Based on previous experiences in the cooperation between the youth center “die9” in Herford (NRW, Germany, provided by AWO OWL e.V.) and the municipal youth-sports center MSC, located in Tikhvin, Russia, a common interest was developed to intensify international youthprojects. This interest has been confirmed by the youths who had participated and profitied from the experiences with former activities. Based on the youths interests and the former experiences (2015-2017) we will expand and develop our activities in cooperation with a new partner.Together we want to create new projekts starting from the organisation up to realisation. The young people who are involved are from Herford. Most of them or their families have experiences in migration. It is advantageous that the mayority of them are active in a local participation organisation. So they have basicly interests in political, cultural and social topics. This interest will be used to deepen our focal points. Focal points which will be forced are: Participation-culture-history-migration and national as well as international structures of politics. To enable the youth to develop and express their own ideas and aims, they have to learn fundamental techniques in projectmanagement, communication and documentation. The ambition is to put these skills in other international projekts which will be deepened and evaluated by the teenagers in this project.

"<< Objectives >>This project proposal aims to involve young people, civil society organizations and decision makers in the process of drafting a document that will define the management model of the Youth Center, which is planned to be built soon. The goal is to develop a management model of the Youth Center based on participatory management with the participation of young people together with CSO representatives and decision makers. Through the implementation of consultative activities with young people, decision-makers and associations, as well as an online questionnaire, the participants will propose the mechanisms and management structure of the Youth Center during the discussions. The goal is for the local government to form a management model for the Youth Center based on the proposals of young people and CSOs. This management model will have mechanisms in place that will provide for the participation of young people and civil society organizations in the preparation and implementation of the program of the future Youth Center. The specific objectives of this proposal are:1. Greater synergy among CSOs2. Strengthening cooperation between CSOs and decision makers3. Greater involvement of young people in democratic processesWhile the general goal is to create an inclusive and stimulating space for young people in which they will be able to freely discuss, decide and make choices. The very result of this project proposal is related to the EU Youth Strategy 2019 - 2027. The implementation of project activities aims to create a management model that will enable young people to influence the program content of the future youth center. For this reason, it is important that in addition to CSO representatives and decision makers, young people are directly involved in the whole process of developing a management model. In this way, the objective is to include accessible and youth-friendly mechanisms in the management model in order to ensure that the program content corresponds to the real needs and wishes of young people. The implementation of this project will ensure greater participation of young people and CSOs in decision-making processes. Likewise, the management model of the Center will be proposed by the Mayor to the Šibenik City Council once the draft is agreed on with the proposals of the youth and CSOs. After voting on the management model of the center, youth and civil society organizations will have a document that, thanks to its legal value, will guarantee the model and structure of managing the center with, and which will be based on the proposals of young people and CSOs. This will give young people a space where they can practice every-day democratic principles (such as openness, accepting other people's opinions, critical thinking, accepting diversity, negotiating solutions, considering their own experiences), develop a sense of self-efficacy, act on their own initiative and build all aspects of their lives. eg family, leisure, education, employment and entrepreneurship, environment, health, culture, mobility, digital sphere, politics, society).<< Implementation >>The activities that are planned to be implemented, in addition to the launch conference and final conference, are at least three focus groups. During the two conferences, participants will receive all relevant information about the project, how the project is financed and strategic documents on which the project objectives are based. The focus groups, which will include young people, civil society organizations and decision-makers, will develop a management model document for the future Youth Center through various informal methods based on digital tools. All activities will directly involve a minimum of 122 participants, including decision makers, representatives of the Youth Council, civil society organizations, youth and other relevant institutions (schools, polytechnics, Croatian Employment Service, Croatian Public Health Institute) whose services are used by young people. Young people will also be included through a survey questionnaire that will be compiled together with students of the Polytechnic of Šibenik. The aim of the online questionnaire is to collect as many proposals as possible from young people themselves and include them in the final draft of the document that will define the model in the development of the Youth Center.Particular care will be taken to ensure that participants are from different age groups and socio-economic and cultural backgrounds. In order to ensure the diversity of the participants involved, the City of Šibenik together with the youth association ""Youth in the EU"" will start mapping stakeholders in the local community before the start of the project to involve directly and indirectly its users, volunteers and employees. This aims to ensure that different groups of young people are involved in the whole process of adopting a new management model for the Youth Center.<< Results >>The result of this project proposal will be the development of a document that will define the management model of the Youth Center. Through the implementation of project activities of civil society organizations, young people will be involved together with decision makers in the process of creating the aforementioned management model. In this way, young people, together with associations, will directly influence the autonomy, structure and management mechanisms of the future youth space. The implementation of this project will contribute to achieving three specific goals:1. Greater synergy among CSOs2. Additional encouragement for cooperation of CSOs, youth and decision makers3. Greater involvement of young people in democratic processesThe implementation of project activities through the involvement of youth and civil society organizations in decision-making processes at the local level will achieve specific goals through greater synergy among CSOs, which indirectly leads to increased capacity of CSOs in implementing future joint programs. Also during the implementation of the project there will be greater cooperation between CSOs and decision makers, which will be further strengthened through the future work of the Youth Center thanks to the results of the project itself. By participating in the project, young people will acquire the competencies necessary for the development of active citizenship and will strengthen them towards the development of civic competencies such as acquiring knowledge and understanding of basic concepts of democracy and civic role or developing a positive attitude towards democracy and civic role. And which are themselves a condition for active and responsible participation of citizens in the process of democratic decision-making.The adoption of a document that will define the management model of the Youth Center, based on participatory management, will create the preconditions for achieving the general goal of creating an inclusive and stimulating space for young people where they can freely discuss, choose and make decisions on matters that concern them. This will contribute to the achievement of more goals for young people that are part of the EU Youth Strategy 2019 - 2027 at the local level. It will also further contribute to making the youth goals adopted during the sixth cycle of the EU Youth Dialogue a part of everyday life at a local level."
