Biogas på rette kurs

Abstract

I dette speciale vurderes, hvordan en effektiv udbygning og indpasning af gyllebaserede biogasanlæg i det danske landbrugs- og energisystem kan sikres. Dette analyseres ud fra de forhold, der gør sig gældende på området; de politiske prioriteringer og initiativer, der er styrende for udviklingen på området, samt de teknologiske rammer og muligheder, der eksisterer i relation til miljøet, landbrugs- og energisystemet. I analysen indgår typer af anlægskoncepter, muligheder for inputs til biogasprocessen, samt afsætningsmuligheder for den afgassede biomasse og den producerede gas. Samtidig undersøges etableringsforløbet, herunder hvilke godkendelser og tilladelser der kræves, samt hvilke barrierer der knytter sig til etablering af anlæg. Vi sammenholder væsentlige forhold for opnåelse af en effektiv udbygning og indpasning af gyllebaserede biogasanlæg med de politiske initiativer, der tages på området. Herigennem gives en vurdering af, hvilken effekt de politiske initiativer fra aftalen Grøn Vækst vil have i forhold til den ambitiøse målsætning om udbygning med biogas, der er sat i aftalen. Afsluttende giver vi vores vurdering af, hvordan biogassektoren udbygges og indpasses effektivt og bæredygtigt i den førte politik.
