The forms of appropriation of energy transition by the territory narrative: the case of deep geothermal energy in Strasbourg Eurometropolis.

Abstract

Energy transition public policies have led to the multiplication of deep geothermal power plant projects in Alsace. However, their emergence in a densely populated territory has generated controversies. In particular, the distribution of benefits and risks between municipalities of Strasbourg Eurometropolis is discussed. We propose a socio-discursive study of territorial narratives produced by two municipalities that appear strongly contrasted. On the one hand, Illkirch-Graffenstaden highlights a municipal voluntarism aiming at promoting its territory. On the other hand, Eckbolsheim calls for negotiations with public authorities and for the constitution of a pluralist expertise. However, each of these two discourses mobilizes specific relation and imaginary contracts with regards the residents of these two cities, varying between "lay" public and "citizen" public.
