To do so, we first define the concept of transformative targets from a complex systems perspective and show a novel approach and original results using an extended application of the GEM-E3 model. Traditional macroeconomic models cannot easily handle key synergetic system effects derived from green growth and sustainability policies, and thus require additional features. We analyse the role of semi-endogenous growth driven by learning-by-doing and low-carbon investment expectations following a long-term transformative trajectory.

As such one of its core goal is to align research and pilot projects with infrastructure development constraints and priorities. Under NAS, the integrated contribution of natural infrastructure to Disaster Risk Reduction is valued in the context of an identified growing need for climate robust infrastructure. The potential of NAS benefits and trade-off are explored by through the alternative lens of Disaster Resilience Enhancement (DRE). Such a system requires a joint effort of specific knowledge transfer from research groups and stakeholders to potential future NAS developers and investors. We therefore match the knowledge gaps with operational stages of the development of NAS from a project designer perspective. We start by highlighting the key role of the insurance industry in incentivizing and assessing disaster and slow onset resilience enhancement strategies. In parallel we place the public sector as potential kick-starters in DRE initiatives through the existing initiatives and constraints of infrastructure procurement. Under this perspective the paper explores the required alignment of Integrated Water resources planning and Public investment systems. Ultimately this will provide the possibility for both planners and investors to design no regret NBS and mixed Grey-Green infrastructures systems. As resources and constraints are widely different between infrastructure development contexts, the framework does not provide explicit methodological choices but presents current limits of knowledge and know-how. In conclusion the paper underlines the potential of NAS to ease the infrastructure gap in water globally by stressing the advantages of investment in the protection, enhancement and restoration of natural capital as an effective climate change adaptation investment.

How could co-firing technology-that is the partial substitution of coal by biomass-contributes to mitigate that problem? In this study, we assess the costs and potentials of co-firing rice residues in present and planned coal power plants in Vietnam using a spatially explicit optimization model: BeWhere, adapted as recursive annual dynamic. We found that, the cost of CO2 emissions is the key parameter determining at what level the technology is used. A cost of CO2 emissions of 8 $/tCO2 mobilizes the maximum technical potential of the rice straw and husk domestic resource, with an annual emission reduction of 28 MtCO2eq/year by 2030. At this level, biomass co-firing contributes to an 8% emission reduction in the coal power sector with the abatement cost of 137 Million USD.

AbstractShifting from a linear to a circular bio‐economy requires new business models. The objective was getting insights into the uncharted research field of business model innovation for a circular and sustainable bio‐economy within the agrifood sector. Eight European cases valorising agricultural waste and by‐products by closing loops or cascading were studied regarding their innovation drivers and elements, via interviews, on‐site visits and secondary data. In this domain, the findings highlight that business model innovations are depending on the (i) macro‐environmental institutional‐legal conditions and market trends, (ii) driven by internal economic, environmental and/or social objectives, but especially strongly linked to (iii) other actors often from different sectors seeking synergies and (iv) value co‐creation via combined organisational and technological innovations. Business models for a circular bio‐economy thus depend on various action levels and need radical combined organisational and technological innovations for a most efficient usage of agricultural waste and by‐products. This also means new business configurations instead of linear innovation strategies currently still being dominant due to economic viability.

Soil carbon (C) in dryland areas is of crucial importance to maintain soil quality and productivity and a range of ecosystem services. Soil mismanagement has led to a significant loss of carbon in these areas, which in many of them entailed several land degradation processes such as soil erosion, reduction in crop productivity, lower soil water holding capacity, a decline in soil biodiversity, and, ultimately, desertification, hunger and poverty in developing countries. As a consequence, in dryland areas proper management practices and land use policies need to be implemented to increase the amount of C sequestered in the soil. When properly managed, dryland soils have a great potential to sequester carbon if financial incentives for implementation are provided. Dryland soils contain the largest pool of inorganic C. However, contrasting results are found in the literature on the magnitude of inorganic C sequestration under different management regimes. The rise of atmospheric carbon dioxide (CO2) levels will greatly affect dryland soils, since the positive effect of CO2 on crop productivity will be offset by a decrease of precipitation, thus increasing the susceptibility to soil erosion and crop failure. In dryland agriculture, any removal of crop residues implies a loss of soil organic carbon (SOC). Therefore, the adoption of no-tillage practices in field crops and growing cover crops in tree crops have a great potential in dryland areas due to the associated benefits of maintaining the soil surface covered by crop residues. Up to 80 % reduction in soil erosion has been reported when using no-tillage compared with conventional tillage. However, no-tillage must be maintained over the long term to enhance soil macroporosity and offset the emission of nitrous oxide (N2O) associated to the greater amount of water stored in the soil when no-tillage is used. Furthermore, the use of long fallow periods appears to be an inefficient practice for water conservation, since only 10–35 % of the rainfall received is available for the next crop when fallow is included in the rotation. Nevertheless, conservation agriculture practices are unlikely to be adopted in some developing countries where the need of crop residues for soil protection competes with other uses. Crop rotations, cover crops, crop residue retention, and conservation agriculture have a direct positive impact on biodiversity and other ecosystem services such as weed seed predation, abundance and distribution of a broad range of soil organisms, and bird nesting density and success. The objective of sequestering a significant amount of C in dryland soils is attainable and will result in social and environmental benefits. Sustainably managed non-native trees deliver economic and societal benefits with limited risk of spread to adjoining areas. However, some plantations have launched invasions that cause substantial damage to biodiversity and ecosystem services, while others pose substantial threats of causing such impacts. The challenge is to maximise the benefits of non-native trees, while minimising negative impacts and preserving future benefits and options. A workshop was held in 2019 to develop global guidelines for the sustainable use of non-native trees, using the Council of Europe – Bern Convention Code of Conduct on Invasive Alien Trees as a starting point. The global guidelines consist of eight recommendations: 1) Use native trees, or non-invasive non-native trees, in preference to invasive non-native trees; 2) Be aware of and comply with international, national, and regional regulations concerning non-native trees; 3) Be aware of the risk of invasion and consider global change trends; 4) Design and adopt tailored practices for plantation site selection and silvicultural management; 5) Promote and implement early detection and rapid response programmes; 6) Design and adopt tailored practices for invasive non-native tree control, habitat restoration, and for dealing with highly modified ecosystems; 7) Engage with stakeholders on the risks posed by invasive non-native trees, the impacts caused, and the options for management; and 8) Develop and support global networks, collaborative research, and information sharing on native and non-native trees. The global guidelines are a first step towards building global consensus on the precautions that should be taken when introducing and planting non-native trees. They are voluntary and are intended to complement statutory requirements under international and national legislation. These transformations go beyond technological fixes and require fundamental changes in cognitive, relational, structural and functional aspects of agricultural systems. However, research on agricultural transformations fails to engage deeply with underlying social aspects such as differing perceptions of sustainability, uncertainties and ambiguities, politics of knowledge, power imbalances and deficits in democracy. In this paper, we suggest that conflict is one manifestation of such underlying social aspects. We present an original conceptualization and analytical framework, wherein conflict is recognized as an important motor for redistribution of power and leverage for social learning that—if addressed through a conflict transformation process—could potentially create a step-change in agricultural transformation towards greater sustainability. Our analysis, building on an extensive literature review and empirical case studies from around the world, suggests a novel approach to guide future transdisciplinary research that can support agricultural transformations towards sustainability.

Accurate assessment of anthropogenic carbon dioxide (CO2) emissions and their redistribution among the atmosphere, ocean, and terrestrial biosphere – the "global carbon budget" – is important to better understand the global carbon cycle, support the development of climate policies, and project future climate change. Here we describe data sets and methodology to quantify the five major components of the global carbon budget and their uncertainties. CO2 emissions from fossil fuels and industry (EFF) are based on energy statistics and cement production data, respectively, while emissions from land-use change (ELUC), mainly deforestation, are based on land-cover change data and bookkeeping models. The global atmospheric CO2 concentration is measured directly and its rate of growth (GATM) is computed from the annual changes in concentration. The ocean CO2 sink (SOCEAN) and terrestrial CO2 sink (SLAND) are estimated with global process models constrained by observations. The resulting carbon budget imbalance (BIM), the difference between the estimated total emissions and the estimated changes in the atmosphere, ocean, and terrestrial biosphere, is a measure of our imperfect data and understanding of the contemporary carbon cycle. All uncertainties are reported as ±1σ. For the last decade available (2007–2016), EFF was 9.4 ± 0.5 GtC yr−1, ELUC 1.3 ± 0.7 GtC yr−1, GATM 4.7 ± 0.1 GtC yr−1, SOCEAN 2.4 ± 0.5 GtC yr−1, and SLAND 3.0 ± 0.8 GtC yr−1, with a budget imbalance BIM of 0.6 GtC yr−1 indicating overestimated emissions and/or underestimated sinks. For year 2016 alone, the growth in EFF was approximately zero and emissions remained at 9.9 ± 0.5 GtC yr−1. Also for 2016, ELUC was 1.3 ± 0.7 GtC yr−1, GATM was 6.1 ± 0.2 GtC yr−1, SOCEAN was 2.6 ± 0.5 GtC yr−1 and SLAND was 2.7 ± 1.0 GtC yr−1, with a small BIM of −0.3 GtC. GATM continued to be higher in 2016 compared to the past decade (2007–2016), reflecting in part the higher fossil emissions and smaller SLAND for that year consistent with El Niño conditions. The global atmospheric CO2 concentration reached 402.8 ± 0.1 ppm averaged over 2016. For 2017, preliminary data indicate a renewed growth in EFF of +2.0 % (range of 0.8 % to 3.0 %) based on national emissions projections for China, USA, and India, and projections of Gross Domestic Product corrected for recent changes in the carbon intensity of the economy for the rest of the world. For 2017, initial data indicate an increase in atmospheric CO2 concentration of around 5.3 GtC (2.5 ppm), attributed to a combination of increasing emissions and receding El Niño conditions. This living data update documents changes in the methods and data sets used in this new global carbon budget compared with previous publications of this data set (Le Quéré et al., 2016; 2015b; 2015a; 2014; 2013). The absence of a good interface between scientific and other knowledge holders and decision-makers in the area of biodiversity and ecosystem services has been recognised for a long time. Despite recent advancements, e.g. with the Intergovernmental Platform on Biodiversity and Ecosystem Services (IPBES), challenges remain, particularly concerning the timely provision of consolidated views from different knowledge domains. To address this challenge, a strong and flexible networking approach is needed across knowledge domains and institutions. Here, we report on a broad consultation process across Europe to develop a Network of Knowledge on biodiversity and ecosystem services (NoK), an approach aiming at (1) organising institutions and knowledge holders in an adaptable and responsive framework and (2) informing decision-makers with timely and accurate biodiversity knowledge. The consultation provided a critical analysis of the needs that should be addressed by a NoK and how it could complement existing European initiatives and institutions at the interface between policy and science. Among other functions, the NoK provides consolidated scientific views on contested topics, identification of research gaps to support relevant policies, and horizon scanning activities to anticipate emerging issues. The NoK includes a capacity building component on interfacing activities and contains mechanisms to ensure its credibility, relevance and legitimacy. Such a network would need to ensure credibility, relevance and legitimacy of its work by maximizing transparency and flexibility of processes, quality of outputs, the link to data and knowledge provision, the motivation of experts for getting involved and sound communication and capacity building.

Abstract In current scientific and political discourses there is common agreement that the future of Alpine agriculture is a challenge not only for farmers, but also for society at large. What remains unclear is the question of how to adapt agriculture towards sustainable development of the Alpine territory in a manner that takes sufficient account of local diversity. We propose to treat agriculture and rural development as a matter of local concern, starting with a definition of sustainable agriculture drawn up by local stakeholders. Based on a 3-year experiment, we examine the capacity of local people to take joint action to contribute in a consistent way to rural development and to sustainable agriculture. We discuss the assets and limitations of local projects based on multi-stakeholder participation, ie in relation to their capacity to initiate closer links between farmers and other stakeholders and renew the contribution of agriculture to rural development. To do so, we first define the concept of transformative targets from a complex systems perspective and show a novel approach and original results using an extended application of the GEM-E3 model. Traditional macroeconomic models cannot easily handle key synergetic system effects derived from green growth and sustainability policies, and thus require additional features. We analyse the role of semi-endogenous growth driven by learning-by-doing and low-carbon investment expectations following a long-term transformative trajectory.

As such one of its core goal is to align research and pilot projects with infrastructure development constraints and priorities. Under NAS, the integrated contribution of natural infrastructure to Disaster Risk Reduction is valued in the context of an identified growing need for climate robust infrastructure. The potential of NAS benefits and trade-off are explored by through the alternative lens of Disaster Resilience Enhancement (DRE). Such a system requires a joint effort of specific knowledge transfer from research groups and stakeholders to potential future NAS developers and investors. We therefore match the knowledge gaps with operational stages of the development of NAS from a project designer perspective. We start by highlighting the key role of the insurance industry in incentivizing and assessing disaster and slow onset resilience enhancement strategies. In parallel we place the public sector as potential kick-starters in DRE initiatives through the existing initiatives and constraints of infrastructure procurement. Under this perspective the paper explores the required alignment of Integrated Water resources planning and Public investment systems. Ultimately this will provide the possibility for both planners and investors to design no regret NBS and mixed Grey-Green infrastructures systems. As resources and constraints are widely different between infrastructure development contexts, the framework does not provide explicit methodological choices but presents current limits of knowledge and know-how. In conclusion the paper underlines the potential of NAS to ease the infrastructure gap in water globally by stressing the advantages of investment in the protection, enhancement and restoration of natural capital as an effective climate change adaptation investment.

How could co-firing technology-that is the partial substitution of coal by biomass-contributes to mitigate that problem? In this study, we assess the costs and potentials of co-firing rice residues in present and planned coal power plants in Vietnam using a spatially explicit optimization model: BeWhere, adapted as recursive annual dynamic. We found that, the cost of CO2 emissions is the key parameter determining at what level the technology is used. A cost of CO2 emissions of 8 $/tCO2 mobilizes the maximum technical potential of the rice straw and husk domestic resource, with an annual emission reduction of 28 MtCO2eq/year by 2030. At this level, biomass co-firing contributes to an 8% emission reduction in the coal power sector with the abatement cost of 137 Million USD.

AbstractShifting from a linear to a circular bio‐economy requires new business models. The objective was getting insights into the uncharted research field of business model innovation for a circular and sustainable bio‐economy within the agrifood sector. Eight European cases valorising agricultural waste and by‐products by closing loops or cascading were studied regarding their innovation drivers and elements, via interviews, on‐site visits and secondary data. In this domain, the findings highlight that business model innovations are depending on the (i) macro‐environmental institutional‐legal conditions and market trends, (ii) driven by internal economic, environmental and/or social objectives, but especially strongly linked to (iii) other actors often from different sectors seeking synergies and (iv) value co‐creation via combined organisational and technological innovations. Business models for a circular bio‐economy thus depend on various action levels and need radical combined organisational and technological innovations for a most efficient usage of agricultural waste and by‐products. This also means new business configurations instead of linear innovation strategies currently still being dominant due to economic viability.

Soil carbon (C) in dryland areas is of crucial importance to maintain soil quality and productivity and a range of ecosystem services. Soil mismanagement has led to a significant loss of carbon in these areas, which in many of them entailed several land degradation processes such as soil erosion, reduction in crop productivity, lower soil water holding capacity, a decline in soil biodiversity, and, ultimately, desertification, hunger and poverty in developing countries. As a consequence, in dryland areas proper management practices and land use policies need to be implemented to increase the amount of C sequestered in the soil. When properly managed, dryland soils have a great potential to sequester carbon if financial incentives for implementation are provided. Dryland soils contain the largest pool of inorganic C. However, contrasting results are found in the literature on the magnitude of inorganic C sequestration under different management regimes. The rise of atmospheric carbon dioxide (CO2) levels will greatly affect dryland soils, since the positive effect of CO2 on crop productivity will be offset by a decrease of precipitation, thus increasing the susceptibility to soil erosion and crop failure. In dryland agriculture, any removal of crop residues implies a loss of soil organic carbon (SOC). Therefore, the adoption of no-tillage practices in field crops and growing cover crops in tree crops have a great potential in dryland areas due to the associated benefits of maintaining the soil surface covered by crop residues. Up to 80 % reduction in soil erosion has been reported when using no-tillage compared with conventional tillage. However, no-tillage must be maintained over the long term to enhance soil macroporosity and offset the emission of nitrous oxide (N2O) associated to the greater amount of water stored in the soil when no-tillage is used. Furthermore, the use of long fallow periods appears to be an inefficient practice for water conservation, since only 10–35 % of the rainfall received is available for the next crop when fallow is included in the rotation. Nevertheless, conservation agriculture practices are unlikely to be adopted in some developing countries where the need of crop residues for soil protection competes with other uses. Crop rotations, cover crops, crop residue retention, and conservation agriculture have a direct positive impact on biodiversity and other ecosystem services such as weed seed predation, abundance and distribution of a broad range of soil organisms, and bird nesting density and success. The objective of sequestering a significant amount of C in dryland soils is attainable and will result in social and environmental benefits. Sustainably managed non-native trees deliver economic and societal benefits with limited risk of spread to adjoining areas. However, some plantations have launched invasions that cause substantial damage to biodiversity and ecosystem services, while others pose substantial threats of causing such impacts. The challenge is to maximise the benefits of non-native trees, while minimising negative impacts and preserving future benefits and options. A workshop was held in 2019 to develop global guidelines for the sustainable use of non-native trees, using the Council of Europe – Bern Convention Code of Conduct on Invasive Alien Trees as a starting point. The global guidelines consist of eight recommendations: 1) Use native trees, or non-invasive non-native trees, in preference to invasive non-native trees; 2) Be aware of and comply with international, national, and regional regulations concerning non-native trees; 3) Be aware of the risk of invasion and consider global change trends; 4) Design and adopt tailored practices for plantation site selection and silvicultural management; 5) Promote and implement early detection and rapid response programmes; 6) Design and adopt tailored practices for invasive non-native tree control, habitat restoration, and for dealing with highly modified ecosystems; 7) Engage with stakeholders on the risks posed by invasive non-native trees, the impacts caused, and the options for management; and 8) Develop and support global networks, collaborative research, and information sharing on native and non-native trees. The global guidelines are a first step towards building global consensus on the precautions that should be taken when introducing and planting non-native trees. They are voluntary and are intended to complement statutory requirements under international and national legislation. The application of the global guidelines and the achievement of their goals will help to conserve forest biodiversity, ensure sustainable forestry, and contribute to the achievement of several Sustainable Development Goals of the United Nations linked with forest biodiversity.

These transformations go beyond technological fixes and require fundamental changes in cognitive, relational, structural and functional aspects of agricultural systems. However, research on agricultural transformations fails to engage deeply with underlying social aspects such as differing perceptions of sustainability, uncertainties and ambiguities, politics of knowledge, power imbalances and deficits in democracy. In this paper, we suggest that conflict is one manifestation of such underlying social aspects. We present an original conceptualization and analytical framework, wherein conflict is recognized as an important motor for redistribution of power and leverage for social learning that—if addressed through a conflict transformation process—could potentially create a step-change in agricultural transformation towards greater sustainability. Our analysis, building on an extensive literature review and empirical case studies from around the world, suggests a novel approach to guide future transdisciplinary research that can support agricultural transformations towards sustainability.

Accurate assessment of anthropogenic carbon dioxide (CO2) emissions and their redistribution among the atmosphere, ocean, and terrestrial biosphere – the "global carbon budget" – is important to better understand the global carbon cycle, support the development of climate policies, and project future climate change. Here we describe data sets and methodology to quantify the five major components of the global carbon budget and their uncertainties. CO2 emissions from fossil fuels and industry (EFF) are based on energy statistics and cement production data, respectively, while emissions from land-use change (ELUC), mainly deforestation, are based on land-cover change data and bookkeeping models. The global atmospheric CO2 concentration is measured directly and its rate of growth (GATM) is computed from the annual changes in concentration. The ocean CO2 sink (SOCEAN) and terrestrial CO2 sink (SLAND) are estimated with global process models constrained by observations. The resulting carbon budget imbalance (BIM), the difference between the estimated total emissions and the estimated changes in the atmosphere, ocean, and terrestrial biosphere, is a measure of our imperfect data and understanding of the contemporary carbon cycle. All uncertainties are reported as ±1σ. For the last decade available (2007–2016), EFF was 9.4 ± 0.5 GtC yr−1, ELUC 1.3 ± 0.7 GtC yr−1, GATM 4.7 ± 0.1 GtC yr−1, SOCEAN 2.4 ± 0.5 GtC yr−1, and SLAND 3.0 ± 0.8 GtC yr−1, with a budget imbalance BIM of 0.6 GtC yr−1 indicating overestimated emissions and/or underestimated sinks. For year 2016 alone, the growth in EFF was approximately zero and emissions remained at 9.9 ± 0.5 GtC yr−1. Also for 2016, ELUC was 1.3 ± 0.7 GtC yr−1, GATM was 6.1 ± 0.2 GtC yr−1, SOCEAN was 2.6 ± 0.5 GtC yr−1 and SLAND was 2.7 ± 1.0 GtC yr−1, with a small BIM of −0.3 GtC. GATM continued to be higher in 2016 compared to the past decade (2007–2016), reflecting in part the higher fossil emissions and smaller SLAND for that year consistent with El Niño conditions. The global atmospheric CO2 concentration reached 402.8 ± 0.1 ppm averaged over 2016. For 2017, preliminary data indicate a renewed growth in EFF of +2.0 % (range of 0.8 % to 3.0 %) based on national emissions projections for China, USA, and India, and projections of Gross Domestic Product corrected for recent changes in the carbon intensity of the economy for the rest of the world. For 2017, initial data indicate an increase in atmospheric CO2 concentration of around 5.3 GtC (2.5 ppm), attributed to a combination of increasing emissions and receding El Niño conditions. This living data update documents changes in the methods and data sets used in this new global carbon budget compared with previous publications of this data set (Le Quéré et al., 2016; 2015b; 2015a; 2014; 2013). The absence of a good interface between scientific and other knowledge holders and decision-makers in the area of biodiversity and ecosystem services has been recognised for a long time. Despite recent advancements, e.g. with the Intergovernmental Platform on Biodiversity and Ecosystem Services (IPBES), challenges remain, particularly concerning the timely provision of consolidated views from different knowledge domains. To address this challenge, a strong and flexible networking approach is needed across knowledge domains and institutions. Here, we report on a broad consultation process across Europe to develop a Network of Knowledge on biodiversity and ecosystem services (NoK), an approach aiming at (1) organising institutions and knowledge holders in an adaptable and responsive framework and (2) informing decision-makers with timely and accurate biodiversity knowledge. The consultation provided a critical analysis of the needs that should be addressed by a NoK and how it could complement existing European initiatives and institutions at the interface between policy and science. Among other functions, the NoK provides consolidated scientific views on contested topics, identification of research gaps to support relevant policies, and horizon scanning activities to anticipate emerging issues. The NoK includes a capacity building component on interfacing activities and contains mechanisms to ensure its credibility, relevance and legitimacy. Such a network would need to ensure credibility, relevance and legitimacy of its work by maximizing transparency and flexibility of processes, quality of outputs, the link to data and knowledge provision, the motivation of experts for getting involved and sound communication and capacity building.

Abstract In current scientific and political discourses there is common agreement that the future of Alpine agriculture is a challenge not only for farmers, but also for society at large. What remains unclear is the question of how to adapt agriculture towards sustainable development of the Alpine territory in a manner that takes sufficient account of local diversity. We propose to treat agriculture and rural development as a matter of local concern, starting with a definition of sustainable agriculture drawn up by local stakeholders. Based on a 3-year experiment, we examine the capacity of local people to take joint action to contribute in a consistent way to rural development and to sustainable agriculture. We discuss the assets and limitations of local projects based on multi-stakeholder participation, ie in relation to their capacity to initiate closer links between farmers and other stakeholders and renew the contribution of agriculture to rural development.
