  • Normative-Legal Ensuring of Energy Supply By Pipeline A. Voronin, V. Lipsky ; Приводятся общие положения, связанные с факторами, воздействующими на безопасность магистрального трубопроводного транспорта, а также с влиянием технических нормативных правовых актов на безопасность объектов и процессов. По результатам проведенного анализа состояния нормативной правовой базы магистрального трубопроводного транспорта предложены направления ее совершенствования. Обоснована необходимость разработки системы технических нормативных правовых актов в магистральном трубопроводном транспорте и создания общей базы технических актов компаний, эксплуатирующих трубопроводы, а также выделены первоочередные документы, нуждающиеся в актуализации.= The General provisions related to the factors affecting the safety of the main pipeline transport, as well as the impact of technical regulations on the safety of objects and processes are given. According to the results of the analysis of the state of the regulatory framework of the main pipeline transport, the directions of its improvement are proposed. The necessity of development of the system of technical normative legal acts in the main pipeline transport is substantiated and the creation of a common database of technical acts of companies operating pipelines, as well as priority documents in need of updating.

  • В статье предложены инновационные направления энергосбережения в тяговых сетях железных дорог и новые схемотехнические решения присоединения тяговых подстанций к сетям энергосистем, обеспечивающие энергобезопасность перевозочного процесса. Дано обоснование необходимости расчета тяговых подстанций по векторному методу трехфазного потребления энергии от подстанций НЭК "Укрэнерго". ; Innovative scenarios of reliable energy supply of transportation process aimed at reducing the specific energy consumption and increase energy efficiency of the systems of electric traction. The paper suggests innovative energy saving directions in traction networks of railways and new circuit solutions accessing traction substations in energy systems networks, ensure energy security of the transportation process. To ensure the energy security of rail transport special schemes were developed to propose the concept of external power traction substations, which would increase the number of connections to the networks of 220-330 kV, as well as the creation of transport and energy corridors, development of its own supply of electric networks of 110 kV substations and mobile RP-110 kV of next generation. Therefore, the investment program of the structures owned by the Ukrainian Railways (Ukrzaliznytsia) need to be synchronized in their technological characteristics, as well as the criteria of reliability and quality of power supply with the same external energy investment programs. It is found that without any load on left or right supplying arm one of two less loaded phases of traction transformer begins generating specific modes in the supplying three-phase line. Thus, modes of mobile substation cause leakage in one of the phases of the supply line of traction transformers of active-capacitive current, and as a result generating energy in the main power line of 154 kV, which is fixed and calculated by electricity meters. For these three phase mode supply network is necessary to use 1st algorithm, i.e. taking into account the amount of electricity as the energy in all phases. For effective application of reactive power compensation devices in the AC traction power supply systems it is proposed to develop regulatory documentation on necessity of application and the order of choice of parameters and placement of compensation systems taking into account operation mode of power systems and the use of software systems with imitation of instantaneous interrelated schemes of transport loads.

    В статье на материалах комплексного социологического исследования авторы проанализировали основные проблемы и достижения в сфере устойчивых транспортных систем и мобильности в крупных российских городах на примере г. Москва и г. Казань. Авторы понимают под устойчивым транспортом такое состояние транспортной системы, которое обеспечивает выполнение социально и экономически оправданного объема перевозок, не нанося ущерба здоровью человека и окружающей среде, а также, не нарушая права нынешних и будущих поколений [Бакирей 2014]. К основным принципам устойчивого развития транспорта относят сокращение выбросов CО2, снижение загрязнения атмосферного воздуха, а также создание социально равноправной транспортной системы и повышение экономического потенциала городов. Результаты исследования показали, что к основным городским инициативам властей в области развития устойчивого транспорта и мобильности относится стремительное развитие общественного транспорта, каршеринга, веломаршрутов, системы скоростных трамваев. Вместе с тем существует ряд нерешенных проблем, которые усугубляются постоянным ростом количества личного автотранспорта. К ним относятся использование жителями преимущественно личного автотранспорта, несовершенства системы общественного транспорта, серьезная нагрузка на окружающую среду ввиду использования транспорта с бензинными и дизельными двигателями, низкий уровень развития альтернативных видов транспорта, неудобство и небезопасность вело- и пеших маршрутов. Основными стратегиями повышения экологичности передвижения может стать перевод общественного транспорта на альтернативные источники энергии, развитие личного и общественного электротранспорта, строительство в центре городов перехватывающих и платных парковок, применение тарифной политики, стимулирующей пользование общественным транспортом горожанами. In the article, based on the materials of a comprehensive sociological study, the authors analyzed the main problems and achievements in the field of sustainable transport systems and mobility in large Russian cities using the example of Moscow and Kazan. The authors understand sustainable transport as such a state of the transport system that ensures the implementation of a socially and economically justified volume of traffic without harming human health and the environment, and without violating the rights of current and future generations. The main principles of sustainable transport development include reducing CO2 emissions, reducing air pollution, as well as creating a socially equitable transport system and increasing the economic potential of cities. The results of the study showed that the main city government initiatives in the field of sustainable transport and mobility development include the rapid development of public transport, car sharing, bicycle routes, and light rail systems. At the same time, there are a number of unresolved problems, which are exacerbated by the constant increase in the number of personal vehicles. These include the use of predominantly personal vehicles by residents, the imperfection of the public transport system, a serious burden on the environment due to the use of vehicles with gasoline and diesel engines, the low level of development of alternative modes of transport, the inconvenience and unsafety of cycling and walking routes. The main strategies for improving the environmental friendliness of movement can be the transfer of public transport to alternative energy sources, the development of personal and public electric transport, the construction of intercepting and paid parking in the center of cities, the application of a tariff policy that stimulates the use of public transport by citizens.

    Статья посвящена определению зависимости коэффициента передачи энергии из первичной во вторичную обмотку согласующего устройства – импульсного трансформатора тока дискового типа – от значения индуктивной нагрузки. В ходе исследований сняты осциллограммы разрядных импульсов и экспериментально определены индуктивность исследуемых индукторов и коэффициент передачи энергии из первичной обмотки согласующего устройства в индуктор – инструмент обработки. The article deals with determination of energy transfer coefficient dependence from primary coil to secondary matching device coil on inductive load value. In the course of researches, the discharge pulses oscillograms have been registred, and the inductance of research inductors and the energy transfer coefficient from the primary matching device coil to the inductor– processing tool have been experimentally determined.

    The article presents estimates regarding the scale of changes arising from the mass introduction of electric vehicles. The relevance of this paper is determined by the increasing demands for the environmental cleanliness of transport energy sources. It is obvious that in the future alternative fuel vehicles will crowd out oil fuel transport. I propose an original approach to the economic evaluation of the alternative resources' use in transport taking into account regional conditions and initial data's uncertainty. It allows comparing new technologies in transport and choosing the most efficient options for power supply of passengers and freight vehicles in the country's different regions. The main feature of the proposed model is the combination of optimization and simulation methods based on the Monte Carlo technique. The study identifies the trends in the dynamics of motorization and the structure of energy resources in the transport sector and assesses the possible consequences of the electric vehicles' introduction in Russia. It also includes the results of experimental calculations using various combinations of expected conditions and forecasting prices in accordance with the demand for motor fuel in major macro regions of Russia. The article has demonstrated that the economic efficiency of the use of alternative fuels and energy in transport will depend on regional characteristics, in particular, on the dynamics of changes in prices for energy resources. По результатам проведенного анализа состояния нормативной правовой базы магистрального трубопроводного транспорта предложены направления ее совершенствования. Обоснована необходимость разработки системы технических нормативных правовых актов в магистральном трубопроводном транспорте и создания общей базы технических актов компаний, эксплуатирующих трубопроводы, а также выделены первоочередные документы, нуждающиеся в актуализации.= The General provisions related to the factors affecting the safety of the main pipeline transport, as well as the impact of technical regulations on the safety of objects and processes are given. According to the results of the analysis of the state of the regulatory framework of the main pipeline transport, the directions of its improvement are proposed. The necessity of development of the system of technical normative legal acts in the main pipeline transport is substantiated and the creation of a common database of technical acts of companies operating pipelines, as well as priority documents in need of updating.

Дано обоснование необходимости расчета тяговых подстанций по векторному методу трехфазного потребления энергии от подстанций НЭК "Укрэнерго". ; Innovative scenarios of reliable energy supply of transportation process aimed at reducing the specific energy consumption and increase energy efficiency of the systems of electric traction. The paper suggests innovative energy saving directions in traction networks of railways and new circuit solutions accessing traction substations in energy systems networks, ensure energy security of the transportation process. To ensure the energy security of rail transport special schemes were developed to propose the concept of external power traction substations, which would increase the number of connections to the networks of 220-330 kV, as well as the creation of transport and energy corridors, development of its own supply of electric networks of 110 kV substations and mobile RP-110 kV of next generation. Therefore, the investment program of the structures owned by the Ukrainian Railways (Ukrzaliznytsia) need to be synchronized in their technological characteristics, as well as the criteria of reliability and quality of power supply with the same external energy investment programs. It is found that without any load on left or right supplying arm one of two less loaded phases of traction transformer begins generating specific modes in the supplying three-phase line. Thus, modes of mobile substation cause leakage in one of the phases of the supply line of traction transformers of active-capacitive current, and as a result generating energy in the main power line of 154 kV, which is fixed and calculated by electricity meters. For these three phase mode supply network is necessary to use 1st algorithm, i.e. taking into account the amount of electricity as the energy in all phases. For effective application of reactive power compensation devices in the AC traction power supply systems it is proposed to develop regulatory documentation on necessity of application and the order of choice of parameters and placement of compensation systems taking into account operation mode of power systems and the use of software systems with imitation of instantaneous interrelated schemes of transport loads.

    В статье на материалах комплексного социологического исследования авторы проанализировали основные проблемы и достижения в сфере устойчивых транспортных систем и мобильности в крупных российских городах на примере г. Москва и г. Казань. Авторы понимают под устойчивым транспортом такое состояние транспортной системы, которое обеспечивает выполнение социально и экономически оправданного объема перевозок, не нанося ущерба здоровью человека и окружающей среде, а также, не нарушая права нынешних и будущих поколений [Бакирей 2014]. К основным принципам устойчивого развития транспорта относят сокращение выбросов CО2, снижение загрязнения атмосферного воздуха, а также создание социально равноправной транспортной системы и повышение экономического потенциала городов. Результаты исследования показали, что к основным городским инициативам властей в области развития устойчивого транспорта и мобильности относится стремительное развитие общественного транспорта, каршеринга, веломаршрутов, системы скоростных трамваев. Вместе с тем существует ряд нерешенных проблем, которые усугубляются постоянным ростом количества личного автотранспорта. К ним относятся использование жителями преимущественно личного автотранспорта, несовершенства системы общественного транспорта, серьезная нагрузка на окружающую среду ввиду использования транспорта с бензинными и дизельными двигателями, низкий уровень развития альтернативных видов транспорта, неудобство и небезопасность вело- и пеших маршрутов. Основными стратегиями повышения экологичности передвижения может стать перевод общественного транспорта на альтернативные источники энергии, развитие личного и общественного электротранспорта, строительство в центре городов перехватывающих и платных парковок, применение тарифной политики, стимулирующей пользование общественным транспортом горожанами. In the article, based on the materials of a comprehensive sociological study, the authors analyzed the main problems and achievements in the field of sustainable transport systems and mobility in large Russian cities using the example of Moscow and Kazan. The authors understand sustainable transport as such a state of the transport system that ensures the implementation of a socially and economically justified volume of traffic without harming human health and the environment, and without violating the rights of current and future generations. The main principles of sustainable transport development include reducing CO2 emissions, reducing air pollution, as well as creating a socially equitable transport system and increasing the economic potential of cities. The results of the study showed that the main city government initiatives in the field of sustainable transport and mobility development include the rapid development of public transport, car sharing, bicycle routes, and light rail systems. At the same time, there are a number of unresolved problems, which are exacerbated by the constant increase in the number of personal vehicles. These include the use of predominantly personal vehicles by residents, the imperfection of the public transport system, a serious burden on the environment due to the use of vehicles with gasoline and diesel engines, the low level of development of alternative modes of transport, the inconvenience and unsafety of cycling and walking routes. The main strategies for improving the environmental friendliness of movement can be the transfer of public transport to alternative energy sources, the development of personal and public electric transport, the construction of intercepting and paid parking in the center of cities, the application of a tariff policy that stimulates the use of public transport by citizens.

The article deals with determination of energy transfer coefficient dependence from primary coil to secondary matching device coil on inductive load value. In the course of researches, the discharge pulses oscillograms have been registred, and the inductance of research inductors and the energy transfer coefficient from the primary matching device coil to the inductor– processing tool have been experimentally determined.

    The article investigates the process of military tracked vehicle movement with a combined power plant. The proposed mathematical model allows to study curved, controlled movement of military tracked vehicle and its components: an internal combustion engine, the generator, the traction motors.     The article presents estimates regarding the scale of changes arising from the mass introduction of electric vehicles. The relevance of this paper is determined by the increasing demands for the environmental cleanliness of transport energy sources. It is obvious that in the future alternative fuel vehicles will crowd out oil fuel transport. I propose an original approach to the economic evaluation of the alternative resources' use in transport taking into account regional conditions and initial data's uncertainty. It allows comparing new technologies in transport and choosing the most efficient options for power supply of passengers and freight vehicles in the country's different regions. The main feature of the proposed model is the combination of optimization and simulation methods based on the Monte Carlo technique. The study identifies the trends in the dynamics of motorization and the structure of energy resources in the transport sector and assesses the possible consequences of the electric vehicles' introduction in Russia. It also includes the results of experimental calculations using various combinations of expected conditions and forecasting prices in accordance with the demand for motor fuel in major macro regions of Russia. The article has demonstrated that the economic efficiency of the use of alternative fuels and energy in transport will depend on regional characteristics, in particular, on the dynamics of changes in prices for energy resources. The proposed methodological approach and the results obtained can be useful in studying the problems of the power industry development. © 2019 Institute of Economics, Ural Branch of the Russian Academy of Sciences. Предложен методический подход для оценки конкурентоспособности разных видов топлива и энергии для транспорта с учетом региональных условий. Определены устойчивые тенденции в динамике автомобилизации и структуре энергоносителей в транспортном секторе. Оценены возможные последствия электромобилей в России. Представлены результаты модельных расчетов с различными сочетаниями предполагаемых условий и полученные прогнозные зависимости спроса на автомобильные топлива на легковом и грузовом автотранспорте для отдельных макрорегионов страны.
