This field is an integral part of the conception, organization and development of work processes and has the role, by means of specific measures and means, to prevent possible dysfunctions in the labor system, so that the labor process takes place in the most efficient way. The ultimate goal alt EU level is to protect the lives, integrity and health of workers against the risks of injury and occupational illness that may occur at work and to create working conditions designed to provide them with physical, mental and social comfort. Our responsibility as member states is to align to the EU policy in the field and thus requires a transnational approach and exchange of good practices. The authorities responsible for national public order and safety, are responsible for the organization, coordination and supervision of the activity in the area of occupational health and safety within their units due to the particular categories of personnel employed by these institutions (policeman and military personnel). In this context, we needs to take immediate action and design its policy in the area considering the particularities of the work environment within its units. The support measures requested will help to correlate the institutional actions in the area of occupational safety and health with the strategic lines set at national and European level. I. Improvement of the institutional capacity to reduce the risks and work-related accidents through measures based on scientific analysis and a valid mechanism of data collection.II. Upgrading of policy in the field of safety and well-being in workplace in law enforcement systems through integration of HR, Health and Occupational Psychology activities into a system of multidisciplinary services.III. Improvement of the institutional capacity to increase safety and well-being in workplace through restructuring the periodical evaluations and interventions so they become more accessible at local level.The increased capacity to gather data in an integrated manner will allow for the integration of local data in performing comprehensive analysis. Also, tools, materials, procedures, resources adapted to the European context and addressed to professionals will become available, assuming new cooperation commitments in multi-disciplinary and pluri-disciplinary teams at local and regional level. The direct beneficiaries of improved occupational safety and health standards are most of them working in highly exposed functions (police, gendarmerie, emergency services, border guard), who will benefit from improved working conditions. Indirectly, these actions will result in improved performance of law enforcement authorities and departments, improving thus the overall functioning of society. The implementation of the proposed measures will produce a structural change in the area of human resources management central units and its subordinated structures, and will impact upon the central public administration as a whole. The expected impact consists in improved working conditions and increased efficiency of human resources management in law enforcement through the development of the institutional mechanisms and necessary competences to ensure the proper administration of the human capital – a strategic resource of the organization, highly important for the consolidation of the knowledge based economy, a goal which has been set at European level through the Europe 2020 Strategy. The strategic documents and instruments developed through this action will ensure an appropriate work environment and protection of employees against professional accidents and diseases and the provision of proper care when these occur. Through this action, the awareness level is raised among decision makers regarding the importance and benefits of ensuring a healthy and safe environment for the employees. In addition, by involving staff in joint teams with external experts throughout the various stages of project implementation, there will be ensured the transfer of the skills necessary for the modernization of the institution. The desired increase of synergies, complementarities and avoidance of duplicities in taking all the actions necessary for validating tools and instruments reviewed by experts, which otherwise they wouldn't have met to work together, to commonly use and share their resources and their experience in order to develop innovative techniques, methods, tools and instruments tailored to meet the needs of each partner. Impact of the project will take the form of networking with other relevant institutions, and through the dissemination within regular conferences/seminars/forums we expect to increase the interest of other stakeholders to adopt the integrated system and multidisciplinary approach developed in the project SAFEWELL.

Tasked with fostering safe societies and protecting European citizens from new forms of criminality, they need to pre-empt technological evolutions, turning potential threats into opportunities, and anticipate the operational future of policing. Technology foresight is one possible anticipatory process. However, pure technology watch-based approaches are not helpful for decision-making if not embedded in a qualitative assessment of threats and capabilities. Hence the need to move towards a comprehensive foresight framework which is the rationale behind AHEAD. Standing for TowArd TecHnological ForEsight for IncreAseD Security, AHEAD is a LEA-led project which will adopt a 360-degree approach accounting for megatrends but also contextual elements (i.e. legal, ethical, societal and economic) to design and operationalise a sustainable capability-based civil security foresight framework. Tested through iterative Foresight Exercises addressing the five Destinations of the Horizon Europe Cluster 3 (Fighting crime and terrorism, Border management, Resilient infrastructure, Increased cybersecurity and Disaster-resilient society), this framework will be tailored to the needs of civil security practitioners to generate “evidence-based” capability roadmaps. Such roadmaps will translate the foresight process’ outcomes into concrete courses of actions to support decision- and policy-makers at EU and national levels when deciding on strategies and policy actions in the field of civil security, including the programming of security research and innovation investments. By enhancing a forward-looking culture in civil security, AHEAD will contribute to the strategy put forward in the European Commission's Foresight Agenda to embed in a more systematic way strategic foresight into policy-making.

Instruirea profesionala continua si formarea profesionala a psihologilor din cadrul MAI se desfasoara pe trei directii de activitate: a) psihologia clinica, servicii de evaluare si asistenta pentru angajatii MAI, precum si pentru grupurile de beneficiari care vin in contact cu legea: persoanele retinute in centre de arestare si detentie, persoanele traficate, persoanele dependente de substante interzise, martorii protejati, solicitantii de azil (refugiati) si migrantii ilegali; b) Psihologia muncii si organizationala: asigurarea formarii si educatiei continue pentru personalul activ al ministerului, consiliere profesionala pe tot parcursul carierei; c) psihologi specializati in psihologie aplicati in sistemul de securitate nationala, module speciale de instruire pentru personalul operativ, in special in situatii de urgenta, operatiuni speciale, interventii in situatii de criza si actiuni impotriva crimei organizate.O1. Crearea unei retele de profesionisti capabili sa furnizeze servicii de instruire, indrumare profesionala si consiliere, in conformitate cu cele mai bune practici europene.O.2. Elaborarea unui plan de actualizare a procedurilor interne si a instrumentelor de lucru in conformitate cu practica europeana.Participantii la mobilitati sunt 18 psihologi angajati in domeniul ordine si siguranta publica.A1. Pregatirea lingvistica a avut loc in limba acceptata de institutia gazda. Pregatirea culturala a constat in informarea cu privire la economie, cultura si viata sociala a tarii gazda.A2. Organizarea si desfasurarea actiunilor de mobilitate, achizitionarea de bilete de avion conform legii privind achizitiile publice; informatii despre posibilitatile de cazare. Au fost desemnate persoane de referinta care au evaluat cunostintele si aptitudinile dezvoltate in contextul mobilitatii.A3. Valorificarea rezultatelor la nivel institutional. Prelucrarea rezultatelor mobilitatii pentru valorificare si diseminare, organizarea unei conferinte internationale cu titlul proiectului (EuRoPsiPol) la care au participat si specialisti din Europa. De asemenea, rezultatele au fost difuzate la nivel national de Politia Romana si Politia de Frontiera.Rezultate: documente suport pentru ateliere de lucru, 20 de specialisti (18 participanti si 2 rezerve), 3 600 ore (20 participanti x 30 de ore), 18 mobilitati organizate si dezvoltate, 18 participanti cu abilitati imbunatatite, colectarea de bune practici.Proiectul a deschis calea spre profesionalizarea activitatii de psihologie in MAI, cu accent pe nevoile cursantilor; mecanisme de asigurare a calitatii; sisteme bine dezvoltate si bazate pe dovezi stiintifice, relatii stranse cu sisteme similare din Europa. Schimbul de experienta in psihologia clinica favorizeaza imbunatatirea competentelor generale in consiliere; pentru psihologia muncii si organizationala, anticipam imbunatatirea analizei abilitatilor de munca; orientare, formare si abordare psihologica pentru reducerea stresului ocupational; pentru domeniul psihologiei aplicat in securitatea nationala, psihologii isi vor imbunatati abilitatile de a identifica si gestiona factorii de risc si vulnerabilitatile psihologice individuale / de grup, consilierea personalului; evaluari ale increderii si loialitatii; negocierea in situatii de criza. Rezultatele proiectului vor constitui baza pentru asigurarea cadrului de reglementare, coerenta interna a sistemului de profesionalizare, facilitarea indrumarii, precum si accelerarea validarii si recunoasterii rezultatelor, abilitatilor si experientei privind mobilitatea. Astfel, beneficiile pe termen lung constau in realizarea de competente calitative si o rentabilitate buna a investitiilor in resursele umane.

These events affect people as victims of material or physical damage, people having lost family members, witnesses, living close to the place where such events are taking place, and not last in a row, the participants in rescue operations in case of disasters. For all these categories of people continuing living after such un event is no longer the same, their life undergoes a change more or less traumatic, they become people with special needs to adapt to new conditions and they need psychological resources to face post-traumatic stress. Emergency Psychological Aid is required to support a psychological state of mind to overcome the emotional, cognitive and personal effects. With Erasmus + mobilities we intend to make steps in creating the local networks and to contribute to improving psychological support services for victims and their families of emergency situations; Increasing the capacity of resilience of the personnel involved in high risk missions and to increase the quality and accessibility of training, support, and guidance of psychologists. For this we have identified European institutions and organizations which can provide internships for psychologists employeed in the Ministry of Internal affairs. They will participate in activities for cultural, linguistic and pedagogical training necessary in the internships thus obtaining necessary competencies for psychological assistance in emergency situations. The activities will consist in: emergency psychological assistance to the victims and their families; management of post-traumatic stress syndrome caused by constant exposure to people affected by pain and suffering (working with people experiencing high levels of emotional distress); management of risk situations by the safety or health emergency personnel; responsibility to protect the lives of citizens; ability to control emotions and not respond to provocation; managing and addressing psychological stress symptoms in high risk occupations (fatigue, insomnia and agitation; other disorders, alcohol consumption) eustress vs. distress; specific assistance programs, stress and psychological trauma, using case studies, critical incident method, discussions, reflection and observation activities. The project will be managed by a team with expertise in project management through the application of knowledge, abilities, tools and techniques for the specific purpose and to achieve the objectives defined in the application, in accordance with the timetable and the budget set in the application. The expected results are: a team of professionals in training, a collection of European practices in the field of emergency psychological assistance; toolkit / guides for emergency psychological assistance adapted from European good practices, groups of local initiative to create local networks of psychologists and volunteers for emergencies and a set of documents-support for workshops endorsed by the College of Psychologists in Romania. As a result of the dissemination of information, techniques and guidelines we count on an increased efficiency of the activities of the psychologists in the Ministry of Internal Affairs. Territorial cooperation will be enhanced through the implementation of training courses and we expect significant effects especially at the county level by creating networks of practitioners in each county according to the Red Plan of Intervention, which we consider the result of the most relevant impact. Exchanges of experience with psychologists in national security system is the opportunity to extend the impact nationwide. In a broader, long-term, at the level of the society will be improved the idea of promoting the principle of protection of human health and mental health, which is stipulated in the Treaty on the functioning of the European Union.

This involves identifying technology gaps to address in order to minimize existing vulnerabilities and enhance security efficiency. This objective is endorsed from the outset by various stakeholders, particularly security practitioners. INTERCEPT involves eight end-users from eight EU countries (Belgium, Finland, France, Poland, Netherlands, Slovak Republic, Spain, and the United Kingdom), all of whom are also public buyers. Additionally, numerous other end-users will participate through the User Observatory Group (UOG). The project follows a progressive and iterative approach to collectively identify a common challenge that can be addressed with identified candidate technologies, laying the groundwork for future PCP, for which the buyer's group will be created during the project, through the continuous involvement of the UOG. Initially, at least six jointly defined common security use cases will comprehensively outline the gaps between available solutions, existing procedures, and identified requirements. Subsequently, technological experts will analyse these needs, considering legal, societal, ethical, and environmental factors, as well as state-of-the-art (SOTA) analysis and consultations with the open market. The outcomes will ultimately inform the definition of the common challenge and the development of the initial set of tender documents.
