmarking & reporting, efficiency improvement, reduction of toxic emissions in urban areas etc. Public authorities are also taking a greater interest because of targets to reduce transport CO2 emissions and improve air quality. They are investigating a wide range of mechanisms, from incentives to access restrictions, and from vehicle-level certification of emissions to legislation requiring reporting. There is much activity ongoing in this area; however, much of it takes place in isolation. This creates problems – for example, confusion over the role of different programs, disagreement over the most effective mechanisms that can be used to calculate and report emissions, where support is most needed to encourage certain behaviours, or ignorance of practical measures under development. The overall goal of LEARN is to establish co-ordinated networks of industry, government and civil society stakeholders and build on existing initiatives to drive consistent and transparent emissions measurement and reporting across the global logistics supply chain.

PLATINA3 makes the bridge towards future research, innovation and implementation needs within IWT in Europe. A key objective is providing the knowledge base for the implementation of the EU Green Deal in view of further development of EC`s IWT action programme (NAIADES) towards 2030. PLATINA3 addresses priority topics for the success of IWT: 1) integration & digitalisation of IWT in view of modal shift & synchromodality 2) zero- emission, automated & climate resilient fleet 3) skilled workforce anticipating to zero-emission & automation 4) smart & climate resilient waterway and port infrastructure with clean energy hubs. PLATINA3 is structured around fields Market, Fleet, Jobs & Skills, Infrastructure. Key experts and stakeholders are consortium partners ensuring required expertise and support: IWT sector and shippers (IWT Platform, BLN, ESC), member states and river commissions (CCNR, DC), waterway administrations (INE, viadonau), education institutes (STC, MAH), Waterborne TP / Sea Europe, workers (ETF), expertise centres (PDM and SPB/EICB). PLATINA3 sets up a coordinated platform consisting of these consortium partners enriched with committed Advisory Board members, policy makers, researchers, wider logistics and waterborne industries, other sectors and other transport modes. The platform is a catalyst for awareness, stakeholder engagement and uptake of outcomes from related national and European projects and initiatives. PLATINA3 consolidates their findings, assesses their impacts and gaps. Desk research and dialogues with experts and stakeholders lead subsequently to policy and R&D roadmaps and implementation plans. Interactive workshops and consultations are organised in 6 PLATINA Stage events. It gives targeted input to amongst others Horizon Europe. Moreover active dissemination will take place using websites, newsletters and social media.

The overall concept focus of the ENTRANCE project lies in the “supply-demand-finance” triangle that is envisaged for all transport and mobility modes and all relevant stakeholders. Through the ENTRANCE Matchmaking accelerator funnel workflow, first-of-a-kind zero, or near-to-zero, emission transport solutions will be identified, attracted and matched with potential buyers and financing opportunities and knowledge on good practices on the deployment of innovative solutions, European and national tenders, and legislation will be exchanged through the online platform. Training and brokerage activities will be executed to increase the maturity of the ENTRANCE community and bridge the gap between innovative solutions and the market. In addition, to de-risk the uptake of innovative solutions, ENTRANCE will facilitate purchase aggregation through matchmaking activities and by setting up a neutral trustee for the orchestration of purchase aggregations. Access to finance will be supported through an online funding programme database and individual and personalised innovation finance advice and support will be offered. The funding advice will combine public funding, private investment opportunities, and the best mix of alternative finance models for solution providers. Finally, ENTRANCE will facilitate cross-fertilisation and clustering activities with European transport and mobility associations and initiatives to support critical mass and achieve a coordinated European effort to boost the uptake and upscaling of innovative transport and mobility solutions.
