We strive in the spirit of equal opportunities to target groups that do not so easily find access to education in general. The theme of inclusion is at the center of our efforts. In the second part of the application “community development” VHS Wien also has extensive experience : Volkshochschulen are anchored in their districts . We see education as an integral and important part of the urban development and are convinced of the campus idea how it is implemented in Vienna in new neighborhoods.Project objectivesThe study visit in Weston College , UK has these project objectives :- Analysis of proven models for inclusion of people with special needs on a structural level (program manager ) and on a substantive level (counselor)- Improving access of under-represented and structurally disadvantaged groups to higher education- Elaboration of the perspective of inclusion in adult education- Implementation of measures fighting the tendencies of ethnicization and culturalisation of migrants; oppose segregation in the education system of other disadvantaged groupsThe study visits at Hamburger Volkshochschule and at the Greenwich Community College aim at:- We want to be increasingly active in "Community Development" and rise our expertise and experience through job shadowing- Impulse and exchange of regional relations and networking work for strategic partnerships 2015ff- In-depth feasibility analysis of the resulting new learning opportunities and formats for testing in VHS Wien, locations Alsergrund and OttakringNumber and profile of participantsThe planned mobilities will be undertaken by:- Two directors - Alsergrund Ottakring shall forward the relevant site and are responsible for the management of local Volkshochschule- Four program managers who are planning their respective program area (urban development, second chance education - Berufsreifeprüfung )- A trainer, focussing on Stadtteilarbeit- a counsellour focussing on BRPDescription of activities" Community development" in Hamburg and in LondonThe study visits should clarify in what form a community college or other educational institution can participate in new forms of urban development and what courses of action can be developed from examples of other countries. We want to reach people who find difficult access to education for social, cultural and linguistic reasons. These target groups we want to invite to cooperation in order to strengthen their consciousness as citizens of this city, this country and of Europe ("European Citizenship") and also to raising peoples awareness of the support the City of Vienna by the EU.Inclusion in educational counselling and different settings of 2nd chance educationIncluding counselling and services for people with special needs: This is the claim that we have for the 2nd Chance Education - primarily Berufsreifeprüfung. The visit of Weston College , UK offers the possibility to analyze models tested on the spot and share experiences with the people involved.Project implementationpreparationFor applications for European mobilities a standardized process was created at VHS Wien. A preparation workshop for mobility-participants will be organised.implementationBasis of the cooperation with partners is a detailed learning agreement duly communicated. The monitoring during the study periods is ensured by a precise and known in advance list of questions.evaluationAfter the mobilities we will start a specified evaluation procedure (written report , evaluation interview , evaluation, reporting to management and program management)Expected ResultsSuggestions for areas of work which, although new to VHS Wien, will be integrated in ongoing activities- Reaching new audiences who have not previously participated in the courses, seminars and courses of VHS Wien: people who are confronted with a difficult access to education for social, linguistic, cultural reasons.- New findings, methods, and innovative measures for the working field inclusion and VHS internal dissemination- The link between urban development and educational needsLong-term benefits- Inclusion is transferred to other fields of activities at VHS Wien- We tackle the concept of the "community development" and enforce our role as a competent local / regional expert in the field.

Since the ideas, hopes, opinions and knowledge of Europe among refugees differ widely, we would like to eliminate information deficits, set in motion educational processes and produce in addition to learning the local language, a new learning module comprising two parts:- ""Understanding Europe - A guide to European Citizenship"" and- ""Understanding Germany / Austria / Poland / Romania / Bulgaria / Belgium - A guide to German / Austrian etc. citizenship"" We are convinced that only well-informed people can make a serious decision about how they want to set up in this Europe and see prospects for their future. We are also convinced that we have to support the migrants in this integration process the best we can.Objectives- Learning about Europe as a contribution to a successful integration of refugees into European societies- A learning module about Europe as part of the learning process of the language of the host country- Successfull integration and inclusion of immigrants and refugees into European societies.Number and profile of participantsWe were looking for an adequate geographical distribution of partner institutions in Europe:Sprachendienst Konstanz offers since many years courses for German for immigrants; during the latest Grundtvig-project they developed a short teaching module about Europe that was presented during a project meeting in April 2013.Universität Klagenfurt contributes the scientific background for the basic project work, and brings in very new up-to-date information about the situation of refugees in Europe. POS in Lodz as a cultural institution is an important regional stakeholder supporting peace education and integration of immigrants in Lodz. Nevo parudimos cares for the Roma community in the Severas county in Romania. This institution is involved in various European projects with different successful experiences in basic educational work. Hamburger Volkshochschule is one of the local key players for the approach ""integration by education"". EU Warehouse is one of the most experienced project management institutions, it has accepted the responsibilty for the dissemination part of the project. Bulgarian Development Agency is the only new member in the consortium: It wil be interesting to hear the point of view of this representative of a country at the borders of Europe dealing with immigrants. VHS Wien is involved in European cooperation projects since 1995, and it is part of the ""Start Wien"" program of the City of Vienna, organising German language courses and Information modules for refugees. Furthermore VHS Wien is responsible for the documentation of formal education - certificates, competences etc. - of the refugees arriving in Vienna.Description of activities- We produced the Handbook ""Understanding Europe - A guide to European Citizenship"" with national appendixes for the partner countries, including translations in English, French, Polish, Romanian, Bulgarian and German. Main part of the curricula are: The definition of learning targets, teaching methodologies, media, learning material, blended learning.- We organised 5 project meetings in Vienna, Sofia, Konstanz, Resita and Brussels- We prepared and organised a multiplier event in Brussels in order to present and disseminate our results to the European and national level of stakeholders and connect them to the European policy debateResults and impactThe European handbook and the 6 handbooks for Belgium, Bulgaria, Romania, Poland, Germany and Austria are a valuable tool for the language teachers in the respective countries. We noticed towards the end of the project the demand for the handbook beyond the partnership, as we began our dissemination work and did present the project results e.g. in a national conference in Vienna gathering the main stakeholders for the integration of immigrants. The publication is filling a gap in the existing offer of learning materials, according to the feedback of the external experts.Longer term benefitsImprovement of the degree of integration of migrants and refugees into European societies; at a national level: A new contribution to the ongoing integration process for immigrants. A better understanding of the needs of immigrants in the national population. And at the European level: Another contribution to the task of integration and inclusion of refugees."

We decided to visit Sweden - more precisely: Stockholm - in order to get to know the measures and projects that were started there for migrants within the scope of job shadowing. We have set ourselves 3 goals: 1. Information and getting to know the integration measures of the city of Stockholm 2. Feasibility study of the implementation of Swedish projects in VHS Wien 3. Disseminating information about the new knowledge within the existing network of local, regional and national institutions. Jeannette Lehninger of the Center for Adult Education of the City of Stockholm will present the in-house activities on both working days; attend a Swedish course with the mobility participants and demonstrate about general conditions, additional offers and teaching practice. The three employees who are involved in the European mobility work for the latest project of VHS Wien ""Integration from Day 1"". They will examine which projects and educational offers in Stockholm can be transferred to Vienna. Essential to us is the dissemination of information. The internal dissemination of information inside VHS Wien, and especially for projects of the same topic - spacelab, youth college, etc. and the external dissemination in the local / regional network towards the authorities and institutions involved: MA17 , Volkshilfe, Caritas, Interface, ABZ, Jugend am Werk etc."
