Abstract

Der kontinuierliche Ausbau erneuerbarer Energiegewinnung aus Wasserkraft verursacht zunehmend Konflikte zwischen Nutzung und Schutz der Fließgewässer und ihrer Biodiversität, insbesondere der Fischgemeinschaft. Zur Einschätzung und Bewertung der Konfliktträchtigkeit im Einzelfall bedarf es einer objektiven, transparenten und vergleichbaren Methode zur Feststellung des Risikos einzelner Wasserkraftwerke für die lokale Fischgemeinschaft. Der Europäische Fischgefährdungsindex (European Fish Hazard Index, kurz EFHI) bewertet hoch aufgelöst und transparent typische Wasserkraftrisiken für die Leitbild-konforme, typspezifische Fischgemeinschaft des jeweiligen Flussabschnitts. In der Vorauswahl sind 168 in europäischen Gewässern vorkommende Fisch- und Neunaugenarten implementiert. Der EFHI liefert eine dreistufige Mortalitäts-Risikoabschätzung für Fische (gering, moderat, hoch) an einer spezifischen Wasserkraftanlage, die darüber hinaus eine vergleichende Risikobewertung von Wasserkraftanlagen entlang eines Flusses, in verschiedenen Einzugsgebieten oder im Zeitverlauf ermöglicht. Der EFHI dient der fachplanerischen Bewertung eines möglichen artenschutz- oder wasserrechtlichen Risikos einer Wasserkraftanlage sowie der Notwendigkeit einer detaillierteren Umweltverträglichkeitsprüfung, kann letztere aber nicht ersetzen.

Der EFHI basiert seit der Version 3.0 auf VBA. Die meisten Eingabefelder enthalten Dummydaten, die vor der eigentlichen Nutzung entfernt werden müssen.
