Challenges integrating sustainability in Portuguese house construction : a path to sustainable development goals : an exploratory approach

Abstract

In a rapidly evolving world, discussions about sustainability have become more common. Nevertheless, in the housing construction sector, the frequent and casual use of the term "sustainable" may have inadvertently diluted its profound meaning. Thus, the question that gives rise to this investigation is: How do companies in the residential construction sector, which label themselves as adherents to “green” and “sustainable” practices, effectively meet these requirements? Therefore, the objective of this work is to identify gaps and difficulties present on the housing construction sector, aiming to implement measures that effectively promote sustainability, aligning with the currently established Sustainable Development Goals. The flourishing construction industry and the widespread endorsement of terms such as “green” and “sustainable” have sparked a compelling investigation into the distinction between companies that lay claim to these labels and those that do not. This research originates an exploration of the confluence of the construction sector with sustainability, drawing insights from established literature and engaging in exploratory interviews with key industry stakeholders, including administrators, engineers, and architects. These exploratory interviews, allowing the interviewee to lead the interview, provided by an unbiased perspective on housing construction processes and offer guidance for a more sustainable future. Thus, it became possible to identify several problems that arise throughout the entire construction process, which can be summarized into four groups: Financial and Economic Challenges; Political and Regulatory Challenges; Operational and Planning Challenges; Knowledge and Awareness Challenges. Num mundo em rápida evolução, as discussões sobre sustentabilidade tornaram-se mais comuns. Não obstante, no setor da construção habitacional, o uso frequente e casual do termo “sustentável” pode ter inadvertidamente diluído o seu significado profundo. Desta forma, a pergunta que dá origem a esta investigação é: Como é que as empresas do setor da construção habitacional, que se auto-intitulam como seguidoras de práticas “verdes” e “sustentáveis”, cumprem efetivamente esses requisitos? Assim, o objetivo deste trabalho consiste em identificar as lacunas e dificuldades presentes no setor da construção habitacional, visando a implementação de medidas que efetivamente promovam a sustentabilidade, alinhando-se com os Objetivos de Desenvolvimento Sustentável estabelecidos pela ONU. A indústria da construção habitacional e a ampla adoção de termos como “verde” e “sustentável” desencadearam uma investigação sobre a distinção entre empresas que reivindicaram esses rótulos e as que não o fazem. Esta pesquisa explora a interseção do setor da construção habitacional com a sustentabilidade e com os Objetivos de Desenvolvimento Sustentável. Para trabalhar este tema, a escolha metodológica recaiu em entrevistas exploratórias aplicadas a intervenientes-chave deste sector, incluindo administradores, engenheiros e arquitetos. Estas entrevistas exploratórias, permitiu os entrevistados lideraram a entrevista, acerca dos processos de construção habitacional e ofereceram linhas de orientação para construção de um futuro mais sustentável neste campo. Assim, tornou-se possível identificar vários problemas que surgem ao longo de todo o processo construtivo, que podem ser resumidos em quatro grupos: Desafios Financeiros e Económicos; Desafios Políticos e Regulatórios; Desafios Operacionais e de Planeamento; Desafios de Conhecimento e Consciencialização.
