The search is based on data from proton-proton collisions at a center-of-mass energy of 13 TeV collected with the CMS detector at the CERN LHC between 2016 and 2018, corresponding to an integrated luminosity of 137 fb−1. The search is performed over final states characterized by varying numbers of jets, b-tagged jets, electrons, and muons. The length of signal-candidate tracks in the plane perpendicular to the beam axis is used to characterize the lifetimes of wino- and Higgsino-like charginos produced in the context of the minimal supersymmetric standard model. The dE/dx energy loss of signal-candidate tracks is used to increase the sensitivity to charginos with a large mass and thus a small Lorentz boost. The observed results are found to be statistically consistent with the background-only hypothesis. Limits on the pair-production cross section of gluinos and squarks are presented in the framework of simplified models of supersymmetric particle production and decay, and for electroweakino production based on models of wino and Higgsino dark matter. The limits presented are the most stringent to date for scenarios with light third-generation squarks and a wino- or Higgsino-like dark matter candidate capable of explaining the observed dark matter relic density. © 2024 CERN, for the CMS Collaboration 2024 CERN

Neutrinos play an important role in all FASER analyses, either as signal or background, and it is therefore essential to understand the neutrino event rates. In this study, we update previous simulations and present prescriptions for theoretical predictions of neutrino fluxes and cross sections, together with their associated uncertainties. With these results, we discuss the potential for possible measurements that could be carried out in the coming years with the FASER neutrino data to be collected in LHC Run 3 and Run 4. The ability of shield wires installed in overhead lines to mitigate lightning-induced overvoltages has been extensively investigated. Unfortunately, these studies came to different results, sometimes contradicting each other: some authors found that shield wires produce a significant overvoltage reduction, while others found the reduction negligible; conflicting results also pertain to the role played by the various parameters involved, such as the relative height of the shield wires compared to the phase conductors. This paper aims to clarify this topic. The paper is organized in two parts: Part I, which starts from the analysis of the theory behind the mitigation effect, is devoted to establishing a more solid base to the topic. Two fundamental improvements are proposed: the first one is the distinction between internal and external of the parameters involved: current literature makes an indiscriminate grouping of all of them; the second one is concerned with the point along the line where the mitigation effect needs to be assessed. Thanks to this new approach, we show that this effect can be precisely quantified. The analysis in this Part I is limited to the basic case of a single grounding point of the shield wire, which represents an unrealistic case. Part II is devoted to completing the study, by applying the proposed approach to more realistic and practical cases.

However, there is a lack of comprehensive, empirical data about the processes, interactions and feedbacks in complex human-water systems leading to flood and drought impacts. To fill this gap, we present an IAHS Panta Rhei benchmark dataset containing socio-hydrological data of paired events, i.e. two floods or two droughts that occurred in the same area (Kreibich et al. 2017, 2019). The contained 45 paired events occurred in 42 different study areas (in three study areas we have data on two paired events), which cover different socioeconomic and hydroclimatic contexts across all continents. The dataset is unique in covering floods and droughts, in the number of cases assessed and in the amount of qualitative and quantitative socio-hydrological data contained. References to the data sources are provided in 2023-001_Kreibich-et-al_Key_data_table.xlsx where possible. Based on templates, we collected detailed, review-style reports describing the event characteristics and processes in the case study areas, as well as various semi-quantitative data, categorised into management, hazard, exposure, vulnerability and impacts. Sources of the data were classified as follows: scientific study (peer-reviewed paper and PhD thesis), report (by governments, administrations, NGOs, research organisations, projects), own analysis by authors, based on a database (e.g. official statistics, monitoring data such as weather, discharge data, etc.), newspaper article, and expert judgement. The campaign to collect the information and data on paired events started at the EGU General Assembly in April 2019 in Vienna and was continued with talks promoting the paired event data collection at various conferences. Communication with the Panta Rhei community and other flood and drought experts identified through snowballing techniques was important. Thus, data on paired events were provided by professionals with excellent local knowledge of the events and risk management practices.

The UN Sustainable Development Goals (SDGs) and the Paris Agreement have ushered in a new era of policymaking to deliver on the formulated goals. Energy policies are key to ensuring universal access to affordable, reliable, sustainable, and modern energy (SDG7). Yet they can also have considerable impact on other goals. To successfully achieve multiple goals concurrently, policies need to balance different objectives and manage their interactions. Refining previously contemplated design principles, we identify three key principles - complementary, transparency and adaptability - as highly pertinent for multiple-objective energy policies based on a synthesis of seventeen coordinated policy case studies. First, policies should entail complementary measures and design provisions that specifically target non-energy objectives (complementarity). Second, policy impacts should be tracked comprehensively in both energy and non-energy domains to uncover diminishing returns and facilitate policy learning (transparency). Third, policies should be capable of adapting to changing objectives over time (adaptability). These principles are rarely considered in current policies, implying the need to mainstream them into the next generation of policymaking by pointing to best practices and new tools.

Exploiting energy-recovery technology, it collides a novel, intense electron beam with a proton or ion beam from the High-Luminosity Large Hadron Collider (HL-LHC). The accelerator and interaction region are designed for concurrent electron–proton and proton–proton operations. This report represents an update to the LHeC’s conceptual design report (CDR), published in 2012. It comprises new results on the parton structure of the proton and heavier nuclei, QCD dynamics, and electroweak and top-quark physics. It is shown how the LHeC will open a new chapter of nuclear particle physics by extending the accessible kinematic range of lepton–nucleus scattering by several orders of magnitude. Due to its enhanced luminosity and large energy and the cleanliness of the final hadronic states, the LHeC has a strong Higgs physics programme and its own discovery potential for new physics. Building on the 2012 CDR, this report contains a detailed updated design for the energy-recovery electron linac (ERL), including a new lattice, magnet and superconducting radio-frequency technology, and further components. Challenges of energy recovery are described, and the lower-energy, high-current, three-turn ERL facility, PERLE at Orsay, is presented, which uses the LHeC characteristics serving as a development facility for the design and operation of the LHeC. An updated detector design is presented corresponding to the acceptance, resolution, and calibration goals that arise from the Higgs and parton-density-function physics programmes. This paper also presents novel results for the Future Circular Collider in electron–hadron (FCC-eh) mode, which utilises the same ERL technology to further extend the reach of DIS to even higher centre-of-mass energies.

Risk management has reduced vulnerability to floods and droughts globally1,2, yet their impacts are still increasing3. An improved understanding of the causes of changing impacts is therefore needed, but has been hampered by a lack of empirical data4,5. On the basis of a global dataset of 45 pairs of events that occurred within the same area, we show that risk management generally reduces the impacts of floods and droughts but faces difficulties in reducing the impacts of unprecedented events of a magnitude not previously experienced. If the second event was much more hazardous than the first, its impact was almost always higher. This is because management was not designed to deal with such extreme events: for example, they exceeded the design levels of levees and reservoirs. In two success stories, the impact of the second, more hazardous, event was lower, as a result of improved risk management governance and high investment in integrated management. Abstract The performance is presented of the reconstruction and identification algorithms for electrons and photons with the CMS experiment at the LHC. The reported results are based on proton-proton collision data collected at a center-of-mass energy of 13 TeV and recorded in 2016–2018, corresponding to an integrated luminosity of 136 fb^-1. Results obtained from lead-lead collision data collected at √(sNN)=5.02 TeV are also presented. Innovative techniques are used to reconstruct the electron and photon signals in the detector and to optimize the energy resolution. Events with electrons and photons in the final state are used to measure the energy resolution and energy scale uncertainty in the recorded events. The measured energy resolution for electrons produced in Z boson decays in proton-proton collision data ranges from 2 to 5%, depending on electron pseudorapidity and energy loss through bremsstrahlung in the detector material. The energy scale in the same range of energies is measured with an uncertainty smaller than 0.1 (0.3)% in the barrel (endcap) region in proton-proton collisions and better than 1 (3)% in the barrel (endcap) region in heavy ion collisions. The timing resolution for electrons from Z boson decays with the full 2016–2018 proton-proton collision data set is measured to be 200 ps.

The search is based on data from proton-proton collisions at a center-of-mass energy of 13 TeV collected with the CMS detector at the CERN LHC between 2016 and 2018, corresponding to an integrated luminosity of 137 fb−1. The search is performed over final states characterized by varying numbers of jets, b-tagged jets, electrons, and muons. The length of signal-candidate tracks in the plane perpendicular to the beam axis is used to characterize the lifetimes of wino- and Higgsino-like charginos produced in the context of the minimal supersymmetric standard model. The dE/dx energy loss of signal-candidate tracks is used to increase the sensitivity to charginos with a large mass and thus a small Lorentz boost. The observed results are found to be statistically consistent with the background-only hypothesis. Limits on the pair-production cross section of gluinos and squarks are presented in the framework of simplified models of supersymmetric particle production and decay, and for electroweakino production based on models of wino and Higgsino dark matter. The limits presented are the most stringent to date for scenarios with light third-generation squarks and a wino- or Higgsino-like dark matter candidate capable of explaining the observed dark matter relic density. © 2024 CERN, for the CMS Collaboration 2024 CERN

Neutrinos play an important role in all FASER analyses, either as signal or background, and it is therefore essential to understand the neutrino event rates. In this study, we update previous simulations and present prescriptions for theoretical predictions of neutrino fluxes and cross sections, together with their associated uncertainties. With these results, we discuss the potential for possible measurements that could be carried out in the coming years with the FASER neutrino data to be collected in LHC Run 3 and Run 4. The ability of shield wires installed in overhead lines to mitigate lightning-induced overvoltages has been extensively investigated. Unfortunately, these studies came to different results, sometimes contradicting each other: some authors found that shield wires produce a significant overvoltage reduction, while others found the reduction negligible; conflicting results also pertain to the role played by the various parameters involved, such as the relative height of the shield wires compared to the phase conductors. This paper aims to clarify this topic. The paper is organized in two parts: Part I, which starts from the analysis of the theory behind the mitigation effect, is devoted to establishing a more solid base to the topic. Two fundamental improvements are proposed: the first one is the distinction between internal and external of the parameters involved: current literature makes an indiscriminate grouping of all of them; the second one is concerned with the point along the line where the mitigation effect needs to be assessed. Thanks to this new approach, we show that this effect can be precisely quantified. The analysis in this Part I is limited to the basic case of a single grounding point of the shield wire, which represents an unrealistic case. Part II is devoted to completing the study, by applying the proposed approach to more realistic and practical cases.

However, there is a lack of comprehensive, empirical data about the processes, interactions and feedbacks in complex human-water systems leading to flood and drought impacts. To fill this gap, we present an IAHS Panta Rhei benchmark dataset containing socio-hydrological data of paired events, i.e. two floods or two droughts that occurred in the same area (Kreibich et al. 2017, 2019). The contained 45 paired events occurred in 42 different study areas (in three study areas we have data on two paired events), which cover different socioeconomic and hydroclimatic contexts across all continents. The dataset is unique in covering floods and droughts, in the number of cases assessed and in the amount of qualitative and quantitative socio-hydrological data contained. References to the data sources are provided in 2023-001_Kreibich-et-al_Key_data_table.xlsx where possible. Based on templates, we collected detailed, review-style reports describing the event characteristics and processes in the case study areas, as well as various semi-quantitative data, categorised into management, hazard, exposure, vulnerability and impacts. Sources of the data were classified as follows: scientific study (peer-reviewed paper and PhD thesis), report (by governments, administrations, NGOs, research organisations, projects), own analysis by authors, based on a database (e.g. official statistics, monitoring data such as weather, discharge data, etc.), newspaper article, and expert judgement. The campaign to collect the information and data on paired events started at the EGU General Assembly in April 2019 in Vienna and was continued with talks promoting the paired event data collection at various conferences. Communication with the Panta Rhei community and other flood and drought experts identified through snowballing techniques was important. Thus, data on paired events were provided by professionals with excellent local knowledge of the events and risk management practices.

The UN Sustainable Development Goals (SDGs) and the Paris Agreement have ushered in a new era of policymaking to deliver on the formulated goals. Energy policies are key to ensuring universal access to affordable, reliable, sustainable, and modern energy (SDG7). Yet they can also have considerable impact on other goals. To successfully achieve multiple goals concurrently, policies need to balance different objectives and manage their interactions. Refining previously contemplated design principles, we identify three key principles - complementary, transparency and adaptability - as highly pertinent for multiple-objective energy policies based on a synthesis of seventeen coordinated policy case studies. First, policies should entail complementary measures and design provisions that specifically target non-energy objectives (complementarity). Second, policy impacts should be tracked comprehensively in both energy and non-energy domains to uncover diminishing returns and facilitate policy learning (transparency). Third, policies should be capable of adapting to changing objectives over time (adaptability). These principles are rarely considered in current policies, implying the need to mainstream them into the next generation of policymaking by pointing to best practices and new tools.

Exploiting energy-recovery technology, it collides a novel, intense electron beam with a proton or ion beam from the High-Luminosity Large Hadron Collider (HL-LHC). The accelerator and interaction region are designed for concurrent electron–proton and proton–proton operations. This report represents an update to the LHeC’s conceptual design report (CDR), published in 2012. It comprises new results on the parton structure of the proton and heavier nuclei, QCD dynamics, and electroweak and top-quark physics. It is shown how the LHeC will open a new chapter of nuclear particle physics by extending the accessible kinematic range of lepton–nucleus scattering by several orders of magnitude. Due to its enhanced luminosity and large energy and the cleanliness of the final hadronic states, the LHeC has a strong Higgs physics programme and its own discovery potential for new physics. Building on the 2012 CDR, this report contains a detailed updated design for the energy-recovery electron linac (ERL), including a new lattice, magnet and superconducting radio-frequency technology, and further components. Challenges of energy recovery are described, and the lower-energy, high-current, three-turn ERL facility, PERLE at Orsay, is presented, which uses the LHeC characteristics serving as a development facility for the design and operation of the LHeC. An updated detector design is presented corresponding to the acceptance, resolution, and calibration goals that arise from the Higgs and parton-density-function physics programmes. This paper also presents novel results for the Future Circular Collider in electron–hadron (FCC-eh) mode, which utilises the same ERL technology to further extend the reach of DIS to even higher centre-of-mass energies.

Risk management has reduced vulnerability to floods and droughts globally1,2, yet their impacts are still increasing3. An improved understanding of the causes of changing impacts is therefore needed, but has been hampered by a lack of empirical data4,5. On the basis of a global dataset of 45 pairs of events that occurred within the same area, we show that risk management generally reduces the impacts of floods and droughts but faces difficulties in reducing the impacts of unprecedented events of a magnitude not previously experienced. If the second event was much more hazardous than the first, its impact was almost always higher. This is because management was not designed to deal with such extreme events: for example, they exceeded the design levels of levees and reservoirs. In two success stories, the impact of the second, more hazardous, event was lower, as a result of improved risk management governance and high investment in integrated management. Abstract The performance is presented of the reconstruction and identification algorithms for electrons and photons with the CMS experiment at the LHC. The reported results are based on proton-proton collision data collected at a center-of-mass energy of 13 TeV and recorded in 2016–2018, corresponding to an integrated luminosity of 136 fb^-1. Results obtained from lead-lead collision data collected at √(sNN)=5.02 TeV are also presented. Innovative techniques are used to reconstruct the electron and photon signals in the detector and to optimize the energy resolution. Events with electrons and photons in the final state are used to measure the energy resolution and energy scale uncertainty in the recorded events. The measured energy resolution for electrons produced in Z boson decays in proton-proton collision data ranges from 2 to 5%, depending on electron pseudorapidity and energy loss through bremsstrahlung in the detector material. The energy scale in the same range of energies is measured with an uncertainty smaller than 0.1 (0.3)% in the barrel (endcap) region in proton-proton collisions and better than 1 (3)% in the barrel (endcap) region in heavy ion collisions. The timing resolution for electrons from Z boson decays with the full 2016–2018 proton-proton collision data set is measured to be 200 ps.
