Abstract

[Resumo] Este traballo estuda a fusión de catro municipios da provincia da Coruña, como guía de traballo á hora de asegurar a sustentabilidade municipal no eido rural. Para identificar a adecuación da reforma administrativa proposta, pártese dun amplo diagnóstico territorial do espazo investigado, que servirá de referencia para acadar o obxectivo de mellorar a prestación dos servizos locais e xustificar ante a cidadanía a modificación da planta municipal. A análise do espazo investigado revela a necesidade da fusión para asegurar unha provisión local eficiente, equitativa e sustentable. Isto débese á escaseza de servizos, á súa complexa accesibilidade, a unha poboación envellecida e á falta de base socioeconómica. A situación actual non garante a sustentabilidade vital municipal. [Resumen] El presente trabajo estudia la fusión de cuatro municipios de la provincia de A Coruña, como guía de trabajo a la hora de asegurar la sostenibilidad municipal en el ámbito rural. Para identificar la adecuación de la reforma administrativa planteada, se parte de un amplio diagnóstico territorial del espacio investigado, que servirá de referencia para alcanzar el objetivo de mejorar la prestación de los servicios locales y justificar ante la ciudadanía la modificación de la planta municipal. El análisis del espacio investigado revela la necesidad de la fusión para asegurar una provisión local eficiente, equitativa y sostenible. Esto se debe a la escasez de servicios, a su compleja accesibilidad, a una población envejecida y a la falta de base socioeconómica. La situación actual no garantiza la sostenibilidad vital municipal. [Abstract] The present work studies the merger of four municipalities in the province of A Coruña, as a working guide when it comes to ensuring municipal sustainability in rural areas. To identify the adequacy of the proposed administrative reform, we start from a broad territorial diagnosis of the investigated space, which will serve as a reference to achieve the objective of improving the provision of local services and justify before the citizens the modification of the municipal plant. The analysis of the investigated space reveals the need for fusion to ensure efficient, equitable and sustainable local provision. This is due to the scarcity of services, their complex accessibility, an aging population and the lack of a socio-economic base. The current situation does not guarantee the vital municipal sustainability.
