AbstractBackgroundIn recent years, healthcare has faced many different crises around the world such as HIV-, Ebola- or H1N1-outbrakes, opioid addiction, natural disasters and terrorism attacks). In particular, the current pandemic of Covid-19 has challenged the resilience of health systems. In many healthcare systems, primary care practices play a crucial role in the management of crises as they are often the first point of contact and main health care provider for patients. Therefore, this study explored which situations are perceived as crises by primary care practice teams and potential strategies for crisis management.MethodsA qualitative observational study was conducted. Data were collected in interviews and focus groups with experts from primary care practices and stakeholders focusing on primary care practices in Germany such as physicians, medical assistants, practice managers, quality managers, hygiene managers and institutions on health system level (politics, research and health insurance). All interviews and focus groups were audio-recorded and transcribed verbatim. A qualitative content analysis was performed using a rapid qualitative analysis approach first, followed by a thematic analysis.ResultsTwo focus groups and 26 interviews including 40 participating experts were conducted. Many different situations were perceived as crises, varying from issues in the practice organization to problems on health system level and international disasters. Distinct aspects associated with the perception of a crisis situation by interviewees were the presence of emotional reactions, a need for organizational changes and a lack of necessary resources. A broad spectrum of possible strategies was discussed that could help to cope with or even prevent the emergence of an actual crisis. In particular, strengthening communication within practice teams and resilience among employees was perceived to be fundamental for improving responses to crises or preventing them.ConclusionsThe study provides perspectives of primary health care workers on crises in health, that could inform health policy regarding prevention and management of future crises in primary care facilities.

The COVID-19 pandemic is the largest public health crisis in recent history. Many states have taken unprecedented action in responding to the pandemic by restricting international and domestic travel, limiting economic activity, and passing massive social welfare bills. This begs the question, why have states taken extreme measures for COVID-19 but not the climate crisis? By comparing state responses to COVID-19 with those to the climate crisis, we identify the crisis characteristics that drive quick and far-reaching reactions to some global crises but not others. We inductively develop a conceptual framework that identifies eight crisis characteristics with observable variation between COVID-19 and climate change. This framework draws attention to under-considered areas of variance, such as the perceived differences in the universality of impacts, the legibility of policy responses, and the different sites of expertise for both crises. We use this structured comparison to identify areas of leverage for obtaining quicker and broader climate action.

We ask whether COVID-19 is likely to support the transition to a more sustainable fashion industry. In answering this question, we utilize a framework for examining sustainability along the fashion-supply chain, highlighting the opportunities and challenges for a sustainable transition with respect to design, production, retail, consumption, and end-of-life. At each step, we also consider socioeconomic dimensions with regard to social impacts, employment, and gender. In doing so, we argue that any meaningful shift toward sustainability and a just transition must recognize social and environmental challenges as interconnected, addressing structural inequalities.

The price of food has been affected in recent months in response to events such as the war in Ukraine, energy costs, inflation, the COVID-19 pandemic, and climate change. Indeed, supply problems, as well as the repercussions of global issues, have had an impact on grocery bills. Just between September and October 2022, the price of food increased by 11.4% and 11% year-to-year. In addition, with the pandemic, buying locally has become a key factor for some in choosing which products to consume. This second edition of the report aims to answer the question Does eating local in Quebec cost more? More precisely, our objective was to identify if local products in the food sector, especially in Quebec, were competitive in their price points compared to foods coming from other regions of the world. To answer this, we used AI and machine learning to harvest data from 99 local products and 335 comparable nonlocal products, totaling 198,990 data points and 3745 prices across six data collection dates. The results showed that a total of 25 categories displayed an advantage for the local product or a neutrality, out of a total of 45 categories identified. Our results demonstrated that 55.6% of the categories that contained the local foods analyzed were price competitive with comparable products or less expensive than them.

The COVID-19 pandemic amplified the role of policy capacity in mounting this kind of integrated policy response; however, the relationship between pre- and post-pandemic SDG efforts remains largely unexplored. In this article, we seek to address this gap through a conceptual analysis of policy integration and the capacities necessary for its application to the current SDG situation. Building on the literature on policy design, we define policy integration as the process of effectively reconciling policy goals and policy instruments and we offer a typology of policy integration efforts based on the degree of goal and instrument consistency including: policy harmonization, mainstreaming, coordination, and institutionalization. These forms of policy integration dictate the types of strategies that governments need to adopt in order to arrive at a more coherent policy mix. Following the dimensions of policy capacity by Wu et al. (2015), policy capacities are identified that are critical to ensuring successful integration. This information, thus, contributes to both academic- and policy-related debates on policy integration, by advancing conceptual clarity on the different, and sometimes, diverging concepts used in the field.

We know that many lives have been greatly disrupted, and that world economic activity is slowing and maybe declining in some places. We have read reports that energy consumption has been greatly affected by the slowdown in world economic activity—likely contributing to the sharp plunge in oil prices earlier this year. We do not know how long this pandemic may last. As we look forward to the end of the pandemic and a recovering world economy, however, we wonder if and how energy systems may have to be transformed, and whether new energy policy needs and approaches will emerge. Will we see any change in the trajectory of adopting sustainable energy systems and reducing carbon emissions? In the academic world, many of us are now teleworking and teaching our courses online. This transition has proved time consuming—so we want to thank our many reviewers who are staying on or close to schedule. So far, Energy Policy has been mostly unaffected by the pandemic, but we must recognize that the Elsevier employees who are responsible for the operations side of the journal may at some time be affected by Covid-19. In the meantime, we want to keep you informed about some recent developments regarding Energy Policy, including a little about its history and our editorial priorities.

In this article, we approach this issue from an evidence-based policy learning perspective. We explore how the polycrisis involving the progressive intersections between the climate change crisis, the COVID-19 pandemic, and the energy crisis influenced evidence-based policy learning underlying the European Union’s climate policymaking. Our findings show that at the initial phases of the polycrisis, interdisciplinary scientific evidence was employed to depoliticize the climate change crisis and facilitate a paradigmatic policy shift. Yet, as relatively faster burning crises overlapped, such evidence played an increasingly substantiating role for previously established institutional choices, and then its role further diminished as more crises overlapped. These findings offer a more robust theoretical understanding of evidence-based policy learning and its contribution to policy change within polycrises. This also draws practitioners’ attention to the need for actively re-aligning evidence-based policy learning practices as political conditions evolve during polycrises.

Agriculture sector is playing pivotal role in world food security and energy sustainability. There is high need to optimize the mechanization technologies to increase the yield in limited energy inputs and operation time to fulfill the world growing food demand. This research is mainly focused on the design development and structural analysis aiding with Finite Element Analysis (FEA) approach for Cotton Stalk Puller and Shredder machine (CSPS) to cut the crop leftovers, soil conditioning (shredding the plant waste into soil) and sowing of next crop in single run by conserving input resources. The experimental trials revealed that there is high pressure on cutting blades, chocking of shredder section and excessive pulling load on tractor hitches, which affected the machine’s performance. To mitigate deficiencies and design optimization to improve the machine safety/reliability, the structure analysis carried out. Six core components of machine including baseplate, blade, gear system, root digger, pulley and shaft has investigated as per field conditions. The results revealed that the material of blade, root digger and teeth of gear system receiving the high stress under the operational conditions which results the edge wear and damage. The carbonization up to one-millimeter thickness can provide the extra strength to bear the excessive load on edge layers.

The current COVID-19 pandemic has resulted in an immense and unforeseen increase in demand for personal protective equipment (PPE) for healthcare workers worldwide. Amongst other products, respirator masks are crucial to protect the users against transmission of the virus. Decontamination and reuse of the existing stock could be a solution to the shortage of new respirators. Based upon existing studies, it was found that (I) a solid quality control method is essential to test product reuse, (II) in-depth evaluation of the different parts of the filtering facepiece respirator (FFR) should be considered, and (III) communication of the reuse cycle is essential to take track of the amount of reuse, as this is limited to ensure quality. The goal of this paper is two-fold. First, we identify the impact of decontamination on the different parts of the FFRs and how the quality control should be performed. Two different types of FFRs are analysed within this paper, resulting in the recommendation of combining quantitative respirator mask fit testing with a thorough sensory evaluation of decontaminated FFRs to qualify them for reuse. Secondly, the possibilities of communication of this reuse to the eventual user are mapped through in-depth reasoning.

AbstractBackgroundIn recent years, healthcare has faced many different crises around the world such as HIV-, Ebola- or H1N1-outbrakes, opioid addiction, natural disasters and terrorism attacks). In particular, the current pandemic of Covid-19 has challenged the resilience of health systems. In many healthcare systems, primary care practices play a crucial role in the management of crises as they are often the first point of contact and main health care provider for patients. Therefore, this study explored which situations are perceived as crises by primary care practice teams and potential strategies for crisis management.MethodsA qualitative observational study was conducted. Data were collected in interviews and focus groups with experts from primary care practices and stakeholders focusing on primary care practices in Germany such as physicians, medical assistants, practice managers, quality managers, hygiene managers and institutions on health system level (politics, research and health insurance). All interviews and focus groups were audio-recorded and transcribed verbatim. A qualitative content analysis was performed using a rapid qualitative analysis approach first, followed by a thematic analysis.ResultsTwo focus groups and 26 interviews including 40 participating experts were conducted. Many different situations were perceived as crises, varying from issues in the practice organization to problems on health system level and international disasters. Distinct aspects associated with the perception of a crisis situation by interviewees were the presence of emotional reactions, a need for organizational changes and a lack of necessary resources. A broad spectrum of possible strategies was discussed that could help to cope with or even prevent the emergence of an actual crisis. In particular, strengthening communication within practice teams and resilience among employees was perceived to be fundamental for improving responses to crises or preventing them.ConclusionsThe study provides perspectives of primary health care workers on crises in health, that could inform health policy regarding prevention and management of future crises in primary care facilities.

The COVID-19 pandemic is the largest public health crisis in recent history. Many states have taken unprecedented action in responding to the pandemic by restricting international and domestic travel, limiting economic activity, and passing massive social welfare bills. This begs the question, why have states taken extreme measures for COVID-19 but not the climate crisis? By comparing state responses to COVID-19 with those to the climate crisis, we identify the crisis characteristics that drive quick and far-reaching reactions to some global crises but not others. We inductively develop a conceptual framework that identifies eight crisis characteristics with observable variation between COVID-19 and climate change. This framework draws attention to under-considered areas of variance, such as the perceived differences in the universality of impacts, the legibility of policy responses, and the different sites of expertise for both crises. We use this structured comparison to identify areas of leverage for obtaining quicker and broader climate action.

We ask whether COVID-19 is likely to support the transition to a more sustainable fashion industry. In answering this question, we utilize a framework for examining sustainability along the fashion-supply chain, highlighting the opportunities and challenges for a sustainable transition with respect to design, production, retail, consumption, and end-of-life. At each step, we also consider socioeconomic dimensions with regard to social impacts, employment, and gender. In doing so, we argue that any meaningful shift toward sustainability and a just transition must recognize social and environmental challenges as interconnected, addressing structural inequalities.

The price of food has been affected in recent months in response to events such as the war in Ukraine, energy costs, inflation, the COVID-19 pandemic, and climate change. Indeed, supply problems, as well as the repercussions of global issues, have had an impact on grocery bills. Just between September and October 2022, the price of food increased by 11.4% and 11% year-to-year. In addition, with the pandemic, buying locally has become a key factor for some in choosing which products to consume. This second edition of the report aims to answer the question Does eating local in Quebec cost more? More precisely, our objective was to identify if local products in the food sector, especially in Quebec, were competitive in their price points compared to foods coming from other regions of the world. To answer this, we used AI and machine learning to harvest data from 99 local products and 335 comparable nonlocal products, totaling 198,990 data points and 3745 prices across six data collection dates. The results showed that a total of 25 categories displayed an advantage for the local product or a neutrality, out of a total of 45 categories identified. Our results demonstrated that 55.6% of the categories that contained the local foods analyzed were price competitive with comparable products or less expensive than them.

The COVID-19 pandemic amplified the role of policy capacity in mounting this kind of integrated policy response; however, the relationship between pre- and post-pandemic SDG efforts remains largely unexplored. In this article, we seek to address this gap through a conceptual analysis of policy integration and the capacities necessary for its application to the current SDG situation. Building on the literature on policy design, we define policy integration as the process of effectively reconciling policy goals and policy instruments and we offer a typology of policy integration efforts based on the degree of goal and instrument consistency including: policy harmonization, mainstreaming, coordination, and institutionalization. These forms of policy integration dictate the types of strategies that governments need to adopt in order to arrive at a more coherent policy mix. Following the dimensions of policy capacity by Wu et al. (2015), policy capacities are identified that are critical to ensuring successful integration. This information, thus, contributes to both academic- and policy-related debates on policy integration, by advancing conceptual clarity on the different, and sometimes, diverging concepts used in the field.

We know that many lives have been greatly disrupted, and that world economic activity is slowing and maybe declining in some places. We have read reports that energy consumption has been greatly affected by the slowdown in world economic activity—likely contributing to the sharp plunge in oil prices earlier this year. We do not know how long this pandemic may last. As we look forward to the end of the pandemic and a recovering world economy, however, we wonder if and how energy systems may have to be transformed, and whether new energy policy needs and approaches will emerge. Will we see any change in the trajectory of adopting sustainable energy systems and reducing carbon emissions? In the academic world, many of us are now teleworking and teaching our courses online. This transition has proved time consuming—so we want to thank our many reviewers who are staying on or close to schedule. So far, Energy Policy has been mostly unaffected by the pandemic, but we must recognize that the Elsevier employees who are responsible for the operations side of the journal may at some time be affected by Covid-19. In this article, we approach this issue from an evidence-based policy learning perspective. We explore how the polycrisis involving the progressive intersections between the climate change crisis, the COVID-19 pandemic, and the energy crisis influenced evidence-based policy learning underlying the European Union’s climate policymaking. Our findings show that at the initial phases of the polycrisis, interdisciplinary scientific evidence was employed to depoliticize the climate change crisis and facilitate a paradigmatic policy shift. Yet, as relatively faster burning crises overlapped, such evidence played an increasingly substantiating role for previously established institutional choices, and then its role further diminished as more crises overlapped. These findings offer a more robust theoretical understanding of evidence-based policy learning and its contribution to policy change within polycrises. This also draws practitioners’ attention to the need for actively re-aligning evidence-based policy learning practices as political conditions evolve during polycrises.

Agriculture sector is playing pivotal role in world food security and energy sustainability. There is high need to optimize the mechanization technologies to increase the yield in limited energy inputs and operation time to fulfill the world growing food demand. This research is mainly focused on the design development and structural analysis aiding with Finite Element Analysis (FEA) approach for Cotton Stalk Puller and Shredder machine (CSPS) to cut the crop leftovers, soil conditioning (shredding the plant waste into soil) and sowing of next crop in single run by conserving input resources. The experimental trials revealed that there is high pressure on cutting blades, chocking of shredder section and excessive pulling load on tractor hitches, which affected the machine’s performance. To mitigate deficiencies and design optimization to improve the machine safety/reliability, the structure analysis carried out. Six core components of machine including baseplate, blade, gear system, root digger, pulley and shaft has investigated as per field conditions. The results revealed that the material of blade, root digger and teeth of gear system receiving the high stress under the operational conditions which results the edge wear and damage. The carbonization up to one-millimeter thickness can provide the extra strength to bear the excessive load on edge layers.

The current COVID-19 pandemic has resulted in an immense and unforeseen increase in demand for personal protective equipment (PPE) for healthcare workers worldwide. Amongst other products, respirator masks are crucial to protect the users against transmission of the virus. Decontamination and reuse of the existing stock could be a solution to the shortage of new respirators. Based upon existing studies, it was found that (I) a solid quality control method is essential to test product reuse, (II) in-depth evaluation of the different parts of the filtering facepiece respirator (FFR) should be considered, and (III) communication of the reuse cycle is essential to take track of the amount of reuse, as this is limited to ensure quality. The goal of this paper is two-fold. First, we identify the impact of decontamination on the different parts of the FFRs and how the quality control should be performed. Two different types of FFRs are analysed within this paper, resulting in the recommendation of combining quantitative respirator mask fit testing with a thorough sensory evaluation of decontaminated FFRs to qualify them for reuse. Secondly, the possibilities of communication of this reuse to the eventual user are mapped through in-depth reasoning.
