Abstract

Kunnat ja niiden muodostamat yhteisöt ovat tärkeässä roolissa ja vastuussa kansallisten ja kansainvälisten energia- ja ilmastotavoitteiden toteutumisessa. Kunnilla on mahdollisuus vaikuttaa toiminnoillaan kaikkiin energia- ja ilmastopäästölähteisiin, kun otetaan huomioon kuntakonsernin omat toiminnot sekä yhteistyö alueen yritysten ja kuntalaisten kanssa. Suomen kunnat ovat voineet vapaaehtoisesti sitoutua energia- ja ilmastositoumuksiin, joiden tavoitteena on vähentää kunnassa muodostuvia kasvihuonekaasupäästöjä, edistää kestäviä toimintatapoja ja -muotoja. Suomessa erilaisten sitoumusten määrä on kasvanut viimeisen kymmenen vuoden aikana. Näihin sitoumuksiin luetaan mukaan kansallisen toimijan koordinoimat energia- ja ilmastoverkostot sekä vapaaehtoiset toimintatavat, joilla pyritään saavuttamaan Euroopan unionin asettamat päästövähennystavoitteet. Yksi tällaisista toimintatavoista on kunta-alan energiatehokkuussopimus (KETS). Tutkimuksen tavoitteena oli kartoittaa energiatehokkuutta edistävien sitoumusten tilanne Suomen kunnissa sekä saada käsitys kunta-alan energiatehokkuussopimuksen vaikuttavuudesta ja kipupisteistä. Tutkimus toteutettiin aineistolähtöisenä laadullisena tutkimuksena käyttäen tutkimusmenetelmänä teemahaastatteluja ja kirjallisuuskatsausta, joissa teoreettinen viitekehys rakentui Grounded Theory -menetelmälle. Sitoumusten nykytilanne saatiin kartoitettua kattavasti, tutkimuksessa huomioitiin yhteensä 14 eri energia- ja ilmastositoumusta. Tulokset osoittavat, että sitoumukset tukevat kuntia energia- ja ilmastotavoitteiden saavuttamisessa. Ne koetaan kaikkineen hyödyllisiksi kunnan taustatekijöistä riippumatta. Kuitenkin sitoumuksissa tunnistettiin haasteita, joista korostuivat resurssipula ja toiminnan organisointiin liittyvät tekijät kunnissa. Työn tuloksissa kunta-alan energiatehokkuussopimuksen hyödyistä ja vaikuttavuudesta nousi vahvasti esille sopimustoiminnan merkitys tuloksekkaana energiatehokkuuden edistäjänä ja tehokkaana toimintamuotona kunnissa. KETSin kipupisteissä korostuivat sopimuksen raportointiin liittyvät tekijät. Municipalities and communities that they form, have a big role and are responsible for achiev-ing the national and international energy and climate goals. As a premise, municipalities have a possibility to affect every aspect of the energy and climate emission sources and emitters considering the actions of the municipality and the co-operation between the companies and the local citizens in the area. The municipalities in Finland have had a possibility to voluntarily engage in energy and climate commitments which goals are to decrease the greenhouse gas emissions and to promote the sustainable action methods and tools. The amount of the commitments has been growing in the last 10 years in Finland. These commitments consist of energy and climate networks coordinated by a national operator and voluntary procedures, in which the target is to reach the high emission reduction goals set by the European Union such as Energy Efficiency Agreements in Municipal Sector. The goal of this thesis was to to examine the current situation of the energy and climate commitments in municipalities of Finland and to get an apprehension of the effectiveness and challenges about the Energy Efficiency Agreement in Municipal Sector. The thesis was made as a material based qualitative survey using theme interviews and a literature overview. The theoretical framework was based on the Grounded Theory method. The current situation of the commitments was able to comprehensively survey. There were totally 14 different commitments included in the study. The results show that the commit-ments support municipalities to achieve their energy and climate goals. Overall, despite the background factors, every municipality feels the commitments to be useful. However, the results find that there are obstacles especially with the lack of resources and the way to organize functions in municipalities. The results of the thesis showed that the benefits and effectiveness using the Municipal Sector Energy Efficiency Agreement in the municipal sector were affected greatly by the contracting activity. This was shown to advance the productiveness and an effective way to implement energy efficiency action into the municipality. In the thesis the issues of reporting were highlighted as the biggest challenge associated with the Municipal Sector Energy Efficiency Agreement.
