Carbon minors
The paper aims at contributing to the conceptual, methodological and policy support debate for global/local climate governance. The contribution consists of a conceptual and methodological contribution, based on the literature on vulnerability and through a quantitative analysis that crosses selected indicators of vulnerability and indicators of accumulated emissions of greenhouse gases (GHG). Through this contribution, it was possible to identify, preliminarily, a set of countries that it is proposed to call originally carbon minors, in a complementary way to the concept of carbon majors, proposed by Heede in 2014. The concept proposed in this article refers to countries and plots of populations that may suffer from climatic risks, both due to their structural vulnerability and the intense conjunctural vulnerability arising from economic policy choices made in the past. Specifically, it seeks to present and analyze a cyclical vulnerability index by a factor analysis of 20 variables proxies of vulnerability to climate change adopted by Brooks, Adger and Kelly in a 2005 study.
