Due to the low level of unemployment rate in Bulgaria, their number was drastically increased. Quantity domination of participants with basic characteristics “Association and Demotivation for work and training” has negative impact on the training microclimate, work of the staff and the results of the training. Stress and tension occur; the success of the vocational training is jeopardized.SE BGCPO’s staff needs new methodological approaches, forms and methods when training and caring, such as dual form of training as a good decision for the target group, a phase for preparation for vocational training, strengthened social work for improving social skills and key competences, new playing and creative methods – all this is applicable to adults. This project is sort of continualtion of SE BGCPO’s “FokusDual” project with extended and completed goal. “FokusDual” intellectual objects – mainly the guidance for dual training, are aimed at the companies – employers and mentors. The practice of actively distribution of “FokusDual” results through the last years shows that to a very big extend the companies relies on SE BGCPO’s staff when implementing dual training, because they themselves don’t have the capacity yet for organizing the training process and to deal with the trainees. The SE BGCPO staff itself shows it has shortcoming of competences, because it lacks experience for this new form of vocational training, such as teachers' tasks - a methodology according to the regulation for dual training, the preparation of specific teaching materials, curriculums for practical training, etc.The project’s aims are:1. The necessary extending of the staff competences for implementing innovative methods like:- organization and methodology for dual training as a support for the companies;- methods for vocational approach, training of the risk groups and total caring with final goal professional and social inclusion. - definition of the trainers tasks – methodology.2. Strengthen the capacity of partners organizations as ""training organizations"", and as future “Center of Excellence“3. Strengthen the competences for International cooperation with a partnership at European level to analyze pan-European problems at the training politics and to develop innovative approaches for their solution. The project involves permanent employees of the BGVTC SE - 24 of 85: management, training and administrative staff - all long-time employees with qualifications and experience, directly involved in the supervision and training of unemployed people.The project activities include:-target-actual-analysis of the problems / critical situation with the risk group and the necessary new competencies of the personnel,-4 work meetings: the first one in Bulgaria at BGVTC SE as a kick-off meeting, the 2., 3. and 4. in Germany, Austria and France for monitoring project implementation;-3 Trainings for 2 partners for: analyzing risk group, sharing experiences, developing innovative training and caring approaches.-one closing of the project as workshop in Bulgaria for politics in training. -Elaboration of Guidance, 5 curriculums on dual principle, and training modules for key competences- Distribution and usage at SE BGCPO and the two partners.Thiswill be achieved through the following methodology: exchange of good practices and ideas, in-depth study of relevant experience, observing the application of tailor-made methodology for training and evaluation of social skills, adapting the curriculum modules to the needs of the risk group, dealing with critical situations, group and individual work, psychological support, counseling, coaching, communication.Results:-Material products – innovative products: O1. A Guidance as a composition of all innovative training and caring approaches O2 and O3 - 5 (five) curriculums on dual principleO4. Curriculum/ additional modules in the training programme for preparation, caring of the risk groups during the vocational training and the following professional and social integration. Non-material added value – quality improvement of the vocational training through new methodological and organizational approaches. Innovative approaches will become an integral part of the andragogical approaches in SE BGCPO, they lead to improvement the microclimate of work and training, improve the employability of trainees, and thus improve the quality and productivity of vocational training, and this guarantees the long-term benefits of the project."

Our consortium includes 17 members (France, Italy, Belgium, Latvia, Turkey and Germany): 10 economic actors, 3 vocational training providers, 3 higher education institutions (HE) and EVTA. In detail, 8 social economy organizations managing local places vacant in 5 countries are involved, with also 1 audiovisual company and 1 educational company. The vocational training providers are socio-professional integration actors present in France (AFPA), Italy (ENAIP NET) and Latvia (Vidzeme University of Applied Sciences). Higher education institutions develop training and research on the University as a common space in Rennes and France (EHESP and Gustave Eiffel University), and in Istanbul (Yeditepe University).Our program lasts 2 years. It starts with the creation of a European seminar at ENAIP NET headquarters, to build the ecosystem. We also develop pedagogical innovations: university degree sessions on vacant places and their reuse in shared spaces (green skills, level 5), a work-based learning for access to a professional title of digital mediation space managers (digital skills, level 5), a university course on acquired reflexive skills (resilience skills, level 7) and a digital and narrative platform. Our dissemination strategy is addressed to the managers of our organizations, through a protocol for designing national training courses on the management of common spaces. BASICC also allows learners to participate in a building occupation skills camp at a 25-year-old abandoned university. We communicate to our members and the general public through the production of a documentary on the skills developed by the learners. Our evaluation is oriented towards policy makers, to whom we can provide comprehensive analyses of the learning associated with occupying vacant spaces and the economic impact of the ecosystem created."

Skills shortages and mismatches currently affect WISE’s in several dimensions, especially regarding digital skills. In this context, there is a clear need of developing a comprehensive European strategy to tackle the skills gaps in the WISEs sector, covering the skills needs of disadvantaged workers, their supporters (e.g. job coaches) and of those who can enable an adequate working environment (e.g. managers). The aim of the B-WISE project is to develop and implement a new strategic approach (Blueprint) to sectoral cooperation on skills needed to reinforce the empowering work of WISEs and to sustainably tackle the digitalisation challenges they face. We plan to achieve it by building a sustainable alliance which pursues the following specific objectives:- To develop a common methodology for assessing the current situation and anticipating future needs- To identifying sector-specific labour market needs and to analyse the responsiveness of existing VET systems - To identify, document and promote good practices at national and regional level - To identify occupational profiles that need to be revised or created - To respond to identified skills needs (especially in digital area) through recommendations to create/update transnational vocational training content - To produce a credible & sustainable plan on how to match demand and supply of identified skills - To build a strong and sustainable community supporting appropriate quality and level of skills growth, innovation and competitiveness in the sector- To design a long-term action plan for the progressive roll-out of the strategy after the project has finished- To promote the attractiveness of the WISE sector as a career choice and to raise awareness on the importance of the use of digital technologies to support disadvantaged groups in work placement

The overall approach foresees two levels of actions/target groups: 1. enhancing and creating transnational professional competences of practitioners and stakeholders of VET in line with EU standards; 2. tools and practice that can make non-formal and informal skills of migrants and refugees visible and comparable, with formal recognition by VET providers and stakeholders, including those responsible for qualifications and employers. The project consortium is made up of an alliance of partners, covering 6 EU countries, and through the participation of two EU-wide networks, the possibility to reach other countries not directly involved, and the EU level. Therefore, it operates at two levels: the majority of partners are operational and 2 partners have a significant role in advisory, dissemination and outreach of stakeholders beyond the partnerships’ territories. The project is embedded in a common European context, where – in spite of different situations – common challenges exist, and the transnational EU- value can support the development of innovative practice and stimulate the local/regional stakeholders (where the transnationally- developed IO will be applied) in line with the following policy framework and current dynamics. VET can do a lot to make of the “migration crisis” a “migration opportunity” for the economy and the persisting mismatch of labour demand-supply especially in some sectors and for some professional profiles and qualifications. The general objective of REC is to reinforce the partners' capability to recognize and equip the most vulnerable groups with the key skills for improving the supply and quality of VET and guidance as a basis of integration into the labour market and qualifications of migrants/refugees. REC uses EU common reference frameworks and tools (such as Europass, ECVET, ESCO, EQAVET, EQF and the recently launched ""EU Skills Profile Tool for Third Country Nationals"") that can facilitate the transfer and the sustainability of the project activities and make them usable in different contexts and countries during and after its completion. The most important results and impact during and after the project’s life cycle are: IO 1 “defining EU profiles and competences of VET providers for recognition and validation of informal and non-formal learning of migrants and refugees” that resulted in a better understanding of practices, policies and systems in each participating countries and partners will use such baseline to develop common standards, liked to EU standards and tools (Europass, ECVET, ESCO) IO 2 “testing and validating the EU profiles to align shared standards with ECVET, EQF and ESCO” resulting in the increased ability of partners and stakeholders to address the needs of the disadvantaged, to provide services for the faster inclusion in VET and labour market of the migrants/refugees, in line with EU and national VET frameworks and objectives. IO 3 “analyzing lessons learned and defining policy recommendations” resulting in a better integration of EU and national standards and practice that can facilitate changes in terms of codification or improvement of policy frameworks at country/regional level IO 4 “making available REC material for practitioners on ICT- based platform” supporting the improvement of the quality of work of practitioners and provides knowledge and tool for opportunities for practitioners and policy makers (also external to the partnership) to improve professional competences for the benefit of migrants/refugees and other vulnerable groups. - 1 short-term joint staff training resulting in the alignment of core competences of practitioners to work on recognition of non-formal and informal skills, use of available tools and EU standards and better appreciation of their professional profiles. - 4 short-term blended mobilities reinforcing the professional profiles of practitioners - 5 national events and one final transnational event, to share and disseminate the results of the project and to promote its approach to external stakeholders - 3 transnational project meetings, to share, evaluate and make strategic decisions on the project’ progress -The ""REC : A book for practitioners"" : a user-friendly, visually appealing and easy to navigate in a form of an interactive document, functioning as an e-book ready to download, and made available in the project website and in the partners’ strongest communication channels Quality Assurance & Evaluation Plan defining the quality and evaluation processes, setting the quality standards for the deliverables and including evaluation questionnaires for the assessment of the project development.
