R��partition ou capitalisation : L'��ternel dilemme Une approche historique des critiques des syst��mes de retraite

Abstract

L���objectif de ce travail est de v��rifier lequel des deux modes de financement de la s��curit�� sociale, la r��partition ou la capitalisation, se base sur des arguments ��conomiques solides, permettant de le juger valable au bon fonctionnement des r��gimes de retraite. Une revue de litt��rature est effectu��e sur la base des contributions universitaires et institutionnelles au sujet des r��formes de retraite, de 1974 �� 2019, afin d���analyser : (i) les avantages et les critiques de la r��partition et les premi��res propositions de r��formes ; (ii) les arguments en faveur d���un nouveau syst��me par capitalisation ; (iii) et les principales critiques des arguments en faveur de la capitalisation. La litt��rature revue s���articule autour de deux id��es oppos��es : (i) le syst��me par r��partition est soumis �� des risques d���insoutenabilit�� et le passage �� la capitalisation est recommand�� ; (ii) les fonds de pension par capitalisation sont vou��s �� la faillite �� plus ou moins br��ve ��ch��ance. Cependant, la recommandation la plus g��n��rale et celle qui est relativement claire et non controvers��e est que la s��curit�� sociale devrait ��tre bas��e sur un syst��me �� plusieurs piliers qui comprend : (i) un pilier public qui fonctionne par r��partition ; (ii) un pilier d'��pargne-retraite obligatoire par capitalisation g��r�� par le secteur priv�� ou public ; et (iii) un pilier d'��pargne priv��e purement volontaire.
