End-of-Life Vehicle Reverse Logistics Network Design and Modeling for Meeting Higher Targets of Legislation

Proper design of recycling networks has become an important issue both in developed and developing countries because of governmental regulations limiting the amount of waste buried, economic and ecological benefits and increasing expectation of environmentally conscious customers. Automotive industry is one of the sectors that manufacturers must fulfill the requirements of related regulations. In Turkey, automobile manufacturers are responsible for free take-back of End-of-life vehicles (ELVs), recycling and recovering a certain percentage of weight of vehicles at the end of their operational lives. ELVs regulation issued in official gazette in 30.12.2009 by Republic of Turkey Ministry of Environment and Urbanization currently states that 85% of an ELV must be reused and recovered. However, the ratio must reach 95% by 2020. On the other hand, in European Union (EU) 95% of ELV material by weight must go for re-use and recovery since 2015 according to ELVs Directive (2000/52/EC). This study aims to analyze the effects of increasing recovery targets to ELVs recycling network design that is implementing in EU since 2015 and will be implemented in 2020 in Turkey. To address this task, a general recycling network for ELVs incorporating Post-Shredding Technologies (PSTs) for meeting the higher targets is designed and a mixed integer programming model is formulated. Proposed model is solved for Turkey case and the results are interpreted.
