Abstract

ÖZETDOĞU AKDENİZ JEOPOLİTİĞİ VE ENERJİ KEŞİFLERİGökhan YÜKSELYüksek Lisans Tezi, Uluslararası İlişkilerDanışman: Prof. Dr. Hasret ÇOMAKAğustos, 2017 Bu çalışmada; Doğu Akdeniz'de bulunan enerji kaynakları ile bu kaynakların bölge jeopolitiğinde neden olduğu sorunlar ve yarattığı fırsatlar üzerinde durulmuştur. Asırlardır jeopolitik konumuyla bölgesel ve küresel güçlerin büyük önem verdiği Doğu Akdeniz'de, enerji-politik menfaatlerin de mücadele sahnesine taşınma süreci ele alınmıştır. Kıbrıs çevresinde bulunan doğal gaz ve petrol Güney Kıbrıs Rum Yönetimi, İsrail, Yunanistan, Lübnan, Suriye, Libya ve Mısır gibi bölge ülkelerinin aralarında kıta sahanlığı ve Münhasır ekonomik bölge anlaşmaları yapmalarına sebep olmuştur. Türkiye'nin bu duruma yaptığı itirazlar ile meselenin uluslararası boyutu göz önünde bulundurularak konu hukuki, siyasi ve ekonomik taraflarıyla irdelenmiştir. 2009'da İsrail'in kendi Münhasır Ekonomik Bölgesi'nde doğal gaz bulması sonrasında dünyanın dikkati Kıbrıs Adası'na çevrilmiştir. Bölge ülkeleri, Avrupa Birliği, Amerika Birleşik Devletleri ve Rusya gibi küresel güçlerin de alternatif enerji kaynakları bulma umutları artmıştır. Kıbrıs Adası çevresindeki enerji kaynakları, iki kimlikli Kıbrıs'ta kaynakların satışından elde edilecek gelirin paylaşımını tartışmaya açınca, adada çözüm olması için çıkarılan doğal gaz ve petrolün yeni sorunlar doğuracağı öngörülmüştür. Türkiye ise kendi deniz sahası haklarıyla birlikte Kuzey Kıbrıs Türk Cumhuriyeti'nin ve Kıbrıs Türklerinin haklarını da savunmak durumunda kalmıştır. Türkiye, bulunduğu coğrafyada komşu devletlere göre siyasi yapısı güçlü, devlet geleneği olan, istikrarlı bir ülke konumundadır. ABSTRACTEAST MEDITERRANEAN GEOPOLITICS AND ENERGY RESOURCESGökhan YÜKSELMaster Thesis, Department of International RelationsSupervisor: Prof. Dr. Hasret ÇOMAK August, 2017This study is about east Mediterranean energy resources and these energy resources based problems and opportunities. It is also discussed that the process of energy-politic interests over east Mediterranean seawhere for centuries gather the attention of global powers especially for its geopolitical position, transfer into contention stage. Natural gas and petroleum around Cyprus caused continental shelf and exclusive economic agreements between region countries such as Southern Cyprus, Israel, Greece, Lebanon, Syria, Libya and Egypt. The subject is addressed juristically, politically and economically by taking into account Turkey's objections and the subjects' international contents. After Israel found natural gas around its exclusive economic region in 2009, the world put its attentions onto Cyprus. The hope of finding alternative energy resources of regional countries and global powers such as European Union, USA and Russia has increased. After energy resources around Cyprus' incomes come up for discussion between double identity Cyprus, It is predicted that the natural gas and petroleum drilled for contributing the peace of the Cyprus, will cause more problems. At the same time Turkey has to defend all together its own sea shelf rights and Turkish Republic of Northern Cyprus' rights. Turkey, when you compare to its neighbors', is a strong and consistent country who has a state tradition. For this reason, Turkey has to be decisive but stay away from the tension while defending its national interests and rights.
