    As risks are not “objective” but socially and culturally constructed, disaster management which is aware, respects, and makes use of local cultural aspects will be not only more effective but, at the same time, also improve the community’s disaster coping capacities. CARISMAND is setting out to identify these factors, to explore existing gaps and opportunities for improvement of disaster policies and procedures, and to develop a comprehensive toolkit which will allow professional as well as voluntary disaster managers to adopt culturally-aware everyday practices. This goal will be achieved by approaching the links, and gaps, between disaster management, culture and risk perception from the broadest possible multi-disciplinary perspective and, simultaneously, developing a feedback-loop between disaster management stakeholders and citizens to establish, test, and refine proposed solutions for culturally-informed best practices in disaster management. Whilst experts from a variety of fields (in particular legal, IT, cognitive science, anthropology, psychology, sociology) will undertake a comprehensive collation of existing knowledge and structures, a number of Citizen Summits and Stakeholder Assemblies will be organised. Systematically, CARISMAND will use an approach that examines natural, man-made and technical disasters, placing at the centre of attention specific aspects that affect culturally informed risk perceptions, eg whether disasters are caused intentionally or not, the different “visibility” of hazards, and various time scales of disasters such as slow/fast onset and short- and long-term effects. By organising six Citizen Summits (two per disaster category per year in two separate locations) where such disaster risks are prevalent , and three Stakeholder Assemblies (one per year) where the results are discussed through a wide cross-sectional knowledge transfer between disaster managers from different locations as well as from different cultural backgrounds.

    The proposed project aims at delivering innovation training content based on already established sustainable and long-term Strategic Partnership between national supervisory authorities, academia and civil society organisations. It ensures the delivery of knowledge and the development of skills related to privacy and personal data protection while reflecting new technologies with special attention to Artificial Intelligence (AI) and Internet of Things (IoT). The project is first of its kind unifying Data Protection Authorities (DPAs), universities and civil society organisation from 4 (four) Programme countries as well as one Partner country – Italy, Poland, Bulgaria, Portugal and Moldova. It is a cross-sectorial project targeting horizontal policy as personal data protection is. AI, IoT, smart home gadgets, etc. are not science fiction, they are present tense not only at home but also at work. New skills, abilities and knowledge are required. Innovative base of such capacity building is grounded on privacy and personal data protection reflection over these technological issues.1. Overall objective: Promotion of innovative education and awareness in a field of modern high-tech challenges by privacy and personal data protection training content.2. Specific objectives:a.     ZOOOM aims to raise awareness on the importance of IP generation and management in collaborative innovation ecosystems which rely on three key assets, software, hardware and data. Open software, hardware and data are essential for a sustainable, trustworthy and sovereign industrial ecosystem. However, lack of competences in matching business models with appropriate licensing frameworks prevents unlocking the full potential of emerging technologies. ZOOOM departs from the concept that achieving strategic autonomy and technological sovereignty is possible through a sound understanding of what open licensing strategies are the best match for specific business models. This includes knowing when and to what degree it makes sense to stay open, and when going proprietary is the best strategy. The project aims to reach three core target groups actors in innovation ecosystems: knowledge generators, innovation support organizations and key stakeholders. Knowledge generators will benefit from tools for learning and supporting everyday development, increase competences on open licensing strategies for IP management, disseminate the concept and facilitate the application of IP management by identifying and suggesting viable business models enabled by open licensing strategies. Supporting organizations will get tools for internal training, support material to empower their clients, identify formats or services able to increase the reach of the IP management concepts and a database of cases analysed under the lens of open licencing and business development. Key stakeholders will benefit from a white book suggesting an integrated EU approach to open licensing of software, hardware and data as intertwined components of the innovation policy. This will set the basis for further research on the role of open licensing from a joint legal and business perspective, and guide the implementation of IP management and valorization in collaborative development platforms.
