STEP, by focussing on countries with the highest incidences of energy poverty, will use existing channels to reach energy poor consumers. Synthesising experience and knowledge of consumer organisations on energy and consumer issues, strengthening partnerships with frontline organisations in daily contact with energy poor consumers, and consolidating best practices from past projects on energy poverty, the project will implement appropriate schemes to alleviate energy poverty in the 9 target countries (Lithuania, Slovakia, Bulgaria, Poland, Latvia, Czech Republic, Portugal, Cyprus and the UK). The general objective of STEP is to alleviate energy poverty by facilitating behavioural change through trusted, tailored advice provided directly to consumers in or at risk of energy poverty and by implementing low-cost energy efficiency solutions in energy poor households. The specific objectives are: - to develop well-functioning and well-trained national networks of advisors from consumer and frontline organisations who are in direct contact with consumers in or at risk of energy poverty - to improve living conditions of consumers in or at risk of energy poverty through behaviour change and implementation of no- or low-cost energy efficiency measures - to create schemes contributing to the alleviation of energy poverty, promote their replication and draw policy recommendations Through low cost energy efficiency measures - such as information campaigns and tips, demonstrations of cost savings, installation of no- and low-cost energy efficiency measures – STEP has the potential to reduce consumer energy bills and provide relief to energy poor households. Furthermore, through the institutionalisation of energy efficiency advice in sustainable consumer networks, we anticipate long term impacts and sustainability of STEP.

Main reasons contributing to energy poverty for people with low income are due to high energy prices and poor energy efficiency of the buildings, building heating systems and household appliances. The ComAct project is focusing on these regions and in particular on their specificity that the housing stock (characterised with large percentage of multi-family apartment blocks) is predominantly in private ownership and consequently energy-poor households live in their privately-owned apartments. To address the complex roots of energy poverty, there is a need to develop a new approach in order to influence the energy costs substantially and make the energy efficiency (EE) interventions affordable, and consequently reduce the high energy poverty level in the CEE and CIS region. The ComAct project aims to make high-impact/high-cost energy-efficient improvements in multi-family apartment buildings in the CEE and CIS regions affordable and manageable for energy-poor communities as well as to create the necessary assistance conditions for lifting them out of energy poverty. To achieve this main goal, firstly, an approach to identification and selection of energy-poor communities is developed, followed by interventions in three main dimensions: 1) empowering and activating the communities of homeowners’ associations; 2) developing/adapting financial tools that provide financing for low income families; and 3) optimising technical solutions that provide most favourable cost-benefit ratio for the energy efficient improvements at a multi-family apartment building level. In order to demonstrate applicability, benefits and potential for alleviating energy poverty, 5 pilot cases take place in Hungary, Bulgaria, North Macedonia, Lithuania and Ukraine.

The overall objective is to enable consumers to lead the energy transition by investing in renewable energy and sustainable energy (RES) and energy efficient (EE) technologies. It aims to facilitate consumers’ access to household renewables at an affordable price, through the provision of trusted information, collective purchase schemes and an improved regulatory framework. By the conclusion of CLEAR-X, consumers will have improved the energy performance and comfort of their homes and reduced their energy bills in the long term. The CLEAR-X project will engage 38,000 consumers in collective purchase campaigns in 6 target countries and will trigger over 27M EUR in installations of RES technologies. The project is expected to result in an additional 40 GWh of renewable energy production and trigger 2.15 GWh of primary energy savings within the project duration. Furthermore, the project will help inform a significant number of consumers in the target countries about potential benefits of EE and RES technologies and influence an additional 17,000 consumers to act and save energy. Building on CLEAR (Intelligent Energy Europe) and CLEAR 2.0 (Horizon 2020), CLEAR-X will expand the proven collective purchase model, by engaging and supporting consumer organisations in Eastern and Southern Europe to launch schemes for their national consumers. Consumer organisations participating in CLEAR 2.0 developed considerable expertise in setting up and running collective purchase schemes and CLEAR-X will draw on this experience, both human and technological, to equip consumer organisations in the target countries with the necessary skills to run collective purchases.
