MODALES will contribute to a substantial reduction in air pollution from all types of motorised road vehicles by encouraging the adoption of low-emission oriented driving behaviour and maintenance choice, improving the effectiveness of OBD devices and retrofits. The main goal of MODALES is to advance the fundamental understanding of the co-variability of user behaviour and vehicular emissions from powertrain, brakes and tyres, and modify user behaviour via dedicated training, including a driver assistance app and awareness campaigns, in order to support effective air quality plans and enforcement strategies to be developed by local and national authorities. MODALES proposes a user-centric approach to addressing all of the challenges which on the one hand enhance low-emission practices and on the other hand suppress high-emission behaviour by researching, developing and testing a number of innovative and complementary solutions in four key areas (namely, Driver, Retrofits, EOBD and Inspection) in order to substantially reduce vehicle emissions from 3 main sources (i.e. powertrain, brake wear and tyre wear). The results will be used as evidence with adequate quality to guide the derivation of effective driving practices and training courses for different user groups. MODALES echoes the EC ambition to open up global markets in transport services, through the creation of a worldwide platform for sharing and exchanging innovative solutions, experience and best practices for low-emission practices.

The goal is providing benefits to all citizens by implementing a full integration of CCAM services in the transport system. The main expected positive impacts for society are: i) safety (i.e., reducing the number of road accidents caused by human error; ii) environment (i.e., reducing transport emissions and congestion by smoothening traffic flow and avoiding unnecessary trips); iii) inclusiveness (i.e., ensuring inclusive mobility and good access for all). To this aim the approach is based on the implementation and integration of enhanced Physical, Digital and Operational Infrastructures to enrich CCAM services and increase safety and traffic efficiency. A set of physical, digital and operational solutions will be proposed and implemented in 4 Lead Living Labs (LLs): Tampere (Finland), Trikala (Greece), Turin (Italy) and Vigo (Spain). Moreover, two Follower LLs will collaborate in the design phase by providing ideas and data assessed by simulation test and validation: Bari (Italy) and Quadrilatero (Portugal).

In first deployment activities like the Cooperative ITS Corridor, SCOOP@F and COMPASS4D pilot projects, users will precociously experience the benefits of cooperative traffic safety and efficiency services, enabled by the integration of new technology (e.g. ETSI ITS G5) into vehicles and infrastructure. As a considerable stakeholder organisation, the Amsterdam Group pursues a harmonised C-ITS system realisation providing benefits to all users. It facilitates joint work for a growing variety of stakeholders such as road operators, automotive industry, cities and regions. The Coordination and Support Action COoperative ITS DEployment Coordination Support (CODECS) supports the European Commission and the manifold stakeholders involved in C-ITS deployment in finding strategic and technical policy solutions and processes for a consolidated C-ITS roll-out. CODECS serves as hub for transparent information and knowledge transfer on function approaches, experiences and lessons-learned by stakeholders active in the initial deployment. To ensure European-wide seamless (cross-border) interoperability and end-user experiences, CODECS develops a harmonised standards profile supporting a growing amount of C-ITS services. To address key organisational and technology related issues, CODECS will derive a strategic common road map from preferences of the involved stakeholders, giving direction for innovation, testing, standardisation and deployment beyond Day One. CODECS also supports future C-ITS common deployment by achieving a clear understanding on policies, roles and responsibilities. CODECS does convey these insights to the C-ITS deployment platform initiated by the European Commission and also to the Amsterdam Group.

In order to achieve these ambitions, the Ports of Antwerp-Bruges, Barcelona, Venlo and Constanta will implement green port innovation demonstrations across four main pillars: clean energy production and supply, sustainable port design, modal shift and flows optimization, and digital transformation. Actions include: renewable energy generation and deployment of electric, hydrogen and methanol vehicles; building and heating networks retrofit for energy efficiency and implementation of circular economy approaches in infrastructure works; together with deployment of digital platforms (utilising AI and 5G technologies) to promote modal shift of passengers and freight, ensure optimised vehicle, vessel and container movements and allocations, and facilitate vehicle automation. These demonstrations form integrated packages aligned with other linked activities of the ports and their neighbouring city communities. Forming an Open Innovation Network for exchange, the ports, technology and support partners will progress through project phases of innovation demonstration, scale-up and co-transferability. Rigorous innovation and transfer processes will address technology evaluation and business case development for exploitation, as well as creating the institutional, regulatory and financial frameworks for green ports to flourish from technical innovation pilots to widespread solutions. These processes will inform and be undertaken in parallel with masterplan development and refinement, providing a Master Plan and roadmap for energy transition at the PIONEERS ports, and handbook to guide green port planning and implementation for different typologies of ports across Europe.

The improved performance will be achieved by understanding the most safety-critical accident scenarios and impact conditions to reach a higher level of understanding on how the injuries occur and by developing more reliable, realistic and robust test methods. An increased use will be fulfilled by listening to the riders’ needs, improving the systems in terms of comfort (without compromising safety) and carrying out active awareness raising and dissemination actions. The main goal of the PIONEERS project is to improve the safety of PTWs (both conventional and electric) by providing an integrated approach to rider protection considering on-rider (PPE) and on-board systems. Therefore, this project will investigate and assess the direct contribution to the reduction of fatalities and the severity of injuries, as well as the number of injured PTW users. The tools for that are developing new PPEs and on-board safety systems, as well as improving the validation and assessment methods and increasing the usage rate of such devices. Developing high-quality products (PPEs and on-board systems) from the European manufacturers and sensitizing the PTW users for the enhanced safety potential of those products will not only increase the safety level for PTW users but will also strengthen European competitiveness. Finally, the main results of PIONEERS will be: (i) higher understanding of injuries suffered by the riders (ii) better testing methods enabling better performance assessment and (iii) better products (PPEs and on-board systems) achieving an increased safety level for PTW users.
