Abstract

Le changement climatique et l'accélération des développements socio-économiques remettent de plus en plus en question la gestion des risques d'inondation dans le delta du Mékong vietnamien, un grand delta typique, économiquement dynamique et très vulnérable. Cette étude identifie et aborde les défis émergents pour la gestion des risques d'inondation. En outre, nous identifions et analysons les solutions de réponse, en nous concentrant sur les configurations significatives des solutions individuelles et sur la manière dont elles peuvent être adaptées à des défis spécifiques à l'aide d'enquêtes d'experts, de techniques d'analyse de contenu et d'inférences statistiques. Nos résultats montrent que les défis pour la gestion des risques d'inondation sont divers, mais que les défis critiques découlent principalement de la gouvernance et des cadres institutionnels actuels. Les trois principaux défis comprennent une faible collaboration, des objectifs de gestion contradictoires et une faible réactivité aux nouveaux problèmes. Nous avons identifié 114 solutions signalées et développé six stratégies de gestion des inondations adaptées à des défis spécifiques. Nous concluons que l'approche actuelle de gestion des inondations axée sur la technologie est insuffisante compte tenu des changements socio-écologiques rapides. Cette approche devrait donc être adaptée vers une configuration de gestion plus équilibrée où les mesures techniques et infrastructurelles sont combinées avec des résolutions institutionnelles et de gouvernance. Les enseignements de cette étude contribuent au répertoire émergent des solutions contemporaines de gestion des inondations, notamment par leurs configurations et leur adaptation à des défis spécifiques.

El cambio climático y la aceleración de los desarrollos socioeconómicos desafían cada vez más la gestión del riesgo de inundaciones en el delta del río Mekong vietnamita, un delta típico grande, económicamente dinámico y altamente vulnerable. Este estudio identifica y aborda los desafíos emergentes para la gestión del riesgo de inundaciones. Además, identificamos y analizamos soluciones de respuesta, centrándonos en configuraciones significativas de las soluciones individuales y en cómo se pueden adaptar a desafíos específicos utilizando encuestas de expertos, técnicas de análisis de contenido e inferencias estadísticas. Nuestros hallazgos muestran que los desafíos para la gestión del riesgo de inundaciones son diversos, pero los desafíos críticos surgen predominantemente de la gobernanza y los entornos institucionales actuales. Los tres principales desafíos incluyen una colaboración débil, objetivos de gestión conflictivos y una baja capacidad de respuesta a nuevos problemas. Identificamos 114 soluciones informadas y desarrollamos seis estrategias de gestión de inundaciones que se adaptan a desafíos específicos. Concluimos que el enfoque actual de gestión de inundaciones centrado en la tecnología es insuficiente dados los rápidos cambios socioecológicos. Por lo tanto, este enfoque debe adaptarse hacia una configuración de gestión más equilibrada donde las medidas técnicas y de infraestructura se combinen con resoluciones institucionales y de gobernanza. Los conocimientos de este estudio contribuyen al repertorio emergente de soluciones contemporáneas de gestión de inundaciones, especialmente a través de sus configuraciones y su adaptación a desafíos específicos.

Climate change and accelerating socioeconomic developments increasingly challenge flood-risk management in the Vietnamese Mekong River Delta-a typical large, economically dynamic and highly vulnerable delta. This study identifies and addresses the emerging challenges for flood-risk management. Furthermore, we identify and analyse response solutions, focusing on meaningful configurations of the individual solutions and how they can be tailored to specific challenges using expert surveys, content analysis techniques and statistical inferences. Our findings show that the challenges for flood-risk management are diverse, but critical challenges predominantly arise from the current governance and institutional settings. The top-three challenges include weak collaboration, conflicting management objectives and low responsiveness to new issues. We identified 114 reported solutions and developed six flood management strategies that are tailored to specific challenges. We conclude that the current technology-centric flood management approach is insufficient given the rapid socioecological changes. This approach therefore should be adapted towards a more balanced management configuration where technical and infrastructural measures are combined with institutional and governance resolutions. Insights from this study contribute to the emerging repertoire of contemporary flood management solutions, especially through their configurations and tailoring to specific challenges.

يشكل تغير المناخ والتطورات الاجتماعية والاقتصادية المتسارعة تحديًا متزايدًا لإدارة مخاطر الفيضانات في دلتا نهر الميكونغ الفيتنامية - وهي دلتا نموذجية كبيرة وديناميكية اقتصاديًا وضعيفة للغاية. تحدد هذه الدراسة التحديات الناشئة لإدارة مخاطر الفيضانات وتعالجها. علاوة على ذلك، نقوم بتحديد وتحليل حلول الاستجابة، مع التركيز على التكوينات الهادفة للحلول الفردية وكيف يمكن تكييفها مع تحديات محددة باستخدام استطلاعات الخبراء وتقنيات تحليل المحتوى والاستدلالات الإحصائية. تُظهر النتائج التي توصلنا إليها أن التحديات التي تواجه إدارة مخاطر الفيضانات متنوعة، ولكن التحديات الحرجة تنشأ في الغالب من الحوكمة الحالية والإعدادات المؤسسية. وتشمل التحديات الثلاثة الأولى ضعف التعاون، وتضارب أهداف الإدارة، وانخفاض الاستجابة للقضايا الجديدة. حددنا 114 حلًا تم الإبلاغ عنها وطورنا ست استراتيجيات لإدارة الفيضانات مصممة خصيصًا لمواجهة تحديات محددة. نستنتج أن نهج إدارة الفيضانات الحالي المتمحور حول التكنولوجيا غير كافٍ بالنظر إلى التغيرات الاجتماعية والبيئية السريعة. لذلك ينبغي تكييف هذا النهج نحو تكوين إداري أكثر توازناً حيث يتم الجمع بين التدابير التقنية والبنية التحتية والقرارات المؤسسية والحوكمة. تساهم الرؤى المستمدة من هذه الدراسة في الذخيرة الناشئة لحلول إدارة الفيضانات المعاصرة، لا سيما من خلال تكويناتها وتكييفها مع تحديات محددة.
