In particular, the Concerted Action facilitates sharing experience and good practice of implementation, finding common approaches as well as cross-learning and cooperation. The work carried out within the CA-RES is designed to meet the needs of RES Directive implementing organisations. The action will provide added value compared with measures taken by each MS acting on its own. The Concerted Action will help make knowledge available to all participants through access to a network of national experts engaged in implementation of the Directive. The CA-RES4 will do this through a structured framework that will facilitate the exchange of information and experience through a series of meetings and other communication tools. It will provide participants with an opportunity to learn from others implementation process and policy approaches and build national policy capacity, but also to explore opportunities for bi-lateral or multi-lateral cooperation and identify areas for possible future convergence and harmonised approaches amongst participating countries. The CA-RES4 builds upon the success and structures of the previous phases of the CA. The CA-RES community has developed during the course of the previous phases into a unique network of experts and will be strengthened. The objective is to provide participating countries with the most pertinent information that may lead them on the most efficient path towards an effective implementation of the RES Directive 2018/2001/EC in the EU. The expected impact of the Action consists of a more harmonized approach and improved implementation of the RED II in participating countries, a strengthened network of experts as well as the transfer of good practices between countries.

The renovation packages will combine state-of-the-art construction materials and technologies components (prefabricated facades, BIPV, heat pumps, etc.), innovative digital technologies for measurement and verification, and attractive financing (e.g. contractual frameworks for smart performance guarantees, financing mechanisms, engagement techniques, green-euros, etc.), to raise the overall EPC value proposition. The renovation packages will be tailored to specific target groups needs and optimised to improve the ESIE performance considering energy, CO2 and comfort. Each package will be demonstrated and validated in real life use cases and customised for replication in all other partner countries for immediate market take-up. Methodologies from Social Sciences and Humanities (SSH) will be adopted for: a. the creation of collaborative business models that boost the Renovation Wave by considering all stakeholders’ value and revenue streams, b. novel incentivisation and behavioural change models that aim to stimulate long term engagement with focused interactions to adopt green behaviour c. the incorporation of a digital currency, green-euro, (€G) for financing, rewarding and creating an inclusive /collective narrative in the fight against climate change d. the collection of feedback for recommendations to policy and business stakeholders, e. Mapping and understanding the complex interplay between the different stakeholders to deliver an engagement strategy across the value chain.These demonstrations will potentially constitute the green-euro as a retail Central Bank Digital Currency (CBDC), hence revolutionising the financing of renovation approaches. An online marketplace, will be offering first level advice, directing consumers through the value chain of stakeholders and facilitating access to these “packaged” renovation services.

It involves the national authorities implementing the Directive, or those bodies appointed and entrusted by them to do so. It is carried out under the coordination of Danish Energy Agency, DEA. The CA consortium is composed of organisations designated by all 28 Member States plus Norway. The CA is financed by the EU's Horizon 2020 Programme. The CA is the continuation of the first Concerted Action, CA EPBD, which ran from January 2005 to June 2007, then continued as the CA EPBD II from December 2007 until November 2010 and then CA EPBD III from March 2011 to October 2015. The CA IV will organise 4 CA Plenary meetings and some supporting activities over a period 30 months or approximately one meeting every 7-8 months, similar to the CA III. The work will be organised in Central Teams, which includes: a) 3 Core Teams on 'New Buildings', 'Existing Buildings' and 'Certification & Quality of Inspection'; b) 3 Cross-Cutting teams on 'Technical Elements', 'Policy & Implementation' and 'Compliance, Capacity & Impact'; c) 2 central functions on 'Collaboration with other actors' and 'Internal & External Communication'; and some additional functions and supporting measures. For each Central Team, issues are addressed on which the Directive does not require harmonised national implementation but where coordinated implementation would increase the impact of the Directive and reduce the implementing costs.

The Action follows on from the CA ESD, CA EED and CA-EED 2 which has helped MS with the interpretation of the legislation, the implementation options and support via detailed information and access to experts on mature policies and practices. The specific objectives of the Action are: • To enhance and structure the sharing of information and experiences from national implementation whilst promoting good practice concepts in activities to improve and strengthen MS implementation of the EED. • To encourage dialogue between MS on common approaches for the effective implementation of particular parts of the EED and synergies with RED and EPBD. • To complement the work of the EED Committee assisting the European Commission. The expected impact of the Action consists of a more harmonized approach and improved implementation of the EED in MS, as well as the transfer of good practices between countries and strengthened cross fertilisation with CA EPBD and CA RES. The CA EED3 brings together a unique group of experts and policy makers, it is the only informal group with full representation of all Member States and Norway and by its very nature provides MS, DG Energy and CINEA with a unique opportunity to communicate in an informal way on a technical level with relevant experts. The Concerted Action community has developed during the course of the CA ESD, CA EED and CA-EED 2 making it easy to find entry points in MS where without the Action contacts would be difficult. In turn the road is paved for bilateral cooperation.

As with the first and second phase, the objectives of CA-RES3 are directly linked to the transposition and implementation of the RES Directive. The third phase of the CA-RES will also provide further opportunities to explore possibilities for common approaches in specific areas of implementation of the RES Directive. The CA-RES3 will achieve the objectives stated above through a series of seven plenary meetings and a joint workshop with the CA EED and the CA EPBD for discussion on the various topics. These meetings will provide a confidential forum for structured discussions and cross-learning between participating countries. This exchange concentrates on key requirements of the RES Directive according to the needs of the participating countries as well as the European Commission. As such, it will contribute to the achievement of the national RES targets set by the Directive. The CA-RES3 will emphasize topics that require common approaches and/or benefit from good practice exchange between participating countries. The CA-RES3 Core Themes will address a number of aspects including support schemes for electricity and heat, integrating RES into electricity networks, the use of RES for heating and cooling and in buildings, disclosure/guarantees of origin, biomass mobilisation and sustainability as well as the use of RES in transport. The confidential character of the CA-RES3 allows participating countries to discuss in confidence how to best implement the RES Directive. Thus, the need for confidentiality will be emphasized towards all participating institutions, and confidentiality agreements will be signed by all participants.
