Innovation is a key driver for the success of enterprises, a requirement for their competiveness and thus a precondition for exploiting international opportunities in the Single Market and beyond. Offering growth-oriented business and innovation support services to SMEs is therefore seen as the core task of the Enterprise Europe Network. Although Innovation Management is crucial for SMEs, empiric data has proven that SMEs still show the inability to manage innovation processes efficiently and effectively as the second most important barrier to SME innovation. Enterprise Europe Network Bremen will offer the services to ensure that SME beneficiaries of H2020 European Innovation Council (EIC) Pilot are able to exploit their full Innovation potential. Therefore services are designed and offered to enhance the innovation management capacities of SMEs as an integral part of the hub and spokes approach of the Enterprise Europe Networks Services, addressing the innovation needs of SME’s to establish an Innovation Management System (basis: technical specification CEN/TS-16555-1 , published by the European Commission) in the respective enterprises.

STARS will achieve this goal by integrating knowledge, expertise and research methods from transport engineering, environmental psychology and economics, thanks to the unique blend of different competences and kinds of organisation within the consortium. The role of car sharing in improving mobility in European urban areas and providing new business opportunities to the automotive sector will be assessed through an integrated co-modality approach, where the impact of car sharing on other travel modes (public transport, active means, private cars) will be quantified. To this effect, both business as usual and rupture mobility scenarios will be studied, the former referring to future projections of actual trends concerning the diffusion of car sharing in EU countries, and the latter to an assessment of its full potential in presence of appropriate policy actions aimed at maximising social benefits. These policy actions will be informed by the definition of a decision support toolkit that will allow the identification of the best strategy to implement a car sharing service (kind of service to promote, rough estimation of the market dimension, accompanying measures for competing travel modes, business opportunities for different economic actors) as a function of the socioeconomic characterisation of the area, of the related mobility lifestyles, of the policy context and of the related Sustainable Urban Mobility Planning measures and priorities. Both guidelines (in the form of what-if scenarios) and practical examples will be provided.

Inspired by ideas from sharing economy, the business models will focus on enabling the mutualisation of excess capacity of private RES, private charging facilities and the batteries of parked EVs, leveraging fair gain sharing to ensure sufficient incentives for all stakeholders to participate. The enabling technology will coordinate the power demand of charging with other local demand and availability of local RES, leveraging load flexibility and storage capacity of local stationary batteries and parked EVs. Furthermore, it will provide user friendly charge planning, booking and billing services for EV users. This will reduce the need for grid investments to establish new charging stations, remove range anxiety and enable the sharing of already existing dedicated charging facilities for EV fleets. To implement the technology the project will integrate and extend existing systems. Pilots will be carried out in Barcelona, Bremen and Oslo to demonstrate and evaluate the proposed approach. The pilots will be extended with simulations for exploring more complex scenarios not possible to test in the pilots and to assess scalability. The guidelines will synthesize the experience from the pilots and simulations and advice on localisation of charging points, grid investment reductions, and policy and public communication measures for accelerating uptake of electromobility, and will be aligned with Sustainable Urban Mobility Plan (SUMP) processes. The consortium includes commercial companies (also SMEs) with experience in commercialisation, and ambitious municipalities with significant experience in deploying innovative solutions. The project duration will be 36 months, with a requested funding of 5 M€.
