In recent years, the literature in the field of general equilibrium modeling has increased. For long-term energy projections, general equilibrium models are more adequate than standard econometrics in evaluating alternative economic policies in a theoretically consistent framework. The well-known structure and economic mechanism of those models makes it easier to analyze structural changes of prices and quantities demanded or supplied for a given data set of an economy, national income accounts figures, and trade balance effects. The dynamic formulation of these models via investment decisions and capital formation also enables an intertemporal interpretation of structural adjustment and growth processes.

Research on the nexus between energy consumption and economic growth is a fundamental topic for energy policy making and low-carbon economic development. Russia proves the third largest energy consumption country in the world in recent years, while little research has shed light upon its energy consumption issue till now, especially its energy–growth nexus. Therefore, this paper empirically investigates the dynamic nexus of the two variables in Russia based on the state space model. The results indicate that, first of all, Russia's energy consumption is cointegrated with its economic growth in a time-varying way though they do not have static or average cointegration relationship. Hence it is unsuitable to merely portrait the nexus in an average manner. Second, ever since the year of 2000, Russia's energy efficiency has achieved much more promotion compared with that in previous decades, mainly due to the industrial structure adjustment and technology progress. Third, among BRIC countries, the consistency of Russia's energy consumption and economic growth appears the worst, which suggests the complexity of energy–growth nexus in Russia. Finally, there exists bi-directional causality between Russia's energy consumption and economic growth, though their quantitative proportional relation does not have solid foundation according to the cointegration theory.

The mainland of China’s rapid pace of industrialization and trade expansion have led many to ask whether its ever-increasing demand for resources can be met without disruption to economic stability and growth in the country and the world as a whole. The article examines the experience of growth in resource demand and the associated pressure on global markets from Japan, Taiwan Province of China and Korea during their periods of sustained, rapid economic growth for periods in the second half of the twentieth century. It seeks to draw lessons for the twenty-first century. The article points out that because of its size the mainland of China may cause the resources boom, associated with the later decades of its period of sustained rapid growth, to raise the prices of resource-intensive products by a large amount, not for a few years, but for several decades. This will have important implications for economic development and the distribution of incomes within and between all countries, and on power relations between states in the Asia-Pacific and throughout the global community.

This paper analyzes the determinants of alternative automobile fuel regulation and development support with a particular focus on methanol fuel. We find that embedded interests, bureaucratic reforms, and political circumstances in the Chinese national, provincial, and municipal governments have all shaped policy outcomes in this area. The paper seeks to explain why at, the national level, support for alternative fuels has waned and finds that the concerns of state oil majors and disorganization during the process of national bureaucratic restructuring have been the deciding factors. Interestingly, at the sub-national level promotion of methanol continues unabated in some places. At the local level, business relationships as well as the embedded economic and personal interests of local leaders help to explain managerial local government behavior and sheds light on why government officials actively create and manage methanol fuel business opportunities through local standardization, subsidies, and hands-on management of SOE opposition. The switch towards methanol fuel was more successful in localities where individuals, either government officials or enterprise managers, formed an alliance and made this their ‘pet projects’. The analysis draws on 55 interviews conducted between June and October 2010 in Shanxi, a major coal-producing province which has supported methanol fuel-switching programs for over ten years. The findings contribute to debates about the condition of the local state in China. The argument put forward in this paper is that because of limited state capacity at the central level and insufficient concerns for the development of alternative fuels in the short-term, some sub-national governments with strong embedded interests promote certain alternative fuels by taking on active managerial roles, adopting creative and ad-hoc strategies to fill in the national level policy gap at the local level.

The past two decades have seen an impressive expansion of municipal engagement with climate change. Yet while interest has broadened, actions remain shallow. This is in part because climate policies fit uneasily into existing bureaucratic structures and practices. Effective climate programmes require adaptive and innovative responses that span departmental divisions. This challenges siloised municipal offices that are embedded in their own organisational cultures and technical practices. Understanding those challenges is crucial to understanding urban responses to climate change, but they remain critically understudied. This paper helps to fill that gap by looking at the experiences of two cities, Durban (KZN, South Africa) and Portland (OR, USA) as they attempt to put in place integrated responses to climate change. To do so, it brings together complementary critical perspectives drawn from the study of bureaucracies and complex institutions in sociology and geography. This hybrid critical framework is used to elaborate on both the organisational barriers that inhibit effective responses to climate change, and approaches that can be used to enable change and innovation.

In this paper, we address the problem of choosing an appropriate channel for the marketing channel structure of remanufactured fashion products. To be specific, we consider a remanufacturer who has two options for selling the products: (1) provide the remanufactured products to a manufacturer, then the manufacturer sells both new products and the remanufactured products to customers, and (2) sell the remanufactured products directly to customers. Because of the relatively low acceptance of remanufactured products and environment consciousness of customers in developing countries like China, we model the two scenarios as decentralized remanufacturing supply chains, with the manufacturer being the Stackelberg leader and the government offering subsidy to the remanufacturer to incentivize remanufacturing activities. We find that the subsidy can incentivize remanufacturing activity regardless of the remanufacturer’s channel choice. A “too high” or “too low” subsidy makes the remanufacturer compete with the manufacturer, and an intermediate subsidy results in cooperation between the two members of the remanufacturing supply chain. Meanwhile, if the customers’ acceptance for remanufactured products is higher, the remanufacturer will be more likely to compete with the manufacturer. However, the remanufacturer’s optimal channel choice may be inefficient in the sense of social welfare and environmental protection.

Biofuel plantations have been hyped as a means to reinvigorate Africa’s rural areas. Yet there is still apprehension about the negative environmental and social impacts of large-scale commercial biofuel production around rising food prices, land grabbing, ecological damage, and disruption of rural livelihoods. Given the extent of Jatropha curcas production in Ghana and Ethiopia and Castor bean (Ricinus communis) in Ethiopia, this paper presents the results of a study that assessed the socio-economic implications of industrial Jatropha plantations on local livelihoods in Ghana, and of industrial Jatropha and Castor plantations on local livelihoods in Ethiopia. This study used primary data collected from 234 households in Ghana and 165 in Ethiopia. The cultivation of Jatropha and Castor has had several important effects on local livelihoods in the study sites, most notably decreases in household landholdings due to the arrival of industrial Jatropha or Castor plantations; and the resulting changes these plantations have caused in household socio-economic status, food security, fallow periods, and fodder availability. We consider how a lack of meaningful consultation between local people, their traditional authorities and the biofuel company managers, along with shortcomings in each country’s broader land acquisition process and poor land use information, may have contributed to these overall negative effects on local livelihoods. We conclude by suggesting several ways that emerging biofuel industries could be improved from the perspective of local people and their livelihoods.
