Abstract

La capacidad de acceso a la red se ha convertido en un recurso escaso y posiblemente en una de las principales barreras al desarrollo de nuevas instalaciones de producción de energía eléctrica a partir de fuentes renovables. Por ello, en este trabajo se analiza la normativa aplicable a la metodología y condiciones del acceso y de la conexión a las redes de transporte y distribución de las instalaciones de producción de energía eléctrica, pero desde una perspectiva concreta, esta es, las reformas necesarias para acomodar su régimen al marco regulatorio de las autorizaciones y permisos de las instalaciones de producción de energía a partir de fuentes renovables que establece la Directiva 2018/2001. Network access capacity has become a scarce resource and probably one of the main barriers to the development of new electrical energy production facilities from renewable sources. For this reason, this paper tackles the regulations applicable to the methodology and conditions of the access and connection to the transport and distribution networks of electrical energy production facilities. This will be analysed in the light of the necessary reforms to adapt its regime to the regulatory framework of authorizations and permits for energy production facilities from renewable sources set-up by the Directive 2018/2001. El presente estudio se ha realizado en el marco del proyecto de investigación titulado «La transformación del modelo energético: propuesta de un marco regulatorio integral para el desarrollo de las energías renovables» (PRODENER), financiado por el Ministerio de Economía, Industria y Competitividad, en la convocatoria «Retos de la sociedad 2017» (Referencia: DER2017-89157-R), investigadores principales: Juan Rosa Moreno y Germán Valencia Martín (Universidad de Alicante).
