    "The project ""QualiProAIR Escort"" aimed to develop and test a new qualification ""escort of asylum seekers, immigrants and refugees"". It is implemented together with 6 partners from 5 EU-countries (Germany, Austria, Finland, Slovenia, Bulgaria) and adresses the strongly increasing area of immigration, which has established in the nearest past and will bother strongly Europe in the upcoming years. On the background of the necessity of unification on a european level for a solidaric solution concerning distribution and handling of the immigrants and the necessity of a uniform and comparable treatment of the Europe arriving people, all over Europe, especially on the ""balcan-course""(from Greece to Germany and Scandinavia) arise projects, initiatives and social institutions, which deal with the migrants, try to help them to integrate even into the labour-market. These project and initiatives are mostly done by social institutions or enterprises and voluntarily organised associations. People doing the necessary work, do it on basis of social jobs or social apprenticeship or they do it on voluntary basis without any specific training. Here arises a big potential of employment in the social sector, that misses a specific vocational training or apprenticeship. The project ""QualiProAIR Escort"" adresses this. It creates by developing of a needbased qualificationprofile on a European level a standardised orientation for this field of employment and provides for the aim of the Agenda 2020 to create more and better jobs. The requirements of competencies and skills, which are identified and defined by the profile, lead to a qualification, that enables the employees also to enter other areas of social services.Concerning the target group of young adults with obstacles transitory periods can be used to gain a specific qualification, which makes it easier to enter a apprenticeship in social jobs. It is similar for the target groups of qualified longterm unemployed and by unemployment threatened employees, who can create for themselves a new perspective by getting a modulized qualification in the field of ""immigration"". The qualification gives to the volunteers and the already in the field of ""immigration"" working people a higher professionality and their occupation a solid basis of training. The EU-wide comparability of the qualification through use of quality-standards increases on the one hand the transparancy of the qualification and the acquired competencies and skills and on the other hand it fosters the labour-market mobility in making the mutual approval easier. The preparation of the qualificationmodules to webbased teaching/learning fosters the flexibility of training and follows the EU demand of modernising the vocational education.In detail in the project ""QualiProAIR Escort"" firstly an analysis of needs is done, which identifies the necessity competencies and skills to escort asylum seekers, immigrants and refugees. These then will be transformed into goals of trainings and qualifications, so that the development of a qualification profile becomes possible. The result of the analysis will be basis for to be developed quality standards, which enables the europeanwide comparability and adaptability, as well as the development of 5 qualification modules. 3 modules will focus on entering the labourmarket of the immigrant (e.g. legal status, labour market issues, approval of qualifications) and 2 modules will handle social integration (e.g. intercultural training, treatment of women). These modules will be tested in testing-networks in the partner countries, after being adapted to the national specifics. The testing will be evaluated with an instrument of quality assurance. Aim is to implement the qualification sustainably in the vocational education system of the partner countries. Additional there will be developed and tested an assessment instrument for the identification of the competencies, to identifie the suitability of the targetgroup. To promote the political discussion of the necessity of the approval of the qualification there will be developed a guideline to implement and finance the qualification in the national VET systems both on national and EU-level."

    Background of the project: Along the strong migration towards Europe in 2015 there has been a big amount of juvenile refugees also. To those, but also youth with emigrational background, apprenticeship is due to specific barriers often impossible. Besides linguistic barriers there are mostly the educational preliminaries not always comparable to those you get in the European target-countries. That is caused to the fact, that academic teaching and learning content, duration, methods and so on in the home countries differ strongly from those in Europe. Also cultural differences, that influence social behavior and possibly have a negative effect on successful apprenticeship from research until graduation, are a barrier also. Unawareness of professional possibilities and operational requirements on the one hand and on the other hand skepticism of training companies whether the young trainees are up to the apprenticeship and its requirements, result negative answers to candidates despite skills shortage or short cut of apprenticeship. Also especially Juveniles often get the possibility to enter the apprenticeship but don´t get the opportunity to take part of vocational preparation measures or apprenticeship supporting measures. Aim of the project - Prequalification and preparation of apprenticeship for juvenile refugees and youth with emigrational background, to ease the entrance into the apprenticeship and avoid the short cut of apprenticeship - Support of the choice of an apprenticeship and professional orientation focused on the specific barriers of the target group - Qualification of the advising and supporting experts - Reduction of the barriers - Opening of apprenticeship to the target group - Fostering the cross-border possibilities of working - Making new potential accessible to enterprises with skills shortage - Developing a concept of measures of vocational preparation and supplementing products Choice of partners The choice of partners followed the challenge. We especially wanted to regard countries whose vocational education system is similar to the German one but also such whose system differs to get results that fit to any system and can adopt national specifics. The partner should work with the target group intensively and focus on preparation of and integration into apprenticeship. The partner also should be active in vocational education and have good approach to enterprises and economics. There should be experience in European projects and development of educational products.     Green Public Procurement (GPP), the purchase of goods, services and works by governments and state-owned enterprises respecting sustainability criteria, will be increasingly used by all level of governments in order to achieve the European Green Deal challenge and international targets on circular economy. As highlighted OECD (2019) to address barriers and realise the benefits from GPP, the need to increase the engagement of a variety of stakeholders and “develop a procurement workforce with the capacity to continually deliver value for money efficiently and effectively” do not affect only public officers. Companies’ participation in the adoption of strategic policy objectives for sustainability is a key factor to set a realistic path to make “Europe the first climate-neutral continent by 2050”. GREENER aims to support companies' participation in GPP with systemic effectiveness on the conditions of sustainability and business competitiveness. To do this, the skills of middle management and the more traditional profiles of the administration need to be updated. A systemic action of renewal of the VET paths addressed to these profiles is the priority of GREENER project.The objectives of GREENER are:1. Improve the skills of procurers and administrative profiles focusing on SMEs, with regard to GPP criteria, including ecolabels, material passports, product eco-design and design for recyclability, extended producer responsibility, waste prevention, packaging material and sharing, collaborative economy, reuse, and refurbishment; 2. Enhancing the responsiveness of curricula of traditional profiles, such as administrative professionals working in SMEs tendering departments, to the future demand of skills (upskilling – reskilling training path)3. Increasing the employability of VET students facing the global challenges 4. Improve regional actors’ readiness and create knowledge awareness on the influence of green public procurement on the adoption of sustainable consumption and production patterns by businesses operating in the region;5. Foster the VET attractivity relaunching the close cooperation between VET, public administrations, government agencies and bodies established to support SME development and SMEs, the Transparency Tools for skills validation and trainers’ capacity to apply an international mindset for education.GREENER’s partners define a strategic partnership among Bulgaria, Belgium, Spain, Italy, including: VET Providers, who works in close cooperation with national employers' associations. They are CLEANTECH (BG), BCO (BG), SFC Sistemi Formativi Confindustria (IT), CETEM (ES).UNIVERSITIES specialised in Sustainable Management as is Scuola Superiore S. Anna (IT)DECENTRALIZED AUTHORITIES, through ACR+, international network of cities and regions sharing the aim of promoting a sustainable resource management and accelerating the transition towards a circular economy on their territories and beyond.GREENER will involve:- a direct target defined by a transnational group of procurers, responsible in implementing circular public procurement processes (5 per each country) and administrative profiles workers involved in tendering processes, as accountants - administrative staff – purchasers (10 per each country). They will be involved in the project activities and in the training piloting phase, aimed to foster the transferability of GREENER curricula in the I-VET and C-VET existing offer. - an indirect target, made of its wider stakeholder community, constantly involved in the assessment and validation of project activities and Intellectual Output. At least 10 persons from each country will participate in the community, being: Manager /Middle Management from both SMEs and large enterprises, VET Experts, Sustainable management researchers, policy-maker relevant for Education & Labour as well as for GPP. Impacts on VET Innovation and Companies’ engagement in GPP will be reached through the following results:- IO1 Design of a common skills framework for professionals in circular and strategic sustainable procurement. It will enhance the responsiveness of curricula of traditional profiles to the future demand of skills, as well as increase the employability of VET students facing global challenges- IO2 GREENER e-learning platform completed by the Report “European Training Curricula for GREENER Administrative and Middle management in companies” will contribute to improve the skills of procurers and SMEs administrative profiles with regard to GPP criteria- IO3 Training Course will develop, through an extensive pilot testing phase involving 40 learners, a modular training program adapted to local industry stakeholder needs- IO4 GREENER Toolbox for the development of I-VET and C-VET programs will focus on developing a toolbox to support the development of I-VET and C-VET programs to help companies successfully apply for tenders that incorporate GPP requirements.
