It is based on the idea to build upon the good foundations of previous BUS experiences in five countries: North Macedonia, Spain, Slovenia, Slovakia and the Netherlands. Precedent actions in each of countries put mark and become recognized by innovation and bravery to meet the challenges in introduction of new approaches in meeting needs for energy efficiency in building sector, each of them notably is successful on national level. SEEtheSkills will gather best practices from each of the projects upon whose lessons learnt is built-on, in order to level up the achievements far above only national levels (mainly on the stage where they are now) on higher and, which is more important, wider interregional level. In order to facilitate broader visibility and accessibility of energy skills and to enable their mutual recognition across partner countries, through their cross validation based on learning outcomes, the project will act through novel 3V approach to tackle direct stimulation of demand of energy skills in construction. The 3V approach refers to: VISIBILITY of skills by creation of on-line repository i.e. Integrated SEEtheSkills area to make the skills visible, accessible and available on interregional level, between project partners and beyond; then enabling interregional cross VALIDATION of energy skills by making them comparable within SEEtheSkills area for management of knowledge&skills and through transferring and replication of training schemes between project partners; which as a final result will raise the VALUE of the skills and tackle their market demand, initiated by expressing the benefits of using energy skills in achieving sustainability of construction.

The CoVEs will be established in 5 European countries (Greece, Spain, Italy, Slovakia, and Portugal) and will all cooperate transnationally with each other through common structured forms of dialogue and communication. The activities of SECOVE are structured as follows. At the core of the project lies the establishment of the five CoVEs and of the SECOVE platform. A structured dialogue will be carried out locally and transnationally, in order to ensure a common, European approach across countries. The other activities can be intended as sectorial components of the SECOVE platform. Specifically, these are: the production of educational material that will make VET more relevant for the needs of the current sustainable energy job market, the nurturing of synergies between industry representatives and VET institutions, the promotion of an inclusive and attractive approach of VET towards women and the mainstreaming of a culture of quality and innovation in vocational education and training.A wide range of groups will benefit from the implementation of these activities: VET students and institutions, companies (both staff and managers) in the area of sustainable energy, women across educational levels and sectors, policymakers at local, national and European level and so forth. The activities foresee the organization of several impactful events: 28 local and transnational workshops as well as networking events with stakeholders (for a total of 590 participants), mobilities (benefitting 45 VET students), 9 Summer VET academies for girls in secondary education (180 participants expected), 4 capacity building events (training of 89 persons from partner organizations) and finally 3 Transnational Conferences (for a total of 210 participants).

These Roadmaps identified key measures for setting up a national qualification and training scheme and other measures for ensuring development of skills essential for the field of buildings to contribute to the fulfillment of the Europe 2020 energy targets. The project will particularly focus on key measure 1.3 and facilitate implementation of key measures 1.1, 1.2, 1.5 and 2.2 of the Roadmap endorsed in Slovakia, and on priority 4.3.1 and measures 1,2 and 4 of the Roadmap endorsed in the Czech Republic. This will strengthen the qualification of professionals identified as target group in the Roadmaps . The project will facilitate further investments in the skills anticipated in the EU Roadmap to a Resource Efficient Europe . Particularly the project will lead to: • Development of 5 education and training programmes for further education and training of middle and senior professionals in the field of buildings; • Setting up permanent network of trainers delivering the training programmes developed under the project; • Training of trainers for delivery of the programmes; • Proposal for financial measures to be established to facilitate and motivate middle and senior level professionals in participating to training programmes and SMEs to invest into further education; • Proposals to Slovak Government for incentives boosting demand for highly qualified professionals; • Reaching financing agreements using ESF for dissemination of training programmes. The project will establish necessary resources and prepare technical, organizational and financial conditions for training and re-training on energy efficiency and use of renewable energy sources for middle and senior level professionals in the field of buildings.
