Strategisk Energiplanlægning - Erfaringerne fra Odsherred Kommune

Abstract

In this report we focused on Odsherred Municipality and their strategic energy planning (SEP). Being one of the municipalities in Denmark that has produced a strategic energy plan, we sought knowledge from their planning process; on how the process came about, the framework conditions municipalities are assigned and from a specific energy project in Egebjerg village. In the Egebjerg case, we applied backcasting and Logical Framework Approach (LFA), methodical tools, to systematize this knowledge, in order to help the planning process in similar projects. We found that the municipalities, due to lack of direct influence and or ownership, becomes dependent on their role as facilitative and networking in order to reach their goals. Also, our results showed us that a strong political support from the city council, is paramount, in order to allocate financial resources towards SEP. Lastly we found a link, between the processual knowledge we deduced from the project in Egebjerg village and LFA. We see this systematization, as helpful towards similar projects in Odsherred and other municipalities, and to make easier implementing and facilitating these steps.
