I recenti eventi di innalzamento parossistico delle temperature, verificatisi in molte aree del pianeta, dimostrano che il cambiamento climatico rappresenta uno dei principali problemi a cui è necessario dare risposte rapide ed efficaci. La letteratura scientifica di riferimento sottolinea l’importanza di analizzare le relazioni tra le caratteristiche socioeconomiche della popolazione e l’organizzazione fisico-funzionale dei sistemi urbani. Inoltre, il concetto di vulnerabilità è oramai parte del bagaglio teorico ed operativo per le analisi di rischio dei cambiamenti climatici. Partendo da tali premesse, l’obiettivo del presente lavoro è identificabile nella messa a punto di una procedura per la costruzione di mappe di vulnerabilità alla scala locale riferite ad uno dei fenomeni del cambiamento climatico quali le isole di calore urbano, al fine di supportare i decisori locali nella definizione di un quadro sistematico di idonee misure di mitigazione e adattamento.

Since the '90s, the Ross Sea and the coastal area of Terra Nova Bay have been chosen as specific and peculiar research sites for climatic investigations within the LTER (Long-Term Ecological Research) network. Studies have been conducted by both Italian and international Universities and research centres.This macro-site area is characterized by abundant primary productivity, and zooplankton and benthonic communities. The objective of the research activities is the acquisition of long-term time series related to the biotic communities, the bio-geochemical fluxes and the physico-chemical parameters of the water column in the Ross Sea area. To this aim, four Moorings (A, B, D and H) were deployed to obtain the above-mentioned data, which will be very useful to improve the quality of the existing bio-geochemical models and to provide more precise information on the Antarctic marine ecosystem in relation to global climate change. In the Terra Nova Bay research site, the activities are devoted to the characterization of the relationship between the structure and the dynamic of the pelagic and benthonic communities and the ice cover. Numerous physical, chemical and biological data were collected from the four Moorings, the water samples retrieved at the Terra Nova Bay site and the sediments samples. Such fundamental data allowed establishing an important starting point to better understand the climate change phenomena occurred in the last twenty years, and that will occur in the future, in the Ross Sea Area.

Scientific literature about energy retrofit focuses on single buildings, but the investigation of whole building stocks is particularly worthy because it can yield substantial energy, environmental and economic benefits. Hence, how to address large-scale energy retrofit of a building stock? The paper handles this issue by employing a methodology that provides the robust energy assessment of building categories. This is denoted as SLABE, “Simulation-based Large-scale uncertainty/sensitivity Analysis of Building Energy performance”. It was presented by the same authors to address the energy retrofit of a building category and is here enhanced to investigate a whole and heterogeneous building stock that includes various categories. Each category is represented by a Representative Building Sample (RBS), which is defined through Latin hypercube sampling and uncertainty analysis. Hence, optimal retrofit packages are found in function of buildings’ location, intended use and construction type. Two families of optimal solutions are achieved. The first one collects the most energy-efficient (and thus sustainable) solutions, among the ones that produce global cost savings, thereby addressing the collective perspective. The second one collects cost-optimal solutions thereby addressing the private perspective. EnergyPlus is employed as simulation tool and coupled with MATLAB® for data analysis and processing. The methodology is applied to a significant segment of the Italian public administration building stock, which includes several building categories depending on location, use destination and construction type. The outcomes show huge potential energy and economic savings, and could support a deep energy renovation of the Italian building stock

By referring to the wider strategies set up, starting from the middle of the Nineties, by the European cities to promote a sustainable urban mobility and to the more recent concept of soft mobility, which generally includes pedestrian and cycling mobility, this contribution focuses on pedestrian mobility in urban areas, outlining criteria and methods for planning and designing networks of urban public open spaces, such as roads and squares, devoted to an exclusive or prevailing pedestrian use. First of all, the paper analyzes the multiple roles played by roads and squares within the cities: “axes” supporting different mobility flows, including the pedestrian ones, and in the meanwhile urban places in which different activities (commercial activities, meeting, and so on) take place. Grounding on that, the main reasons driving toward an organization of such spaces as urban networks have been outlined. Then, some guidelines and methodological elements, both for planning pedestrian networks and designing their elements taking into account the correspondence between foreseen uses and spatial features of each element, have been provided. Furthermore, the links between the pedestrian networks and the main junctions of other urban mobility networks, as well as between the first ones and the urban contexts have been stressed. Suggested guidelines and methodological elements have been applied and tested both on historical and suburban areas of the city of Naples; nevertheless they represent only a first step towards the setting up of a method for pedestrian networks planning and design in urban areas. By referring to the wider strategies set up, starting from the middle of the Nineties, by the European cities to promote a sustainable urban mobility and to the more recent concept of soft mobility, which generally includes pedestrian and cycling mobility, this contribution focuses on pedestrian mobility in urban areas, outlining criteria and methods for planning and designing networks of urban public open spaces, such as roads and squares, devoted to an exclusive or prevailing pedestrian use. First of all, the paper analyzes the multiple roles played by roads and squares within the cities: “axes” supporting different mobility flows, including the pedestrian ones, and in the meanwhile urban places in which different activities (commercial activities, meeting, and so on) take place. Grounding on that, the main reasons driving toward an organization of such spaces as urban networks have been outlined. Then, some guidelines and methodological elements, both for planning pedestrian networks and designing their elements taking into account the correspondence between foreseen uses and spatial features of each element, have been provided. Furthermore, the links between the pedestrian networks and the main junctions of other urban mobility networks, as well as between the first ones and the urban contexts have been stressed. Suggested guidelines and methodological elements have been applied and tested both on historical and suburban areas of the city of Naples; nevertheless they represent only a first step towards the setting up of a method for pedestrian networks planning and design in urban areas. In particolare, i temi dell’analisi spazio-sociale, della qualità dello spazio pubblico, della sua accessibilità, della sicurezza, del welfare e della qualità urbana in generale devono tener conto di metodologie di progettazione target oriented, attente alla specificità dei bisogni di una società plurale, sensibile alle differenze (di età, sesso, razza, lingua, religione, cultura, condizioni sociali). In questo contesto, i programmi a livello internazionale sulle pari opportunità hanno lo scopo di contribuire al raggiungimento degli “Obiettivi di Sviluppo del Millennio” attraverso politiche e interventi gender mainstreaming, da prevedere anche nel campo della pianificazione urbanistica, gestione e governance. Si tratta di una sfida inevitabile che richiede responsabilità e impegno da parte dei diversi attori territoriali affinché l’azione congiunta di strategie top-down di gender mainstreaming planning e politiche bottom-up possano produrre risultati concreti. Alla luce di quanto finora esposto, e facendo riferimento a specifici casi di studio, il contributo propone una riflessione sulla necessità di una prospettiva gender sensitive nella pianificazione urbanistica – pure intrecciata ai temi dei trasporti, della sicurezza, dell’accessibilità dei luoghi, della pianificazione dei tempi e degli orari – con indubbi effetti positivi in termini di qualità urbana, inclusione e partecipazione attiva per città più intelligenti. Questo contributo illustra un segmento del lavoro di consulenza tecnico-scientifica svolta dal Dipartimento di Ingegneria Civile, Edile e Ambientale dell’Università Federico II, a supporto dell’Ufficio di Piano del comune di Carinola (CE) per la revisione del dimensionamento delle volumetrie e delle superfici necessarie a soddisfare il fabbisogno residenziale (imposto dal PTCP della provincia) nella redazione del Piano Urbanistico Comunale in un’ottica di riduzione del consumo di suolo. Con una velocità di 2 m2 al secondo, il consumo di suolo continua inesorabilmente ad aumentare occupando attualmente circa il 7,65% del territorio nazionale (ISPRA, 2018). Le previsioni al 2050 evidenziano un’ulteriore perdita di oltre 8.000 km2 di superficie, considerando anche le conseguenze di una ripresa economica globale. Questo contributo si inserisce nel filone di ricerca di riduzione/ottimizzazione del consumo di suolo, ponendo l’attenzione sul cruciale aspetto del soddisfacimento del fabbisogno residenziale e dei limiti dimensionali forniti dalle autorità sovracomunali inclusi negli strumenti di governo del territorio a scala vasta. La necessità di far convergere la domanda di nuove residenze con i limiti della normativa vigente e i principi fondanti della sostenibilità rappresenta una delle principali sfide tecniche e scientifiche delle trasformazioni urbane e territoriali. Al fine di raggiungere tali obiettivi si propone una metodologia di supporto alle decisioni che consenta, tra l’altro, la verifica del dimensionamento residenziale, utilizzando metodi matriciali e tecniche GIS. Questa procedura consente di affrontare congiuntamente sia i vincoli quantitativi connessi al carico insediativo residenziale (previsto) che la riduzione degli impatti negativi sul territorio. Il contributo intende, infine, stimolare il dibattito sulle potenzialità offerte dai Sistemi Informativi Geografici nel supportare le scelte di governo del territorio orientate ad una effettiva (e misurabile) riduzione del consumo di suolo.

A fronte di una produzione di rifiuti solidi in continuo aumento negli anni e di una difficoltà a gestirne lo smaltimento secondo i vecchi canoni, il D.L. n. 22 del 5/2/97 (Decreto Ronchi), recependo le Direttive Europee del settore, ha fortemente indirizzato la gestione dei rifiuti in direzione di un recupero delle materie prime secondarie (raccolta differenziata) e di un recupero di energia (CDR e biogas). In tale quadro è particolarmente interessante approfondire la problematica della produzione di biogas da matrici organiche biodegradabili, con particolare riguardo alla frazione organica ottenuta dalla raccolta differenziata.

Le attuali dinamiche del settore delle costruzioni registrano segnali di un prossimo ciclo edilizio i cui drivers sono individuabili nella promozione di azioni sostenibili, nella riqualificazione edilizia, nella progettualità qualificata e nell’innovazione tecnologica (Rapporto Cresme, 2010) che potranno altresì configurarsi come prospettive strategiche, culturali e tecniche attraverso le quali uscire dalla crisi economica, finanziaria e produttiva in cui versa il settore. All’interno di questo scenario previsionale le necessarie misure di ripresa possono essere correlate alla ricerca di appropriate risposte al forte disagio abitativo e alla necessità di riabilitazione del patrimonio edilizio esistente che, come è noto, non è solo “datato” e in progressiva obsolescenza, ma manifesta numerose inadeguatezze rispetto a prestazioni non più rispondenti a esigenze e requisiti qualificanti per il comfort abitativo, la sicurezza, la fruibilità. Il contributo illustra gli studi e le ricerche svolte dall’Unità di ricerca “Tecnologia e Ambiente” del Dipartimento di Progettazione Urbana e di Urbanistica dell’Università degli Studi di Napoli Federico II, al fine di definire buone pratiche, progetti dimostratori e brevetti che possano contribuire alla ricerca di prospettive per nuovi indirizzi operativi. Si tratta di individuare azioni finalizzate al miglioramento del rendimento energetico del patrimonio costruito, all’utilizzo di energie rinnovabili, alla sperimentazione di tecnologie innovative a basso impatto ambientale, per introdurre nuove qualità sia negli edifici esistenti, sia nei diversi contesti urbani, delineando possibili criteri per avviare il rilancio economico del settore edilizio secondo approcci eco-compatibili./Redevelopment can stand as an effective response to the converging ecological, energy and economic crises if the energy efficiency of the built heritage can be enhanced using renewable energy and innovative technologies with a low environmental impact. The reduced drainage capacity of the soils, common to various European realities, is also evident in Mediterranean urbanized contexts, such as the city of Naples, where the central areas suffer from scarce permeable green surfaces. The focus of this work is on the large monumental hospitals in the center which, due to their size, go beyond the building scale to take the form of large urban blocks. The particular conformation of these factories, organized around large courtyards and cloisters, and their size allow large-scale actions aimed at increasing permeable surfaces with consequences on surface temperatures. These interventions to adapt to climate change are part of a broader objective of reopening the internal spaces of monumental hospitals to city flows and compensating for the shortcomings of green public spaces. After a careful selection of some case studies present in the Neapolitan territory, the methodological approach starts from the evaluation of the building consistency, the incidence of the covered and uncovered surfaces and the relative permeability, using tools such as the Impact Reduction index. I recenti eventi di innalzamento parossistico delle temperature, verificatisi in molte aree del pianeta, dimostrano che il cambiamento climatico rappresenta uno dei principali problemi a cui è necessario dare risposte rapide ed efficaci. La letteratura scientifica di riferimento sottolinea l’importanza di analizzare le relazioni tra le caratteristiche socioeconomiche della popolazione e l’organizzazione fisico-funzionale dei sistemi urbani. Inoltre, il concetto di vulnerabilità è oramai parte del bagaglio teorico ed operativo per le analisi di rischio dei cambiamenti climatici. Partendo da tali premesse, l’obiettivo del presente lavoro è identificabile nella messa a punto di una procedura per la costruzione di mappe di vulnerabilità alla scala locale riferite ad uno dei fenomeni del cambiamento climatico quali le isole di calore urbano, al fine di supportare i decisori locali nella definizione di un quadro sistematico di idonee misure di mitigazione e adattamento.

Since the '90s, the Ross Sea and the coastal area of Terra Nova Bay have been chosen as specific and peculiar research sites for climatic investigations within the LTER (Long-Term Ecological Research) network. Studies have been conducted by both Italian and international Universities and research centres.This macro-site area is characterized by abundant primary productivity, and zooplankton and benthonic communities. The objective of the research activities is the acquisition of long-term time series related to the biotic communities, the bio-geochemical fluxes and the physico-chemical parameters of the water column in the Ross Sea area. To this aim, four Moorings (A, B, D and H) were deployed to obtain the above-mentioned data, which will be very useful to improve the quality of the existing bio-geochemical models and to provide more precise information on the Antarctic marine ecosystem in relation to global climate change. In the Terra Nova Bay research site, the activities are devoted to the characterization of the relationship between the structure and the dynamic of the pelagic and benthonic communities and the ice cover. Numerous physical, chemical and biological data were collected from the four Moorings, the water samples retrieved at the Terra Nova Bay site and the sediments samples. Such fundamental data allowed establishing an important starting point to better understand the climate change phenomena occurred in the last twenty years, and that will occur in the future, in the Ross Sea Area.

Scientific literature about energy retrofit focuses on single buildings, but the investigation of whole building stocks is particularly worthy because it can yield substantial energy, environmental and economic benefits. Hence, how to address large-scale energy retrofit of a building stock? The paper handles this issue by employing a methodology that provides the robust energy assessment of building categories. This is denoted as SLABE, “Simulation-based Large-scale uncertainty/sensitivity Analysis of Building Energy performance”. It was presented by the same authors to address the energy retrofit of a building category and is here enhanced to investigate a whole and heterogeneous building stock that includes various categories. Each category is represented by a Representative Building Sample (RBS), which is defined through Latin hypercube sampling and uncertainty analysis. Hence, optimal retrofit packages are found in function of buildings’ location, intended use and construction type. Two families of optimal solutions are achieved. The first one collects the most energy-efficient (and thus sustainable) solutions, among the ones that produce global cost savings, thereby addressing the collective perspective. The second one collects cost-optimal solutions thereby addressing the private perspective. EnergyPlus is employed as simulation tool and coupled with MATLAB® for data analysis and processing. The methodology is applied to a significant segment of the Italian public administration building stock, which includes several building categories depending on location, use destination and construction type. The outcomes show huge potential energy and economic savings, and could support a deep energy renovation of the Italian building stock

By referring to the wider strategies set up, starting from the middle of the Nineties, by the European cities to promote a sustainable urban mobility and to the more recent concept of soft mobility, which generally includes pedestrian and cycling mobility, this contribution focuses on pedestrian mobility in urban areas, outlining criteria and methods for planning and designing networks of urban public open spaces, such as roads and squares, devoted to an exclusive or prevailing pedestrian use. First of all, the paper analyzes the multiple roles played by roads and squares within the cities: “axes” supporting different mobility flows, including the pedestrian ones, and in the meanwhile urban places in which different activities (commercial activities, meeting, and so on) take place. Grounding on that, the main reasons driving toward an organization of such spaces as urban networks have been outlined. Then, some guidelines and methodological elements, both for planning pedestrian networks and designing their elements taking into account the correspondence between foreseen uses and spatial features of each element, have been provided. Furthermore, the links between the pedestrian networks and the main junctions of other urban mobility networks, as well as between the first ones and the urban contexts have been stressed. Suggested guidelines and methodological elements have been applied and tested both on historical and suburban areas of the city of Naples; nevertheless they represent only a first step towards the setting up of a method for pedestrian networks planning and design in urban areas. In questo contesto, i programmi a livello internazionale sulle pari opportunità hanno lo scopo di contribuire al raggiungimento degli “Obiettivi di Sviluppo del Millennio” attraverso politiche e interventi gender mainstreaming, da prevedere anche nel campo della pianificazione urbanistica, gestione e governance. Si tratta di una sfida inevitabile che richiede responsabilità e impegno da parte dei diversi attori territoriali affinché l’azione congiunta di strategie top-down di gender mainstreaming planning e politiche bottom-up possano produrre risultati concreti. Questo contributo illustra un segmento del lavoro di consulenza tecnico-scientifica svolta dal Dipartimento di Ingegneria Civile, Edile e Ambientale dell’Università Federico II, a supporto dell’Ufficio di Piano del comune di Carinola (CE) per la revisione del dimensionamento delle volumetrie e delle superfici necessarie a soddisfare il fabbisogno residenziale (imposto dal PTCP della provincia) nella redazione del Piano Urbanistico Comunale in un’ottica di riduzione del consumo di suolo. Con una velocità di 2 m2 al secondo, il consumo di suolo continua inesorabilmente ad aumentare occupando attualmente circa il 7,65% del territorio nazionale (ISPRA, 2018). Le previsioni al 2050 evidenziano un’ulteriore perdita di oltre 8.000 km2 di superficie, considerando anche le conseguenze di una ripresa economica globale. Questo contributo si inserisce nel filone di ricerca di riduzione/ottimizzazione del consumo di suolo, ponendo l’attenzione sul cruciale aspetto del soddisfacimento del fabbisogno residenziale e dei limiti dimensionali forniti dalle autorità sovracomunali inclusi negli strumenti di governo del territorio a scala vasta. La necessità di far convergere la domanda di nuove residenze con i limiti della normativa vigente e i principi fondanti della sostenibilità rappresenta una delle principali sfide tecniche e scientifiche delle trasformazioni urbane e territoriali. Al fine di raggiungere tali obiettivi si propone una metodologia di supporto alle decisioni che consenta, tra l’altro, la verifica del dimensionamento residenziale, utilizzando metodi matriciali e tecniche GIS. Questa procedura consente di affrontare congiuntamente sia i vincoli quantitativi connessi al carico insediativo residenziale (previsto) che la riduzione degli impatti negativi sul territorio. Il contributo intende, infine, stimolare il dibattito sulle potenzialità offerte dai Sistemi Informativi Geografici nel supportare le scelte di governo del territorio orientate ad una effettiva (e misurabile) riduzione del consumo di suolo.

Questo contributo illustra un segmento del lavoro di consulenza tecnico-scientifica svolta dal Dipartimento di Ingegneria Civile, Edile e Ambientale dell’Università Federico II, a supporto dell’Ufficio di Piano del comune di Carinola (CE) per la revisione del dimensionamento delle volumetrie e delle superfici necessarie a soddisfare il fabbisogno residenziale (imposto dal PTCP della provincia) nella redazione del Piano Urbanistico Comunale in un’ottica di riduzione del consumo di suolo. Con una velocità di 2 m2 al secondo, il consumo di suolo continua inesorabilmente ad aumentare occupando attualmente circa il 7,65% del territorio nazionale (ISPRA, 2018). Le previsioni al 2050 evidenziano un’ulteriore perdita di oltre 8.000 km2 di superficie, considerando anche le conseguenze di una ripresa economica globale. Questo contributo si inserisce nel filone di ricerca di riduzione/ottimizzazione del consumo di suolo, ponendo l’attenzione sul cruciale aspetto del soddisfacimento del fabbisogno residenziale e dei limiti dimensionali forniti dalle autorità sovracomunali inclusi negli strumenti di governo del territorio a scala vasta. A fronte di una produzione di rifiuti solidi in continuo aumento negli anni e di una difficoltà a gestirne lo smaltimento secondo i vecchi canoni, il D.L. n. 22 del 5/2/97 (Decreto Ronchi), recependo le Direttive Europee del settore, ha fortemente indirizzato la gestione dei rifiuti in direzione di un recupero delle materie prime secondarie (raccolta differenziata) e di un recupero di energia (CDR e biogas). In tale quadro è particolarmente interessante approfondire la problematica della produzione di biogas da matrici organiche biodegradabili, con particolare riguardo alla frazione organica ottenuta dalla raccolta differenziata.

Le attuali dinamiche del settore delle costruzioni registrano segnali di un prossimo ciclo edilizio i cui drivers sono individuabili nella promozione di azioni sostenibili, nella riqualificazione edilizia, nella progettualità qualificata e nell’innovazione tecnologica (Rapporto Cresme, 2010) che potranno altresì configurarsi come prospettive strategiche, culturali e tecniche attraverso le quali uscire dalla crisi economica, finanziaria e produttiva in cui versa il settore. All’interno di questo scenario previsionale le necessarie misure di ripresa possono essere correlate alla ricerca di appropriate risposte al forte disagio abitativo e alla necessità di riabilitazione del patrimonio edilizio esistente che, come è noto, non è solo “datato” e in progressiva obsolescenza, ma manifesta numerose inadeguatezze rispetto a prestazioni non più rispondenti a esigenze e requisiti qualificanti per il comfort abitativo, la sicurezza, la fruibilità. Il contributo illustra gli studi e le ricerche svolte dall’Unità di ricerca “Tecnologia e Ambiente” del Dipartimento di Progettazione Urbana e di Urbanistica dell’Università degli Studi di Napoli Federico II, al fine di definire buone pratiche, progetti dimostratori e brevetti che possano contribuire alla ricerca di prospettive per nuovi indirizzi operativi. Si tratta di individuare azioni finalizzate al miglioramento del rendimento energetico del patrimonio costruito, all’utilizzo di energie rinnovabili, alla sperimentazione di tecnologie innovative a basso impatto ambientale, per introdurre nuove qualità sia negli edifici esistenti, sia nei diversi contesti urbani, delineando possibili criteri per avviare il rilancio economico del settore edilizio secondo approcci eco-compatibili./Redevelopment can stand as an effective response to the converging ecological, energy and economic crises if the energy efficiency of the built heritage can be enhanced using renewable energy and innovative technologies with a low environmental impact. To this end, the Research Unit Technology and Environment, University of Naples Federico II, is undertaking a structured set of studies addressing the issue of retrofit technology of buildings in Campania put up in the second half of the 20th century to help in defining best practices for planning, design and production.

The reduced drainage capacity of the soils, common to various European realities, is also evident in Mediterranean urbanized contexts, such as the city of Naples, where the central areas suffer from scarce permeable green surfaces. The focus of this work is on the large monumental hospitals in the center which, due to their size, go beyond the building scale to take the form of large urban blocks. The particular conformation of these factories, organized around large courtyards and cloisters, and their size allow large-scale actions aimed at increasing permeable surfaces with consequences on surface temperatures. These interventions to adapt to climate change are part of a broader objective of reopening the internal spaces of monumental hospitals to city flows and compensating for the shortcomings of green public spaces. After a careful selection of some case studies present in the Neapolitan territory, the methodological approach starts from the evaluation of the building consistency, the incidence of the covered and uncovered surfaces and the relative permeability, using tools such as the Impact Reduction index.
