The following thesis explores how Odsherred Municipality can secure the implementation of a cooperative heat distribution to the town of Rørvig.The thesis statement is as follows:How can Odsherred Municipality secure an implementation of cooperative heat distribution in Rørvig?This has been explored through an analysis of the municipal organisation, to see if this is beneficial to the process. Also the resources for the project both inside and outside of the organisation have been analysed. Here a stakeholder analysis was also done to see which key stakeholders there can or must be included in the process, to secure a good foundation in an implementation process.From the following analysis it can be concluded that the functional matrix structure in Odsherred Municipality can affect the way that the different centres in the organisation is working together and they believe that this calls for a better connection between them.In the process of securing resources to the implementation project, the municipality has two frontrunners that have experience from a previous project, which can secure a better foundation for the implementation of the present project. Here it is important to locate the local capacity in the community that can format into a group, to help entrench the project to the local community. Here trust to both the organisation and the group is crucial.The implementation process has a long time frame and that can be difficult to comprehend and work with. Here little intermediate goals should be part of the process, to visualise progress for the stakeholders and politicians. Also the time frame can be a barrier because the business case becomes worse if people choose individual heating options in the process, because it will affect a potential critical mass for the cooperative heat distribution.
